Even though people were saying the biggest showdown in Somalian history was going to go down in Bosaso. here is some old news of the fall of bosaso will the same happen for Mogudishu? Hassan Barisse: The forces of Colonel Yussuf captured Bosaso without any resistance at about 8 AM local time. The whereabouts of Jama Ali Jama is not known. But sources close to his aides say he left Bosaso to Qardho town yesterday afternoon by road to Iskushuban District about 160 km east to Bosaso from where he is reported to have taken a plane to an undisclosed destination. Some of Jama's supporters insist that he is still in Qardho town, but that sounds unlikely. Colonel Yussuf himself reached Bosaso town at about 11.30 AM local time and immediately went to the Presidential building in the town were he started receiving elders, religious scholars and women's groups, all of whom congratulated him on his victory. Ugas Hassan, one of the main traditional leaders of Puntland told me today in a telephone interview from Bosaso that the arrival of Colonel Yussuf followed a meeting between elders, Muslim scholars and politicians from Bosaso with Colonel Yussuf himself in Kalabayr District, some 60 km south of the town. According to Ugas Hassan, the elders and politicians asked Colonel Yussuf to respect the peace and that if he wants to come to Bosaso town, he could do so without fighting. All day yesterday and last night, the local FM radio in the town has been broadcasting messages from the Commander of the Police Forces in Bosaso, Colonel Jaatta (as heard) telling the people they should remain calm. Many people understood from that message the whole thing was a set-up between the elders, the Police and Colonel Abdullahi Yussuf. RACHAEL AKIDI: That emailed report from our Correspondent, Hassan Barrise in Mogadishu. Well, Ismail Warsame is a spokesman for Colonel Abdullahi Yussuf Ahmed. Robin White asked him what the situation was. Ismail Haji Warsame: Well, the city welcomed Abdullahi Yussuf. There was not a single bullet fired today. Traditional elders, intellectuals, women's group and the rest of the residents of Bosaso have met Abdullahi Yussuf at the gate of Bosaso to welcome and escort to the Presidential palace today. Robin White: So, what happens here? Is there any chance of reconciliation? IHW: With whom to reconcile? President Abdullahi Yussuf is trying to restore Law&Order. There is no fighting in Bosaso. There is no armed opposition against him. There was little resistance on the part of Jama Ali Jama. The people support Abduallhi government That is why Abdullahi Yussuf is in Bosaso without even a fight.

As we predicted Monday, this case divided Somalis around the globe along clan lines. Original report: Former colonel in Somali military, Mr. Abdi Hassan Awale, know as Qaybdid was arrested today in Lund, Sweden for genocide crimes against his own Somali people in early 1990s when the Somalia's civil war was at its peak. Mr. Awale accompanied Somali parliament speaker to Sweden for a short visit last week. Thousands of Somalis lost their lives in the civil war, especially in early 1990s. This arrest, first of its kind shows those wounds were not healed yet. Under a law passed in 1964, Swedish courts have universal jurisdiction to try a person for genocide committed abroad. The maximum sentence is life in prison. Somalis who escaped the civil war and now live in Sweden told the police about Mr. Awale’s involvement in the alleged genocide provided video tapes they said will show the crimes he committed. In the early years of the civil war clan leaders were often video taped encouraging young armed men to kill and rob members of other tribes. Videos taken from that era showed women and children begging to get permission to bury decomposing bodies of their men who were killed in front of them. Many clan warriors thought denying proper burial for their victims was the ultimate victory. Group killings and gang-rape was all common in those days. Only time will tell Whether Mr. Awale participated in human rights violations and to what extent. However, his arrest will surely divide Somalis more as members of his clan will standby and support him, even if he participated in heinous crimes against his own people. Somali clan system is like insurance and ordinary citizens are expected to help their clan members at any cost regardless of who is right and who’s wrong. Who Is Violating The Federal Charter: The Warlords Or The TFG? by Bill Ainashe -------------------------------------------------------------------------------------------------- The destructive Mogadishu warlords, Sharif Hassan; the run-away speaker of the parliament and their myopic tribalist followers have, in recent months, used the Somali transitional federal Charter in order to legitimize their vicious assault against the Somali transitional federal government by citing