Probably last group of countries. This was spoken openly by both Meles and Ghelleh. Nothing secret about it. Somalilanders have no expectation for either Djibouti or Ethiopia to recognize them formally unless its a completed process and other Somalis have accepted as fait accompli and Somaliland and the rest are not going to reconstitute Somalia. .
