Invasion shattered Somalia's stability GWYNNE DYER ASSOCIATED PRESS Somali civilians look on while truckloads of Ethiopian soldiers arrive in Mogadishu during the December invasion. GWYNNE DYER (Mar 14, 2007) Through 16 years of violent anarchy, most of Mogadishu's population stayed put -- but in the past few weeks tens of thousands have fled. Since Ethiopian troops installed a transitional federal government in the city in late December, the Somali capital's brief interval of peace and security has given way to renewed fighting, with the Ethiopian invaders replying to mortar attacks on their bases with indiscriminate artillery fire in the middle of the city. Almost all Somalis see Ethiopia as their country's main enemy, and behind the Ethiopians they see the United States. So when the Union of Islamic Courts (UIC) that restored peace to the ruined city last June was forced to flee in late December, and U.S. aircraft attacked retreating UIC fighters (targeting suspected al-Qaida members, they claimed), resistance was inevitable. The attacks on the Ethiopians by various Somali factions, some linked to the Islamic Courts and some to local warlords who returned to the city after the UIC was chased out, have grown so frequent that most members of the transitional government have withdrawn from Mogadishu back to Baidoa, their former "provisional capital." The plan was to replace Ethiopian troops with a multi-national African Union force as soon as possible, but the first Ugandan soldiers to arrive in Mogadishu on March 6 immediately came under fire as well. Like his father before him, U.S. President George W. Bush has authorized a military intervention in Somalia, and once again it will end in tears. But there are two differences this time: the younger Bush is committing no American troops, and there are none of the genuinely humanitarian intentions that motivated the 1992 intervention. It's just a question of making sure that "our guy" runs Somalia. "Our guy," in this case, is Yusuf, one of the many warlords to rise out of the chaos that has been Somalia for the past 16 years. He has long been close to the Ethiopians, the only U.S. ally in the Horn of Africa, and in 2004 he was chosen as president of the transitional government by a Somali "parliament" meeting in Kenya and composed mainly of other warlords or their representatives. While Washington approved of the choice, at that point it did not put much effort into helping Abdullahi Yusuf take control of Somalia. That all changed after June 2006, when a U.S.-backed operation by two warlords in Mogadishu, intended to capture three men suspected of planning the attacks on U.S. embassies in East Africa in 1998, went badly wrong. The men were not captured -- and the incident triggered a non-violent popular uprising that chased all the warlords and their troops from the city. The organizing force behind the popular uprising was the Union of Islamic Courts. Funded by local merchants in the hope that they could reduce the constant robberies and kidnappings that made it almost impossible to do business, the Islamic Courts quickly grew into a mass movement that embodied the longing of ordinary Somalis for an end to the violence. The peace they brought to Mogadishu soon spread over most of southern Somalia. It was Somalis settling their own problems -- just what all the foreigners had been urging them to do for so long -- but unfortunately, they had come up with the wrong answer. The courts were "Islamic," and they wanted to enforce Sharia law. How else you might persuade Somalis to rise above their divisive clan loyalties, apart for appealing to their shared religious values, was not explained, but this solution was clearly unacceptable to the United States. As an amorphous popular movement, the UIC had no control over its more loud-mouthed supporters, some of whom prattled freely about unifying all Somali-inhabited areas (which would mean invading Djibouti, northern Kenya, and much of eastern Ethiopia). Some very ****** UIC members even insisted on sheltering the three (non-Somali) men whom the United States wanted in connection with the 1998 embassy attacks. But the UIC was not a "terrorist organization," and it gave southern Somalia six months of peace. That's over now. Since the Ethiopians took Mogadishu, the violence has returned worse than ever, with warlords fighting each other to re-establish their turf and everybody having a rack at the hated Ethiopians -- who respond with artillery fire. The peace is a memory, and the notion that a few thousand African Union peacekeepers are going to recreate it is a fantasy. (Besides, half of the promised 8,000 African Union troops have yet to be volunteered.) If Yusuf could bring peace to Somalia, with or without the collaboration of his fellow warlords, it would be a lot better than the chaos that prevailed a year ago. But it is very unlikely that he can do that whether the Ethiopian troops go home or not -- and it is quite likely that they will go home soon, precisely because that would maximize the chaos. Ethiopia doesn't want to occupy Somalia permanently; it just wants to cripple it. The Islamic Courts will go on fighting the Ethiopians, Yusuf, and the other warlords, but they risk becoming just one more contender in the unending, multi-sided battle for control of Somalia. They were the country's best chance for an end to the killing, but their moment has probably passed. Gwynne Dyer is an independent journalist based in London.

He thinks that he can prepare himself to change Abdullahi by entertaining the Ethiopian generals in Mogadishu. As for the 5 to 9 thausand trainee troops you mentioned, go and talk to Ali Khaliif Galayr or Cali Mahdi. You will know that this is a money making issue, there are guys like Mr Galaal who always used to claim to have collected 20 thausand troops and expect that much logistics of course but the actual number, in hundreds or let us even say 2000. I don’t believe that figure at all and let me be judgemental and you might agree with me that many of us in our community like to add Zeroes in any number si aan u buunbuuninno. Dear Saaxiib I wish that your naïve, wishful plan could really happen in the time you mentioned, but believe you me the situation is far from that.

