  3. Patna: A man in Bihar Tuesday imposed a fine of Rs25,000 (Dh1,864) on his wife for giving birth to a female child, forcing the local administration to intervene. Ironically, Nargis, a girl born on Monday in a village in the neighbouring state of Uttar Pradesh, was welcomed as the world's seven billionth baby. Authorities said they had to personally intervene into the matter after Mohammad Manzoor, a resident from Muslim-dominated Purnea district in Bihar, drove out his 30-year-old wife Shahnaz from his house saying she would be allowed back in the house only when she pays the penalty amount. According to officials in the area, Manzoor even declared the fine would be doubled if she gave birth to another baby girl while categorically stating, "Girls don't matter and this addition is a load." 4. Hargeysa, Somaliland, October 29, 2011 (SL Times) – Somaliland President Ahmed Sillanyo pardoned seven prisoners of war who were caught fighting in Gambadha. A ceremony for releasing the seven prisoners of war from the custody of Somaliland government was held at Kaah hotel. The president’s adviser on the eastern regions, Fu’ad Adan Adde, thanked President Ahmed Sillanyo for releasing the prisoners, and said it showed the goodwill of the government and he hopes the other side will reciprocate, and whatever residual problems remain would be resolved peacefully. Fu’ad Adan Adde urged Puntland to follow Somaliland’s example and release the prisoners it took from Taleex. Stressing this point, Fu’ad Aden added that Somaliland has released prisoners who were engaged in war, the least Puntland can do is release those whom it caught on their way to their homes in Taleex.

  11. ADDIS ABABA, Nov 1 (BERNAMA-NNN-ENA) -- Ethiopia and Somaliland have pledged to work closely together towards ensuring peace and stability in the Horn of Africa region at a meeting here between Prime Minister Meles Zenawi and Somaliland President Ahmed Mohammed. The two held discussions on various issues including peace and stability, bilateral and regional concerns here Monday. They also discussed how to work together to prevent piracy in the Indian Ocean. President Ahmed told journalists after the meeting that his government had placed under custody dozens of suspected terrorists engaged in piracy and investigations were underway. He said the two countries were working to further enhance their relations which he described as being "in good shape". Meles lauded the efforts of the Somaliland administration for its commitment to fight against piracy and added that Ethiopia was resolute on working with Somaliland to ensure peace and stability on their border areas, according to an official from the Ministry of Foreign Affairs.
  12. CAPE TOWN Nov 1 (Reuters) - The break-away African nation of Somaliland has huge hydrocarbon potential but is virtually unexplored, an African oil conference heard on Tuesday. Hussein Abdi Dualeh, Somaliland's mining and energy minister, said the country was off investment radar screens not least because many people did not even know it existed. But he told delegates at the annual Africa Oil Week series of conferences that geography and geology highlighted its oil and gas potential. "There is very high potential for considerable reserves of hydrocarbons in Somaliland but it is one of the least explored countries in the region," he said. He said even by the East Africa's under explored standards, Somaliland was a frontier with only 21 wells drilled. But he noted that the geology of Somaliland was similar to oil-rich areas across the Gulf of Aden. East Africa have yet to produce a commercially viable oil source but gas discoveries off Mozambique and Tanzania have prompted lots of interest though the region remains largely unexplored. Oil discoveries would be a cash boon to Somaliland though hydrocarbons have often proven to be a curse to African nations as the opaque nature of the industry often breeds corruption. Somaliland declared its independence from Somalia in 1991 but has not been formally recognised internationally.
