MAPUTO, May 2 (Reuters) - Mozambique has decided not to send troops to Somalia, where fighting has intensified as Somali and Ethiopian troops battle insurgents, a senior Defence Ministry official told Reuters on Wednesday. Teofilo Joao, permanent secretary in the Defence Ministry, said Mozambique had not been adequately briefed about the nature of its proposed role in Somalia. "Is it a peace-keeping mission or a peace imposition mission? ... the two parties (government and its opponents) are not willing to have third parties in their conflict," he said. The retired general said Mozambique would respond to any request for calls to serve in countries or regions in conflicts across the globe once the conditions of its participation are clarified. The U.N. Security Council has asked the United Nations to draw up contingency plans for U.N. peacekeepers in Somalia to support an African peacekeeping mission which thus far has involved only about 1,500 troops from Uganda. The African Union on Friday called for more African troops to take their places in the proposed 8,000-strong force, saying that unless order is reimposed soon the country will descend into disaster. Joao said Mozambique had reconsidered its initial pledge to join the African peacekeeping effort after reviewing its own equipment and remaining questions over how the operation would be funded. "Capacity and clarity, including funding, are the major obstacles in our intervention. We have troops but we need sufficient equipment if we are to participate," he said. Conflict in and around the Somali capital Mogadishu between government and Ethiopian forces and Islamist fighters has displaced an estimated 350,000 people.

The prospect of the ill-advised partnership between Meles Zenawi's Ethiopia and the Transitional Federal Government (TFG) ever solving the Somali problem is dead on arrival. And though their ferocious military campaign has created a horrific carnage that the International Committee for Red Cross called "the worst in 15 years" and the UN described the worst humanitarian crises of the day, the duo continue to garner support from Washington whose initial interest was to hunt down "three global terrorist" desperadoes, but now seem to be comfortably laying in the middle of a dangerous intersection; blindfolded, with a big stick in the hand. Some observers suspect willful blindness staged by the hawkish wing of the administration to pave the way for what could eventually lead to a full-fledged U.S. military involvement. These observers point out to a pattern of questionable decisions the administration continues to make in dealing with the situation in Somalia . Perhaps the most inflammatory among them is the ill-timed visit of the U.S. Assistant Secretary of State, Jendayi Frazer, to Baidoa to meet with President Abdullahi Yusuf as the highest ranking U.S. official to visit Somalia in recent years. The meeting took place at an extremely sensitive time: when the European Union was expressing concern of war crimes violations, when Human Rights Watch was blaming the U.S. for holding hundreds of ghost prisoners in secret prisons in Ethiopia, and when Amnesty International was blaming the TFG for exacerbating an already deteriorating humanitarian crises by deliberately preventing the flow and the distribution of food to some hundreds of thousands of civilians who fled Mogadishu. In light of these kinds of decisions, Washington seems not to care about winning the hearts and the minds of the majority of Somalis. Those who are against the Ethiopian occupation, who condemn the brutal slaughter in Mogadishu, and who believe there still is a window of opportunity for the United States to involve itself constructively. "I got nauseated from looking at this picture," said a retired Somali politician as he handed me a newspaper clip showing the picture of Dr. Frazer and President Yusuf shaking hands and smiling triumphantly to the camera. "Doesn't this remind you of that infamous handshake of Donald Rumesfeld cutting a deal with Saddam Hussein?" he added. This, needless to say, is a long way from the "tacit support" position of only a few months ago. Other observers believe it is Meles? mastering the language of the day, and constantly defining the conflict in whatever illusive terms that best justify his and TFG actions. Their spin doctors offer a menu of definitions intended for both domestic and international consumption. The brutal slaughter in Mogadishu is sometimes described as an old-fashioned inter-clan power struggle where one particular clan?s uncompromising resistance has led to an unavoidable deadly duel. Other times it is described as a direly needed cleansing process of an untamable city that became a "terrorist-breeding" swamp and a "threat to global security." Other times it is described as a power struggle between "secularist" TFG and "extremist" Islamic Courts Union (ICU). Yet, other times, it is described as a struggle between anarchy-addicted profiteers and a constitutionally-driven transitional government. Of course, these definitions are by no means free of contradictions; however, they get free passes from media, mainly for two reasons. First, because media, by and large, are absent from the seen of the crime; and, as such, are heavily dependent on second-hand information or cooked reports. Second, because most of the media groups in America are still embedded, at least in spirit. These groups diligently disseminate the official version without scrutiny. Even when they know where this runaway train might be headed, they would still defend the status quo and any wild pursuit of "peace" and "freedom" through war and chaos. And this brings me to the next point: "doublethink". Orwellian doublethink is a mindset acquired by an individual or a group through a conscious process of choosing to embrace two logically contradictory ideas or beliefs at the same time; because that is a testimony to jingoistic conformity. Meanwhile, the nightmare continues: corpses decay in the streets, violence spreads across the Somali boarders, and hatred proliferates in a country that became the poster child of Africa's brain drain. A country ruled by brutes with big guns; by individuals with myopic vision and demonstrated record of deficiency in the capacity to compromise. The Meles Doctrine prevails, and his "preemptive war" is declared a success by the TFG Prime Minister. Meanwhile, a neoconed nation is being taken to the cleaners, once again. If only a few months ago the multifaceted Somali political dilemma was streamlined into a conflict between two entities (TFG and ICU), the Ethiopian led invasion has driven the situation right into the minefields of clan politics. In spite of that, however, Washington still has a golden opportunity to "use Somalia as a springboard for reestablishing good relations with the Islamic world" and to restore lost credibility around the world. Washington could rein in on Ethiopia and the TFG by pressuring the former to immediately withdraw its troops, and the