  4. ^ SOE (Search Engine optimization) ... is about making your website appear on the top or near the top of the list in a Google search. there are legitimate ways of doing it like using clear and descriptive tags for your site, that someone who is googling it would use. and their are bad ways of doing it that will ensure your site rises to the top, but if you get caught you will be blocked from appearing in search results ... and it is very difficult to get out of that black list.
  5. Exclusive Whitehall officials will train pro-West Islamic groups to manipulate their Google search ranking in an attempt to drown out extremist voices online, The Register has learned. The policy is being developed despite recent warnings from a group of international experts on radicalisation that such strategies are likely to be "largely ineffectual". The Office of Security and Counter-Terrorism (OSCT), a 200-strong Home Office unit created 18 months ago, has said in meetings it wants to "flood the internet" with "positive" interpretations of Islam. It plans to train government-approved groups in search engine optimisation techniques, which it's hoped will boost their profile online and battle radicalisation. Organisations such as Quilliam, which describes itself as "the world's first counter-extremism think tank" and is jointly led by former radical Ed Husain, have been identified as potential beneficiaries of the work. A spokesman for the group declined to comment. Officials are currently understood to be in the early stages of the programme. A Home Office spokesman confirmed search engine optimisation training is part of the government's anti-radicalisation strategy. "In order to support mainstream voices, we work with local partners to help develop their communication, representational and leadership skills," he said. "This support could include media training, which can help make their voices heard more widely, and support the development of skills which allow communities to be more effective in debate." The effectiveness of search engine optimisation in reducing traffic to extremist websites has been dismissed by academics however. In March, a report produced by the International Centre for the Study of Radicalisation (ICSR) said young Muslims were much more likely to be directed to extremist material online by web forums and offline associates than by Google or other search engines. "Tweaking the results for supposedly extremist terms would be largely ineffectual, not least because it is unlikely that any but the most callow wannabe terrorist would use a mainstream search engine to find banned material," the authors wrote. ICSR is a collaboration between British, American, Israeli and Jordanian universities. The embattled Home Secretary Jacqui Smith recently launched the government's updated counter-terror strategy, CONTEST 2, which put heavy emphasis on countering extremist views. In December she said: "We will host a core network of people who will put forward positive messages from the British Muslim community on the internet, directly challenging the extremists that set out to groom vulnerable individuals." The OSCT plans to help Islamic groups manipulate their Google rankings appear to be a part of that "direct challenge". The Home and Foreign Offices also set up the secretive Research, Information and Communications Unit, which actively produces and distributes propaganda against extremist groups. Search engine optimisation techniques are used widely by news organisations and online merchants to make websites more attractive to Google's ranking algorithm. They are broadly classified into legitimate "white hat" manipulation methods such as using common keywords in page titles, and "black hat" methods, which try to trick search engines into giving undeservedly high rankings.   10. ^ IEEE = Institute of Electrical & Electronic Engineers. it is more of a standards organization they set the rules for Electrical and Communication standards, they also have annual conferences where everyone submits their entries in the hope they get published in the IEEE journals. for example IEEE 802.3 is the standard for your everyday networks IEEE 802.11 is the standards for wireless networks. There are many journals within this feild ... Communications, Bio-Tech, Comp Sci etc. let me know what you are interested in.

Student arrested for texting in classroom In this particular story .. the girl was asked to stop or get out of the class, but the teacher cannot force her to leave for fear of a sexual harassment lawsuit .. he had to call in school security who in turn had to call in the principle .. everyone is afraid to give her a well deserved smack .. the only option was to call the police who in turn had to call in for a female officer to assist.

The world has gone Mad. these are 200 kids around the age of 13, who some @ssh0le thinks he/she has the potential to be a terrorist in ~10 years time. all based on his interest or literature he/she reads. now they propose an 'intervention' ... when they deem that it is, not enough ... what then ? Things do not change suddenly .. they got worse incrementally .. I'm not a tin-foil hat kind of person .. but over the last few years ... the amount of programs targeting Muslims are getting worse .. and the arguments for them are getting flimsier .. pretty soon ... it will be a crime to be a muslim in Europe.

Two hundred schoolchildren in Britain, some as young as 13, have been identified as potential terrorists by a police scheme that aims to spot youngsters who are "vulnerable" to Islamic radicalisation. The number was revealed to The Independent by Sir Norman Bettison, the chief constable of West Yorkshire Police and Britain's most senior officer in charge of terror prevention. He said the "Channel project" had intervened in the cases of at least 200 children who were thought to be at risk of extremism, since it began 18 months ago. The number has leapt from 10 children identified by June 2008. The programme, run by the Association of Chief Police Officers, asks teachers, parents and other community figures to be vigilant for signs that may indicate an attraction to extreme views or susceptibility to being "groomed" by radicalisers. Sir Norman, whose force covers the area in which all four 7 July 2005 bombers grew up, said: "What will often manifest itself is what might be regarded as racism and the adoption of bad attitudes towards 'the West'. "One of the four bombers of 7 July was, on the face of it, a model student. He had never been in trouble with the police, was the son of a well-established family and was employed and integrated into society. "But when we went back to his teachers they remarked on the things he used to write. In his exercise books he had written comments praising al-Qa'ida. That was not seen at the time as being substantive. Now we would hope that teachers might intervene, speak to the child's family or perhaps the local imam who could then speak to the young man." The Channel project was originally piloted in Lancashire and the Metropolitan Police borough of Lambeth in 2007, but in February last year it was extended to West Yorkshire, the Midlands, Bedfordshire and South Wales. Due to its success there are now plans to roll it out to the rest of London, Thames Valley, South Yorkshire, Greater Manchester, Leicestershire, Nottinghamshire, and West Sussex. The scheme, funded by the Home Office, involves officers working alongside Muslim communities to identify impressionable children who are at risk of radicalisation or who have shown an interest in extremist material – on the internet or in books. Once identified the children are subject to a "programme of intervention tailored to the needs of the individual". Sir Norman said this could involve discussions with family, outreach workers or the local imam, but he added that "a handful have had intervention directly by the police". He stressed that the system was not being used to target the Muslim community. "The whole ethos is to build a relationship, on the basis of trust and confidence, with those communities," said Sir Norman. "With the help of these communities we can identify the kids who are vulnerable to the message and influenced by the message. The challenge is to intervene and offer guidance, not necessarily to prosecute them, but to address their grievance, their growing sense of hate and potential to do something violent in the name of some misinterpretation of a faith. "We are targeting criminals and would-be terrorists who happen to be cloaking themselves in Islamic rhetoric. That is not the same as targeting the Muslim community." Nor was it criminalising children, he added. "The analogy I use is that it is similar to our well-established drugs intervention programmes. Teachers in schools are trained to identify pupils who might be experimenting with drugs, take them to one side and talk to them. That does not automatically mean that these kids are going to become crack cocaine or heroin addicts. The same is true around this issue." But Inayat Bunglawala of the Muslim Council of Britain said the police ran the risk of infringing on children's privacy. He warned: "There is a difference between the police being concerned or believing a person may be at risk of recruitment and a person actually engaging in unlawful, terrorist activity. "That said, clearly in recent years some people have been lured by terrorist propaganda emanating from al-Qa'ida-inspired groups. It would seem that a number of Muslim youngsters have been seduced by that narrative and all of us, including the Government, have a role to play in making sure that narrative is seen for what it is: a nihilistic one which offers no hope, only death and destruction." A Home Office spokesman said: "We are committed to stopping people becoming or supporting terrorists or violent extremists. The aim of the Channel project is to directly support vulnerable people by providing supportive interventions when families, communities and networks raise concerns about their behaviour."
