Draft 1 Why is it that Somali intellectuals educated abroad, familiar with and knowledgable about decent socio-political systems in the West are transformed into greedy, corrupt clannists no better than the ill educated ones at homes and sometimes worse when given positions of trust back in Somalia. Why is that? Hypothesis 1: You really can't take the 'savage' out of The Savage. Anything else is nothing but a veneer. Hypothesis 2: Back in the milieu of Somalia where the entire culture and environment revolves around the taking and hoarding of scarce resources seen as a zero sum game - the vast majority of intellectuals, well meaning or not, get swept along in this and not without the aid of their supporters and hangers-on who, suprise surprise, tend to be related and so benefit. Damn that was a long sentence. I'm not sure which is rite. Possible Solution: 1- Any intellectual given a position of power or trust must have character. This means he/she should not be a known alchohol drinker or someone who is known as multiple persons in the West so as to claim welfare wealth. Hmmm - solution need more meat - time for others contribution.

And if it is an adhoc alliance as in A4 - why bother to comprise if the deliverables are not necessarily in the hands of those doing the comprising? Why don't we expand the discussion a bit: 1- What do the Islamic Courts really want(politically speaking) apart from Ethiopia out? 2- What is the political platform in terms of governance - appointment or election, federal or centralized, etc? 3- Do they see a role for themselves in the current political system (4.5 TFG) or do they want a whole new process to take place? If the latter - what would the new process be? 4- Does the Asmara Group really have any control over those fighting in the Islamic Courts name? ie. in a negotiation - each side must bring something to the table? 5- Is the Asmara Group open to a comprise with the current crop in Mogadishu - if not, why not? What are the preconditions to talking? I hear very little on these vital issues from the proponents of the Islamic Courts. There needs to be clarity if any genuine discussion to move Somalia forward.

^Well said Che. And you're absolutely right. But at the end of day - I think it's detrimental for everyone to 'force' folks who don't want to be in the project so to say. And now with this admin - there will be no one to blame for lack of progress but their self selected leaders and themselves. And judging by the initial actions - it's already started on the wrong foot. Here is a region acknowledged by everyone to suffer from neglect and lack of economic progess - yet its new leaders and administration saw fit to appropriate moneys for some 13 cabinet ministers etc[and this in first few days]. And you can bet the bureaucracy won't end there. At the end of the day - it seems, at least me, to be more of an exercise of - 'I want to eat my share of the taxes'. Time will tell.

Of course one should know their roots and that includes qabiil. But it is to be used to denote and remind an individual of 'special' obligation to 'x-clan' and not as a tool of ostracism or bigotry. I can't believe anyone answers qabiil questions from strangers. It's just rude and overly prying.

^K - the Emirates have and are still continuing to diversify their economies. Dubai is a business and leisure hub. Something less than 10% of that emirates' economy is derived from oil. Inshallah Somalia will be like that and even better. The land has so much going for it - its people have been the letdown. Intelligent and public serviced minded members of the diaspora should lead the way. Unfortunately for the present, the only ones who go back, in the political arena at least, are kursi/lacag doon cats for whom the welfare cheques of the west have proved insufficient.