Clause 1. of Article 5 of the Charter which states: The Capital of the Somali Republic shall be Mogadishu (Xamar). The destructive Mogadishu warlords and Sharif Hassan kept telling anyone who is foolish enough to lend his/her ears to them that President Abdullahi Yusuf, Prime Minister Ali Gedi and the TFG are in violation of the interim federal Charter by relocating the government temporarily in Jowhar after it ended its exile in Nairobi, Kenya. This absurd interpretation of the transitional federal Charter is interesting for at least three reasons. First, neither President Abdullahi Yusuf nor anyone else for that matter has ever suggested the notion of moving the seat of the Somali transitional federal government to Jowhar permanently. Indeed, the President reiterated many times that the capital of Somalia is Mogadishu and that he was eager to relocate his government there as soon as the security conditions in the capital improve. This meant that, as soon as the brutal tribal militias led by the destructive Mogadishu warlords lay down their arms, the President would be in “Villa Somaliaâ€. Hence, the claim that President Abdullahi Yusuf is violating article 5 of the federal Charter is false. Indeed, at best, it is a figment of the deceptive minds of Sharif Hassan and the destructive Mogadishu warlords. Following are some of the most specific articles of the Charter that Sharif Hassan and destructive Mogadishu warlords have violated thus far. I am sure there are many more, however, this should be sufficient enough for the current argument. Article 71, Clause 5: (Transitional Period) states: The Transitional Federal Government shall devote the necessary efforts to restore peace and security, free movement of people, goods and services, disarmament and collection of illegal weapons in the hands of the public for safekeeping rehabilitation and reintegration of all militia in co-operation with regional administrations, traditional elders and members of the international community. Indeed, President Abdullahi Yusuf and his government are trying very hard to achieve above objectives by reassembling the collapsed Somali national security institutions including the Somali National Army and the Police. What’s the warlord’s response to such important political and security initiative you may ask? Well, they are crying foul by accusing the president of igniting a new civil war. Pathetic! The fact is that Sharif Hassan; the run-away speaker and the destructive Mogadishu warlords are the biggest obstacle preventing the government’s endeavor to fulfill the objectives of the above article. Thus, the warlords and their political allies are the barrier to peace and successful completion of Somali peace process. Indeed, Sharif Hassan and his myopic tribalist warlords are at best slowing down the efforts to bring about broader political settlement in Somalia and at worst they are destroying that effort in its embryonic stages. Article 71, Clause 8: (Transitional Period) states: Effective from the conclusion of the Somali National Reconciliation Conference held in Kenya, all militia organizations, armed groups and factions in the territory of the Somali Republic shall cease to exist and shall turn in their weapons to the Transitional Federal Government. Well, you do not need to be a constitutional lawyer to figure out that the destructive Mogadishu warlords have clearly violated this article by refusing to disband their illegal tribal militias and lay down their arms as stipulated in this article of transitional federal Charter. Unfortunately, Sharif Hassan is acting as a load-speaker for those who trying to detail the Somali peace process by beating the political drums for the illegal and destructive activities of the warlords. The irony here is that the destructives Mogadishu warlords are cabinet members of the government they are complaining about. Indeed, some of the ministerial portfolios of the warlords include both internal and external security of the country. Hence, if they were honest about finding solutions to the security chaos in Mogadishu, they could have done it in a heart beat. More importantly, they own the brutal tribal militias that are preventing President Abdullahi Yusuf and his government to restore law and order in the devastated city of Mogadishu. Article 28, Clause, 3: (Parliament) states: The members of the Parliament shall represent the unity of the nation. Yet, the warlords have divided the country and particularly Mogadishu among themselves. In addition, they introduced illegal military check-points for their own personal greed with utter disregard of the economic and security well being of the Somali people. Article 31, Clause 2: (Eligibility Criteria for Membership of Parliament) states: A person shall be disqualified from being a Member of (a) Holds any other public appointment other than as member of the Cabinet; Despites this clause in the federal Charter prohibiting the members of the federal transitional parliament to hold public positions, the warlords kept their role as brutal tribal chiefs and leaders of the illegal militias that are terrorizing the Somali people in and around Mogadishu. Now, let’s look closely the specific articles of the transitional federal Charter that Sharif Hassan; the run-away speaker of the TFG has violated. Article 34: (Procedures in Parliament) 1. The Parliament shall hold two (2) ordinary sessions annually. 