Abdulqaadir Gacameey was in charge markuu nafta u yaabay, man I was even there back in August when the whole Gaalkacyo was in fear when the ICU was closer. It is obvious that what is thought to be American planes with advanced weapons were involved in the Bandiiradleey war. Let Ethiopia go out now and we will see that even now the so-called government forces you mention can hold where they are now. bambo sxb, TFG was mainly selected on how close they are to Ethiopia. Hence it has no support from the majoirty of Somalis, except oppotunists and some with qabiil agenda. Duke, haddii xitaa 20,000 Ugandans come it won't change anything. Nobody can rule Somalia by force. You remeber the military governmnent had power and was gone because the shacab did not want it any longer. And although I cannot compare the two in leadership, period and support but just one thing. You know the mistakes that Siyad Barre did for 21 years Abdullahi has done it in 2 years or even less.

No 2 just to talk about those individuals like Gedi and the others you mentioned. I don’t see them as representing clans but opportunists and traitors. And can I conclude this comment that many support Mr Yusuf and the other puppets you mentioned due to qabiil thing and I think Duke is one of those on the forefront. Also there are many who are against them just because of qabiil not on principle.

If the US and UN fail to actively - and publicly - work against Ethiopia's presence in Somalia, the AU peacekeeping mission will have little chance of success. Commentary by Abdurrahman Warsameh in Mogadishu for ISN Security Watch (08/03/07) Ten civilians were killed and 21 others wounded when newly-arrived Ugandan peacekeepers were ambushed in Mogadishu on Wednesday by unknown assailants. The attack happened while the unit was patrolling a portion of the capital. This was the second day in a row that the peacekeepers had come under fire. On Tuesday, they came under mortar assault shortly after their arrival at the airport. These assaults, together with the intermittent attacks on Ethiopian troops already in Somalia could be a prelude to a major confrontation between Somali and African Union (AU) peacekeepers. Such a confrontation could lead the AU peacekeeping mission down the fateful path of the doomed US-led UN operation in Somalia in the early 1990s. There were no injuries in Tuesday's attack. However, a gun battle that ensued around the former defense ministry building in Mogadishu, where Ethiopian troops are stationed, left at least two civilians dead and 10 others wounded. No group has claimed responsibility for the attack but the defeated Islamists - who abandoned the capital in December in the face of advancing Somali government forces backed by Ethiopian troops - have vowed to wage a guerrilla war against any foreign forces in Somalia. Since December, Ethiopian forces in Somalia have been under attack from all sides and have largely been forced to remain on their bases. When Ethiopian troops have ventured out of their barracks, they have frequently been ambushed Many Somalis consider their Horn of Africa neighbor as a historic enemy and do not trust the motive for its presence. Ethiopia has ignored a UN Security Council resolution banning it (albeit rather vaguely) - along with Djibouti and Kenya - from sending troops into Somalia, saying its national security was threatened by the Islamists who had taken over much of the country last year. Somalia's neighbors have a vested interested in the war-torn nation. Ethiopia and Somalia have fought two wars over territorial and ethnic disputes which have not been officially resolved. The historic rift is even symbolized by the white five-pointed star of the Somali flag. According to Somali tradition, one of the star's points represents the disputed ****** region in western Ethiopia. The Ethiopian government had earlier said it would withdraw its troops from Somalia in compliance with the Security Council resolution and "in respect of the sensitivity between the two nations." However, Ethiopia was emboldened to stay on when US and UN officials clearly backed its involvement, stating that Ethiopian troops could help root out Islamists, accused by the US of harboring members of al-Qaida. That charge has never been officially substantiated. "Somalia's struggle to form a unified government after 15 years of clan warfare is achieving success, after the TFG [Transitional Federal Government] and Ethiopian forces drove away the UIC [islamic Courts Union] and other destabilizing forces harbored there," Ambassador Vicky Huddleston, who recently served for 15 months as US acting ambassador to Ethiopia, told the Council on Foreign Relations on 22 February. Section 5 of the last UN Security Council 1744 did not explicitly demand a full Ethiopian withdrawal but "urges member States of the African Union to contribute to the above [AU] mission in order to create the conditions for the withdrawal of all other foreign forces from Somalia." Many in Somalia feel the need for peacekeepers but the involvement of a country seen as an enemy taints the peace mission and jeopardizes a unique opportunity to end 15 years of violent chaos in Somalia. Ali Saeed, chairman of the Mogadishu-based Center for Peace and Democracy (CPD) think tank, believes that the apparent green light from the US for Ethiopian troop involvement in Somalia under the banner of fighting terrorism and UN insensitivity toward the Somalo-Ethiopian relationship will at the very least impede the AU peacekeeping mission. At the very worst, it could make AU troops part of the problem rather than the solution, he says. "The current government is seen as just a puppet of the Ethiopians and not as a legitimate representative of the people of Somalia," he told ISN Security Watch. The international community seems either unable or unwilling to discern the effect of the Ethiopian presence on the AU peace mission in Somalia. And the US, with its war on terror agenda in the Horn of Africa, has found a convenient partner in Ethiopia - regardless of the negative consequences for Somalia. Unless both the US and the UN not only refrain from condoning the Ethiopian presence in Somalia but are seen to be actively doing so, the UN-sponsored AU peacekeeping mission will have little chance of bringing stability to Somalia.
