Couples are now being bribed with a friggin fridge to have more children? LOL. If they raised the bribe higher per each additional child say; they buy the couple a house and remodel it every few years according with the changing family size, or set up a scholarship fund in each child's name, something like that would've been appealing to most Somalis I know, excluding myself. .
