Better late than never. 

Unless they holds multi party elections, Puntland will not be much different than the newly formed regions of Galmudug or South West.

The most important question right now is parties based on what.

If regional or sub-clan
If faith ladden of @radical, moderate...etc

So far the system in Puntland (mix of everyything from 1000 year old nomadic culture to latest republics and democracies) is not broken and does not need any fixes IMO.

Puntland is still a place where politicians are armed, the clans are armed and other non-state actors including terrorism, pirates, traffickers etc are active. 

Holding elections in such environment is inviting trouble. 

Besides, the hagbad/ayuuto will never be interrupted. Reer Garowe are next and they will never accept the other hebelow-maxamuud clans to take over their turn.

It has nothing to do with Hagbad.

It is all about confedence. The Sool/Sanaag community  have almost 40% of the Puntland parliament. To win the election they just need six more votes. 

The condifent one spends money knowing full well he might win the presidecy, but the timid guy who lacks confident will not spend the money. 

Yet, elections will expose a lot of things.

That is not how things work. Xataa hadii Sool/Sanaag 90% parlamaanka lahaan lahaayeen, Hebelow-maxamuud ayaa soo baxaaya. Think about it.
