Mogadishu (PP News Desk) — The Somali MP and former Foreign Minister of the Federal Government of Somalia Fawzia Yusuf Haji Adam has rejected recommendations from the International Crisis Group about the appropriate electoral model for Somalia. “Publications published by  foreign organisations about the electoral model for 2020 elections in Somalia have come to my attention. They recommended an indirect elections similar to… the [2017] election regardless of irregularities one witnessed” Fawzia tweeted in Somali.

 “Federal engagement should focus on achieving consensus on the timeframe for elections and/or on adjustments to the electoral model. The latter could include abandoning plans for a one-person, one-vote election and instead providing for some form of an electoral college system, as was used in the 2016-2017 vote, whereby some 14,000 delegates selected the representatives for 275 parliamentary seats” argued ICG in a report.

ICG reckons  “powerful clans” support the Forum for National Parties of which parties led by two former Presidents  — Sharif Sheikh Ahmed and Hassan Sheikh Mohamud — are members. Forming a consensus on an  electoral model will necessitate the abrogation of the electoral law signed into law in February by President Mohamed Abdullahi Mohamed.

If the electoral law gets repealed to expedite the indirect electoral model recommended by ICG, all laws passed by the Federal Parliament and the Upper House will be called into question. The electoral law stipulates postponement of elections in the event of unforeseen circumstances that affect election plans.
