To say a debt worth 50% of the budget is missed by the government is huge. The former finance minister Ms Samsam said that she is not aware of any debt that was in the books. She said all borrowed money were under registered accounts at the government bank. We need to hear from the former minister who was replaced just after serving 11 months. He might have refused to cover this theft. Walaahi meeshani meel tuugo ku shaqaysato ayey noqotay. Sacad Shire is a soft talking crook. They present this as an accounting discrepancy. How can you miss $80 million. Soon , Muuse Biixi and this crooked minister will be probably paying their crooked business oligarchs whom borrowed millions during the campaign. This is huge . No one is denying about corruption in Somaliland. I do not believe a foreigner keeping keys to the bank is able to resolve corruption issue. As the old Somali poem goes. Gacantii ninkii lahaa go'ynaya way Gumudantaa. In another words, it has to come from us to put an end to it. Leadership is important. I think Somaliland is capable and is at a stage to set this straight. If the old Somali saying went: Wanka Gowrac, Dibugu Ha ku Quuste, I think we need to rephrase that into "Awrka Gowraca, Sumalku ha ku Quustee". Brother Carafaat, Bayle told us many many times that due shortage of revenue due to Covid extraordinary measures were taken and the IMF debt was entered to the treasury with knowledge of the government and the financial committee. In the case of Somaliland, they discovered the debt after 11 months and nothing is done. Furthermore, Somalia owes the money which doesn't even mature for decades but the $80 million is owned to businessmen who gave the money probably to Kulmiye for the campaign while the IMF money was used for public service and army salary salary. That is a straw mans argument. Do you know in Somaliland the president takes 5 to 10% of the budget for the palace which is bigger than the combined budget of four or five miniseries. Tell me one single calendar year where the budget was rejected or debated by the Somaliland parliament?. The last time a budget item was rejected or debated was during the Rayaale administration. The southern guys might be corrupt, but at least they are debating trying to improve the system, in fact, after 30 years of Somaliland Maamul they much closer than Somaliland which have almost no judiciary or institutions.
