The strategy of the FG was to tame these de facto state within state affair.  If they would have succeeded it would have been in the interest of Somalia as a state and whoever replaces the current ADMINISTRATION. 

You need to wake up and smell the coffee. There is no such thing as soveriegn Somali state. Somalia has had no government for 30 years. The phantom foreign propped administrations are just indivituals pretending to be a government. 

Somalia needs babysteps to put it back together and a lot of talks, not threats. 

When you say tame the opposing side? with what powers can you tame? Are you trying to put a 'isbaaro' on foreign donations? Are you thinking about using foreign powers like Ethiopia to subdue your opponents? 

Until such time that a real, working government that is able to represent the people of Somalia, anyone in Villa Somalia is just going to be one player among many players. 

After 3 years, the only thing Cheeseman has done is to solidify opposing sides' positions further entrenching already precarious situation. 

Foreign powers are more directly involved be it Ethiopia or Kenya or far afield like Qatar or UAE or US or EU.. whoever. 

And the stakes are more dangerous and pronounced today than in 2016. All providing a dangerous recipe for 2020 selection process.

So bother talking to them and how can an individual in Villa Somalia be in position to make such consequential decision on behalf of Somalia.

Then how do we go about bringing 'a real, working govt......'? By talking nonsense,  conference after conference to folks that we know truly know have everything to lose should this FG take a resemblance of a state.  Entertaining the status quo is futile. You have to shake it, and mould it to a vision you want to realise.  Call it what you want,  but at least they're trying.

Well, the IC has been very help in this regard. They actually gave him a blue-print or a roadmap for Cheeseman to take back in 2017 in London Conference. The roadmap had clear Deliverable and milestones. 

Instead, Cheeseman pulled a plan of his own. A futile one. 

Coming back to Sanboloolshe's remarks, he has a point. A phantom government in name, which freeloads on H-clan territory and collects taxs from H-clan businesses only, then it is only fair for H-clan to permanently occupy Villa Somalia building.