2. The Parliament may be convened in extraordinary sessions by the Speaker at the request of the President or upon requisition by one third of its members. 3. Meetings of Parliament or its committees shall be valid with the presence of half plus one of its members. Yet, in a clear violation of this article, Sharif Hassan rejected many requests President Abdullahi Yusuf made asking for an extraordinary session of the parliament in order to address the current political and security situation in the country. As we all know, Sharif Hassan blocked all the attempts the President and the Prime Minister made since the government ended its exile in Nairobi. Indeed, contrary to his role as neutral Speaker of the parliament as a whole, Sharif Hassan decided to lead splinter group into Mogadishu and saw the seeds of the current political deadlock. Unless we are blind-folded by myopic tribal loyalties, it should be clear to everyone that Sharif Hassan is solely responsible for splitting the parliament into two opposing factions. Article 38: Proceedings of Parliament Every Parliamentary sitting shall be presided over by: - (a) The Speaker or (b) In the absence of the Speaker any of the Deputy Speakers; © In the absence of the Speaker or any of the Deputy Speakers, such other Member of Parliament as the members shall elect. In short, it is a mystery to how the destructive Mogadishu warlords and their myopic political load-speaker; Sharif Hassan, could argue that President Abdullahi Yusuf and his Prime Minister; Ali Gedi are violating the transitional federal Charter. The fact is, as demonstrated above the warlords and Sharif Hassan are not only clear violating the Charter but they are killing the very spirit of the Charter, namely, Somali unity and national reconciliation. The event was led by acting President of Puntland, Hasan Dahir and attended by members of the UN Country Team, Puntland authorities, religious leaders, civil society organizations including women’s and youth groups and development partners. The PAC, established under the office of the President, is a multisectoral partnership comprising six ministries as well as civil society organizations, religious leaders and significantly, representatives of people living with and affected by HIV/AIDS. Acting President Hasan Dahir said, “Prevention is our most powerful tool to address this epidemic. It remains critical that we continue to prioritise prevention through promoting awareness on life skills and HIV/AIDS education, while also directly addressing behaviour change.†UNDP Country Director Elballa Hagona applauded the acting President’s efforts to embark strongly on prevention whilst infection rates were relatively low, adding that, “The multisectoral nature of the PAC in building partnerships with civil society, the private sector and recognizing the absolute crucial role of the religious leaders, is a proven major ingredient of success in countries that are making an impact on the HIV/AIDS epidemic. We must transform the Islamic principles and teachings into practices especially with regards to value for life and caring for each other especially, infected women.†UNICEF Representative for Somalia, Mr Christian Balslev-Olesen underlined the importance of addressing the needs of the most vulnerable, women and young people, emphasizing that PAC programmes need to be pro-active in seeking solutions and addressing the potential explosiveness of the epidemic to avoid the scenarios in sub-Saharan African countries like Swaziland and Botswana. In outlining that UNICEF had a special accountability as Principle Recipient of the HIV/AIDS component of the Global Fund on AIDS, Tuberculosis and Malaria (GFATM), Mr. Balslev-Olesen said these resources would help to build Somali governmental and civil society capacities. As the UNICEF Representative further noted “The first in-country management meeting of the GFATM in Garowe before this launch was indicative of the commitment to ensure Puntland authorities involvement in the management of the funds.