Many Bosniak political and media opinion makers are discovering that their best option involves using a traditional and, in the context of current borders, transnational ethnic movement to improve their leverage with their neighbours and the EU. Ongoing debates in the Bosniak community reflect in part the failure of efforts to force civic identities on the shards of former Yugoslavia. Ethnic entrepreneurs are considering how to neutralize Serb and Croat ability so far to block Bosniak efforts to translate larger numbers into greater influence inside Bosnia’s current borders. Some Bosniaks also are considering whether to expand their work to embrace co-nationals in Serbia and Montenegro, and, perhaps, natural allies farther south. The origins and authenticity of the term “Bosniak” are less important than its development into a marker of a community co-equal to the ethnic labels of its adversaries. The meanings of “Bosniak” in late Ottoman times and during the very short period in which Western occupiers tried – and failed – to give the word a civic flavor (something like “American”) matter now only as historical artifacts. Bosniak political and media opinion makers are fashioning a classically ethnic communal identity that encompasses more than the idea that Muslim Slavs are the titular people of Bosnia. Bosniaks are doing something like what Serbs, Croats, and Slovenes did when Yugoslav dissolution evolved into competitive communal reconstruction. Bosniaks have five problems. First, as a staatsvolk, they only are a plurality or a bare majority, and therefore lack the overwhelming demographic/ethnic dominance that still marks national construction in the more successful European states. (Devolution in Spain and the UK and persistence of ethnic issues in Romania indicate the “success” of these states still is in question – note the current inter-communal squabble over Bucharest’s effort to redraw the administrative line in Transylvania). Piracy off the Horn of Africa increases every year due to constant instability in the region. In 2008, 111 vessels were attacked. Since the beginning of 2011, there have already been 188 attacks. Every year worldwide piracy costs the shipping industry billions of dollars in rerouting, ransoms, and many other related expenses. These costs are then passed on to the consumer. To curb piracy, the international community is working with regional partners to stabilize the region. Somalia’s U.N.-appointed Transitional Federal Government (TFG) has proven largely incapable of establishing law and order outside of parts of the capital city of Mogadishu. Constraining piracy is well beyond the limited capabilities of the TFG. By contrast, the government of Somaliland, the autonomous state in northern Somalia, is a more promising partner even though it is not recognized by the U.N. Somaliland is a unique region of stability in Somalia. The state re-declared its independence in 1991 (it was briefly independent in 1960) and formed a government based on representative democracy. In 2001, Somaliland reaffirmed its independence through a constitutional referendum. For the most part, the region has been spared the conflict and instability that has afflicted the rest of Somalia and contributed to the lawlessness that allows piracy to prosper. Piracy and terrorism threaten Somaliland’s relatively peaceful society. Somaliland has taken an active role in working with the international community not only to protect its citizens but also to increase its presence on the world stage. Earlier this month, Somaliland’s anti-piracy committee met for the first time to assess appropriate measures for government action. The purpose of the committee is to examine the ways in which Somaliland can work at an international level to counter piracy. HARGEISA--- The International Organisation for Migration (IOM) is currently carrying out an operation to assist some 500 Ethiopian migrants stranded in Hargeisa, Somaliland, who wish to go home voluntarily. This IOM Assisted Voluntary Return Operation (AVR) planned for the last three months following requests by this group of migrants to return to their areas of origin in Ethiopia, is part of IOM Mixed Migration (MM) Programme. The Government of Japan and the U.S. State Department’s Bureau for Population, Migration and Refugees (PRM) generously fund the MM programme. This IOM return operation has been closely coordinated with the Government of Ethiopia, who dispatched two immigration officials to Hargeisa on 10 September, 2011 to screen the migrants. It has also been coordinated with key actors in the Somaliland Government such as the Somaliland Ministry of Resettlement, Rehabilitation and Reintegration (MRR&R), Ministry of Interior (MoI), as well as with IOM officials in Addis Ababa and the Mixed Migration Task Force (MMTF). The screening is progressing well at the Migration Response Center (MRC) in Hargeisa, with half of the migrants screened. Operations are to begin within the next week. Following completion of the screening in Hargeisa, the migrants will be assisted by IOM to return home. IOM has ensured that security arrangements have been made. Upon arrival in Jijiga, they will receive a reintegration grant and proceed onwards to their areas of origin. Every year thousands of Ethiopian migrants embark on very dangerous journeys attempting to cross the Gulf of Aden to reach Yemen, Saudi Arabia, Europe and beyond in search for stability, security, better economic opportunities, education and health. Many of these migrants suffer serious human rights abuses at the hands of smugglers and all of them incur large debts. “We really just want to go home now and try to start all over again. Many of us are sick and we want to get help at home,” said an Ethiopian migrant in Hargeisa who signed up voluntarily to go back to Ethiopia after becoming stranded in Somaliland. The social networking giant said it was working on the feature in a document sent to developers about upcoming changes. Before now linking to Twitter was only possible from Facebook pages which are meant for bands, public figures and businesses. Facebook said linking was coming "soon" but gave no specific date. NAIROBI, Kenya—Corrupt Somali politicians could face travel bans and have their foreign assets frozen under tough new United Nations sanctions, a U.N. official said Tuesday, a move that analysts said could also help get desperately needed food aid to the country's growing number of famine victims. A team of eight investigators is due to begin work this week. It's the first time senior Somali politicians could face consequences for corruption in the 20 years since the country dissolved into civil war. The country's justice system has virtually stopped functioning and there has been no system to hold politicians in the famine-struck Horn of Africa nation to account. "Corruption has been identified as one of the main obstacles to the peace process," said Matt Bryden, who heads the U.N. arms monitoring group on Somalia, which provides an annual report to the U.N. Security Council. "This sends a clear signal that corruption and political obstruction will no longer be tolerated."
