^What happened in Berbera and when? There are serious security issues and it's easier to cast blame than to really tackle it. All governments have a propensity to do that. I was reading this earlier. It's seems it's a mediterranean disease. The Italians and the Spanish indulge though not to the same degree as Arabs. Are Somalis in Somalia similar? Ultimately it's a cultural thing. The culture has to be mobolized to do away with this practice just like FGM in Somalia.