†UNAIDS Country Coordinator for Somalia, Mr Leo Kenny also addressed the audience citing the need to immediately build capacities of services providers in order to mount and scale up a continuum of prevention, treatment care and support. He gave assurances that the UN will work with the international community to help the Puntland government and civil society, build strong, transparent and inclusive monitoring and evaluation mechanisms to make resources for HIV/AIDS, work for Somali people. DFID Senior HIV/AIDS Advisor Julian Lambert welcomed the launch of the PAC, stating that Puntland has the opportunity to learn from 20 years of experience elsewhere in how best to respond to the challenge of HIV/AIDS. He further endorsed UNAIDS position about the importance of providing a continuum of care and highlighted the importance of strengthening basic health and education systems, accessible to all, in order to provide HIV and other essential services. Following the completion of the 2004 sentinel sero-prevalence study by WHO and Ministry of Health, Puntland, among specific sub-population groups, the findings showed an overall average prevalence of HIV among antenatal care attendants in Puntland of around 1%, with regional variations of 0.9% in Bossaso, 1.4% in Galkaio and 0.7% in Garowe. Factors that are fueling the epidemic include: a lack of basic health and social services, low school attendance and civic awareness, negative cultural practices which exacerbate the multiple vulnerabilities of women and girls and vulnerability factors related to high mobility. Truculent Abdiqasim and his Warlords By: Ahmed Hersi March 27 ,2005 Abdiqasim Salad Hassan Head of the TNG Suddenly, a wave of shock interrupted my thought process from its natural course, a normal course of recycling previous information that my brain had recorded and used for a period of five years. Initially, I was impressed by the said integrity of Abdiqasim as authority figure and democratically elected president, but I was proven entirely wrong of these pre-recorded conceptions. In fact, my country was never forgotten in terms of humanitarian and financial aid despite the ceaseless blight of Somalia. The TNG of Abdiqasim did not fail because of deficient trust and support from nationwide but deceptive schemes that betrayed its promises and which had led to the treacherous renegades. In this regard, Abdiqasim and his former interim government stand responsible for the onerous task that was left unfulfilled, along with the subsequent corruption and embezzlement, which sprang up after the government began to function in Somalia. Dr. Ali Khalif's defection, for instance, with an alleged sum of national funds was a noteworthy lead of the TNG's collapse and succeeding activities that eroded its resources. Faced with uncertainties, Abdiqasim underestimated the effective reshuffling of his cabinet to rescue it from further duplicity and duress. The twilight of fascist culture ringed in his mind and it was an opportune time for him to change his political philosophy . He thought of himself as the aggressed and not the aggressor of the burdensome task. As Sam Izu once said, “it is a tragic world but a world without guilt for its tragic flow is not a flow of human nature.†Abdiqasim was guilty of absolving himself of any guilt for the tragic flow of his actions . The myriad evidences of internal conflicts and the indifference to it, constitute glaring prima facie case for the bygone money. Besides, this change of him per se was blunderingly moral trajectory for a president widely perceived as trustworthy and religious pundit. The article has stressed and demanded of where that $430M had gone. “Impoverished Somalia must clear $430 million of debt arrears to the World Bank and International Monetary Fund before the bank can start lending to the new government, a bank official said on Thursday,†it said. The press release from World Bank came in response to TFG's appeal to donors for $77.3 Million for its relocation and reconstruction budget. Abdiqasim was indeed very silent and fastidious in his personal plots. The Warlords have reiterated so many times that they will never give up or compromise for their illegal occupations and the current status quo with or without the agreement they had entered and signed in Kenya. At times, they contrive excuses of wanton exclusion of some IGAD countries from frontline states particularly Ethiopia, accusing them of having ulterior motives. This position is plainly devoid of persuasive weight in terms of international law standards. Basically, the sovereignty of a nation is safeguarded from enemy invasion by International law. The U.N can wage a just war against the aggressor under the just causes of war doctrine that uphold one of the principles of U.N charter that if a country is invaded illegally, it should receive the protection of world wide support militarily and economically. Hence, the right of intention of Ethiopia's involvement in Somalia is blocked from violation of territorial integrity except enhancement of security and safety for the TFG. Somalia needs military intervention at this circumstantial