That is the dilemma for both. Can't butt heads as long as they both not sure Tigray is out. That is impossible to do right now. Only Tigray has reasonable and fairly good relations with other Ethnics except the two. They cannot share power, because they are the opposite. They both have organizations that can't even shake hands let alone to be allies. OLF can easily work with Tigray which they did in 1991, but hardly with Amhara.
