I think Somaliland Airlines is in the process now, lots of work as the businessmen behind it are working hard to get the project going. This Souvenir sheet cover with the four stamps dates back on 31 December 1977, this happened as a ceremony held in MOG airport for the ICAO international members. Now you can also say this is not MOG airport! Compare it to this one which was a recent MOG picture.