stage. Warlords can not seek a way out of this marriage contract they lastly vowed to uphold its pillars and to be liable for its proviso. Nor can they stipulate a condition for which the government should take alternatively. I believe the cause of what is generating this mayhem and wanton intentions is the initial recommendations given by the gullible International Crisis Group that Somali parliamentarians should always consider consensus and compromise over their pressing issues. Rationally, consensus cast insoluble riddles on practical solutions. It also empowers the cunning plots of these warlords to sabotage the two-year long peace process. Therefore, this plaintive yearning for solution by ICG is unworkable and dispensable. The government should pursue general vote for every pressing agendas, which I think it is pursuing them effectively and efficiently, a just aim that would accomplish militia disarmament, tranquility, enforcement, and legitimate institutions for this exiled government. This step could also be a golden chance to improve itself from the ruthless remnants of Abdiqaasim's former TNG. Roadmap to reconstruct the Somali Police Force finalised - Friday, October 14, 2005 at 00:42 Nairobi (13 October 2005) – The Somali Law Enforcement Seminar and Police Training Workshop to create a roadmap to guide the reconstruction of the Somali national civilian police force concluded today in Kampala. The Seminar and Training Workshop, from 22 August to 13 October 2005, were officially requested by Hon. Ali Mohamed Gedi, the Prime Minister of the Somali Transitional Federal Government (TFG) on 22 November 2004 to H.E. Mr. Yoweri K. Museveni, President of the Republic of Uganda. UNDP Rule of Law and Security Programme (ROLS) provided the necessary technical and financial support as part of its comprehensive programme to support the re-establishment of a civilian police force. “We are particularly grateful that the Republic of Uganda and the United Nations Development Programme are contributing to the re-establishment of a viable police force to carry out civilian protection throughout Somalia. This can only enhance the peace achieved so far and is paramount to the reconciliation process.†Prime Minister Gedi said. Somali Police Commissioner General Ali Mohamed Hassan added, “This has been a most fruitful two months. The establishment of rule of law in this country is our highest priority, and this exercise has been particularly useful in tapping into our existing resources, and marrying them with international support.†During the Law Enforcement Seminar, held in the first three weeks, high ranking officers of the former Somali Police Force worked on the two-year Development Plan for rebuilding and restructuring the police force that defined command and coordination structures, discussed the reactivation of police personnel, reviewed police regulations and laws, conducted a training needs analysis and selected officers to participate in the Training Workshop. In the second phase, the Police Training Workshop, a comprehensive training programme was developed including a training syllabus and manual, and trainers identified and trained. A technical facilitation team composed of law enforcement experts from UNDP and the UK’s Department for International Development (DFID) and Ugandan police trainers assisted Somali counterparts through the process. Sharif is contradicting himself: "I can’t say that Mogadishu is secure" In one of his BBC interviews he was saying that Mogadishu is secure enough.and now he is saying Mogadishu is not secure. The government already said that if Mogadishu is not Secure we are not goin to go there. "In February I visited Mogadishu and met with all sections of the community there - they told me that the wanted peace and security. They also told me they were willing to have peace [keeping] troops - but not if they were from front-line states". There is a government what the government agrees on is what that is going to be implemented not what the war-lords of Mogadishu say.The war-lords think that peace is in there hands in my view peace is in the People hands if the people want peace no one can get in there way not even the war-lord that have implemented th way's for far too long. -

This article was unlike any I have ever read it touch my heart and I thought I should share it with your guys. Sense many of you ask every single day Why the government is in Jowhar and not in Mogadishu. I hope it answers your qestions, and see the difference between those two cities are so close to each other but so different in other ways. "Mogadishu still remains the most dangerous city in the world today. People get killed in their homes, streets and place of businesses. Mogadishu warlords have the audacity to go on air and say we are defenders of your freedom to the people they suffocate day in and day out".
