They don't even need to talk about it, let alone negotiate. The Oromos do it for their own OLF and the Oromos do it for Egypt/Eritrea sponsored G7. ONLF does not need to negotiate or give anything for this. ONLF will stay out of this gold rush of politics in Ethiopia as guarantee to the kililka people. If anything goes wrong and peace is disturbed in Kililka then there is organized force outside of the Ethiopian system for any need. Kililka should even help them financially if they need. Few years ago there were a few talks between onlf and the Ethiopian govt. But onlf refused to recognize the Ethiopian constitution. And the talks collapsed.
