Galkao (Sunatimes) The commissioner of Galkayo district of Puntalnd administration has announced his resignation from the position this morning. Commissioner Abdirahman Mohamud Hajji said he resigned due to high insecurity in Galkayo. Mohamud said he could not do anything to change the situation and the only alternative he had was to quit. The former Galkayo commissioner told the media that he presented his resignation letter to President Abdirahman Farole and Puntland�s internal security minister. Mohamud also cited personal reasons over his resignation but also blamed Puntland security officials for failing to investigate and take action against individuals involved in bombings and murder cases where top leaders of Puntalnd were targeted. Abdirahman Mohamud Hajji was elected to the position of Galkayo commissioner by the district security committee in 2009.

He is the second Puntland official to leave their position in less than a month after a number of officials were assassinated. As insecurity and planned assassinations against Puntland officials reaches record-high levels, Abdurrahman Hajji Mohamoud Hassan, the mayor of Galka’yo, resigned on Saturday. In a brief statement, Hassan cited personal issues as his reason for quitting. Immediately after the announcement, Hassan departed for Ethiopia’s capital, Addis Ababa. He is the second Puntland official to leave their position in less than a month after a number of officials were assassinated. On Jan. 29, the judge of the Mudug high court for Puntland, Abdifatah Mohammed Diriye, declared that he had stepped down for security reasons. Insecurity and violence in parts of Puntland have been rampant in the last several months. On Nov. 30, Abdullahi Salah Shirwa', Puntland's high court attorney, was killed in Bosaso. In mid-October, former information minister Abdulhakem Ahmed Guled was injured by a roadside bomb in Bosaso. Puntland authorities suspect Al Shabaab, which has declared its allegiance to the al Qaeda terror network, of plotting numerous assassinations against Puntland officials. De har en liten, men relativt effektiv offentlig administrasjon som praktiserer godt styresett, sier statssekretær Eide. Under besøket møtte han Somalilands president Ahmed Mahamoud ”Silanyo”, visepresidenten og en rekke statsråder, og parlamentets president Abdirahman M. Abdillahi og hans to visepresidenter. Videre besøkte han Civil Service Institute, et spesialisert treningssenter for offentlige tjenestemenn og –kvinner, og som Norge har vært med å finansiere gjennom FN. Sammen med undervisningsminister Samsam Abdi Adan deltok han på en seremoni der et norsk-finansiert skolebygg ble overlevert til lokale styresmakter. Han besøkte også et helt nytt sentralfengsel for langtidsdømte fanger, denne gangen sammen med innenriksministeren, også dette delvis finansiert fra norsk side. I dette fengselet soner allerede over 70 somaliske pirater, som er arrestert i Adenbukta og Det indiske hav. Fengselet fremsto som effektivt og moderne, både med hensyn til soningsforhold og rømningssikkerhet. Støtten til justissektoren, herunder politi, domstoler og fengselsvesen, samt til utvikling av en moderne lovgivning, er en av de viktigste måtene Norge kan bidra til å redusere den trusselen piratvirksomheten i dette området representerer. - Når vi vet at ni av ti pågrepne pirater slippes løs igjen, blir det åpenbart at det å sende flere marinestyrker ikke er hele svaret. Vi må også ta tak i de underliggende utfordringene på land i Somalia, sier Eide. Dette er for tiden svært krevende i det sørlige og sentrale Somalia, men i Somaliland og Puntland er mulighetene betydelig større, og Norge ønsker å være en tydelig samarbeidspartner for myndighetene her også på dette feltet. Members of the IGAD Partners Forum (IPF), led by the co-chairs Ethiopia and Italy, paid a visit to Hargeisa, the capital of Somaliland this week. The visit was made in connection with the efforts of IGAD and its partners to encourage the relative peace and stability of Somaliland and to acknowledge the recent election in Somaliland and it’s peaceful transfer of power. This was the first visit by the IPF to Somaliland and members of the delegation, which was warmly received on arrival at the Egal International Airport, held extensive discussions with President Ahmed Mahmoud ‘Silanyo’ and members of the cabinet, as well as the leadership of the Guurti and Parliament. President ‘Silanyo’ welcomed the visit of the IPF delegation to Hargeisa. It was, he said, a major departure for the international community. He emphasized that Somaliland had been waiting for the international community to recognize its efforts for a long time, and the visit was one step forward in this regard. He added that the delegation was welcome to a peaceful country where the people had built up a nation from the ashes of war. The Chairperson of the Guurti, the Somaliland Council of Elders, Mr. Suleiman Gaal, on behalf of both houses of parliament, expressed his appreciation of the visit of the IPF members. He stressed that the people of Somaliland would continue to seek the support of the international community. In response the IPF delegation, through its co-chair, underlined its appreciation of the achievements of Somaliland and the development efforts of the Somaliland people. Members of the delegation emphasized their readiness to engage with Somaliland on how best to contribute to these efforts. The Executive Secretary of IGAD, who expressed his pleasure in being in Hargeisa, detailed the background to the visit and the need to keep up the momentum to ensure continuity and sustainability of IGAD contacts with Somaliland. The IPF members were given an extensive briefing by the Minister of Planning regarding Somaliland’s vision and the development plans for rebuilding the economy over the next two decades. The plan, prepared in collaboration with the IGAD secretariat, is expected to move Somaliland another step forward in strengthening its peace and stability and its efforts to achieve statehood. The IPF delegation also visited the port of Berbera where the port manager and other officials gave a briefing on the activities of the port, its plans and the support needed from the international community to improve services. The visit provided a valuable opportunity for the members of the IGAD Partner’s Forum to get direct information about developments in Somaliland and consider alternative options for assisting the efforts of the IGAD Secretariat in Somaliland.
