Depoliticising humanitarian aid and development. No this is actually win for the FGS. They see Somaliland as not separate entity so they are slowing incorporating it back into the fold. Security cooperation is huge i wonder how will that work out. All in all its win/win for everyone. The Security cooperation is something the US wants for the whole region not just Somaliland/Somalia. Somaliland already has Security Pact with Ethiopia. What is important is that, the Unionists are sidelined, Somaliland's borders respected. And acknowledgement that Hargeisa and Mogadishu are negotiating of their relationship... that relationship is not going to be fully restored until and unless Somaliland's demands are met. Ethiopia & Djibouti have a shared Airspace and revenue sharing. Go figure! The Airspace is not only being shared but it will be fully controlled from Hargeisa. That means, the Air traffic over Somaliland will not be subject to harrasment again by fake and powerless phantom gov't that has no control. With regards to "Debt relief". Findhicil ma xalaal ba mise waa xaaraan? ka hadalkisa ayaa fiicnayn. But if that is what it comes down to, then be it. It will need to be split up at the donor's desk. Seriously, Somaliland/Somalia talks are being pushed by the IC and regional states (which is new). And if Somalia refuses, Somaliland will go to the IC/Region and ask them "what now?" It is actually more benefitial to Somaliland that Mogadishu just says no. Because that will open up the rest of the world who have asked Hargeisa and Mogadishu to resolve their issues between them.
