The law and order by state never existed. It was always the tribes who kept the peace. This one was ignited by the politicians in Hargeisa including Muuse Biixi. He will pay the price of his mischief. While ago I wrote here that local militia with technicals roaming freely in SAnaag, and the cheerleaders were shocked. The police could not dare to arrest anyone, and they hide in their station .

And where is the man who supposed to keep the internal security. He is busy chasing innocent people , and arresting journalists.Besides, the whole administration is busy with Guinea, Nairobi and giving Biixi the badly needed prestige money can buy. buy.

Cigaal organized the system and Daahir Rayaale made it a functioning government. THere were no real government administration since 2011. Siilaanyo was an experienced leader who could have done better, but an early stroke decimated him and the running of the government went to un elected man called Hirsi Hassan. The so called RRU who supposed to fight terrorism or armed bandits were used to punish those who were complaining about land disputes or those who said few bad things against the leader. The raids usually take three in the morning. Yet, not one single murderer or killer was caught .

Rather than look to the future, an unrepentant warlord became the leader of Kulmiye through intimidation and bombing. A criminal was rewarded.

JEEGAAN is arming one side of the conflict and their clear bias make it more difficult 

The issue if not  resolved quickly,  will reach all  over SL.

Unfortunately for them they got wiped in this latest battle. Even the technicals the Jeegaan gave them were captured and some burned.

A guy part of Caare's army  called Ina Libaax bought two technicals and killed anyone who isn't part of the SY community in Dararweyne.  The other side were getting support from Somaliland for months hence the involvement.