latter to retreat to Baidoa and to start negotiating with ICU. It could pressure the UN to send peacekeepers, spearhead a peace and reconciliation conference, and form an international committee to oversee the process. Our first homegrown Medical Doctors will serve the nation by July 2007 By Noah Arre: It would be foolish to underestimate the collective efforts of any community especially if and when that community is committed to make a difference. The community I am talking here can of course be that of any kind. Bees for instance survive and make tons of honey because of its collective efforts, discipline and hard work. Tinny ants clear miles long roads to collect their food or transfer their young in the event of natural catastrophes, when their caves are destroyed. Migrating birds fly in triangular fashion in droves to help one another overcome the force of nature. And it is certainly only through their combined efforts that they go against the deadly atmospheric pressure. In addition, amazingly, in the event some or all their lead group lose strength, others instinctively take over to insure their survival and the move continues undisturbed or unbroken. In short, without their concerted efforts, migrating birds would certainly never survive. Nor would they travel across continents, vast seas and even oceans to complete their seasonal journeys and realize their innate drives! Strangely enough however, on the contrary, man, the primary center of creation, often comes against nature. And in the process he may commit mistakes causing grave blunders. Half of humanity for instance, due to greed, selfishness, opportunism, love of material etc. wantonly and mercilessly pushes our world, countries or communities toward destruction. For that group, the end, achieving its goals irrespective of the consequences, justifies the means. Fortunately, the other half of humanity pulls our countries or communities back together and maintain normalcy. Hence life as we know it today goes on albeit of its occasional deadly twists and turns! Alas, should all humanity cooperated and worked together to move things toward the right direction, much could and would have been realized. And had all the marvels of science and technology served mankind right, man would have realized a lot more and most of his dreams would have become true! Incurable diseases including Parkinson’s diseases, Alzheimer and all other deadly and destructive ailments would probably have long time ago been wiped out of mother earth’s surface. And had the haves, in good faith contributed toward all humanitarian assistance, poverty, illiteracy, hunger and all kinds of human miseries that debilitate and mercilessly devastate most Third World people could have been abated. And in fact, all could have been wiped out off mother earth’s surface! Fortunately, despite man’s indiscipline, despite the continuous tug of war between those good and those bad, achievements are made, successes continue and life moves on smoother than ever before. So, it is through his superb intelligence that man masters the whole universe and tames it toward his liking. It is through his innovation that what was impossible yesterday is comfortably at his disposal today. And it is through the innovativeness of man that we are able to fly from Borama, Somaliland, for instance this morning, and have our lunch in North America the same day! Unfortunately, however, Africa’s contribution toward human civilization, science and technology is minimal and the main reason is simply due to our high illiteracy rate that leads to ignorance, extreme poverty, hunger and under development. Fortunately, probably realizing that fact, at the height of the Somalia downfall and demise, some Awdalians came up with a brilliant idea…. establishing a University at Amoud, Somaliland. In the eyes of those great guys and in the eyes of the whole Awdal community, only through education, Awdal could alleviate the demonizing effects of those ills. And Awdalians in every walk of life believe that, through education, all kinds of human miseries that are prevailing in their region can one day be wiped out. So, today, it is wonderful to see that a little walk can go a long way. And this coming fall marks the tenth anniversary of Amoud University formation. And amazingly, the torch of hope that those few Awdalians lit late in the twentieth century magnificently glows in brilliance, greatness and intensity. And come July 2007, Amoud University reaches yet another great milestone. Because it is on that day that it’s first homegrown medical doctors are graduating ready to serve their people. It is on that day, July 2007, that the Friends Of Amoud (FOA) dream becomes a reality as the new graduate medical doctors will be at work ready to save their people from all known and unknown preventable diseases! And July 2007, Friends Of Amoud will have a big reason to smile. They will certainly have a reason to celebrate because thousands of Awdal’s children who often silently suffer from preventable diseases like diarrhea, will have doctors to diagnose them and probably safe their lives. In addition, on that day all Awdalians will have a big reason to rejoice. And on that day, all Awdalians will have a great reason to celebrate in joy and fanfare! And it is on that day that all Awdalians will have a great reason to dance their native folkloric dances: the zeilaci, the xoog weyn, the dhaanto and the wilwile. So today, dear Awdalians, it makes me proud to write this short article to congratulate all those who contributed toward that noble cause. I find it imperative to urge you, Awdalians, to accept the invitation of our University and community leaders and participate in the great ceremony to be held on that day. I find it imperative to remind you that it is important to make that event, graduation ceremony day of our first homegrown medical doctors, to be one to remember forever! And I find it necessary to say, hats off to the Fathers of Amoud University! Hats off to Friends Of Amoud University! Hats off to my people and hats off to any one who contributed toward that noble national sacrifice! It is of course only through the immense sacrifices of many that the dream became a reality and it is my hope that the torch of hope lit by a few glows brighter forever! But also come July 2007, it will be a black day for those who adamantly refused to confess and hence contribute toward that noble cause. It is a black day for them because, with shame and humiliation, they will have to beg Amoud University medical doctor graduates to treat their families. However, dear Awdalians I find it more than ever before a must to realize that the road to success is not easy. It is a must to realize that our long journey to success is half-done. So, let us renew the Self Help Scheme invented in Awdal back in the fifties. And that is especially so since that program is what brought Amoud University to fruition. It is only through self-help scheme that we can many more successes to our home!
