Ministers issue call to define Africa's borders Ministers from the 53-member African Union on Thursday called for a clear definition of Africa's borders in a bid to eliminate one of the main causes of conflict on the continent. After a one-day meeting in Addis Ababa, ministers and officials from AU countries agreed to define Africa's borders by 2012 and further integration among African countries. Only a quarter of the continent's borders -- legacies of European colonialism in the 19th and 20th centuries -- are currently marked precisely, according to the AU. "The adoption of this declaration is an advance because for the first time, there was a calm debate on the border question," the bloc's Peace and Security Council (PSC) Commissioner Said Djinnit told AFP after the meeting. "After African countries gained independence, the ideal of African unity for a while gave the idea that it was possible to transcend borders, but today we realise that it's not by ignoring a problem that we can resolve it," Djinnit said, referring to numerous African border conflicts. African borders drawn by colonialists often split ethnic groups between countries and spark conflict over access to natural resources. NAIROBI, 7 June 2007 (IRIN) - The closure of several leading radio stations by the Somali government has silenced important community voices in the war-ravaged country, a media watchdog has said. The stations, HornAfrik radio and television, Shabelle Media Network and Radio Voice of Holy Koran, were shut down on 6 June, for alleged support of anti-government elements. "We condemn the closure of these three radio stations," said Joel Simon, executive director of the Committee to Protect Journalists. "The authorities have silenced independent voices on the basis of unsubstantiated accusations. We call on the Somali transitional government to allow these broadcasters back on the air immediately." HornAfrik managing partner, Ali Iman Sharmarke, said his station was shut down after a visit at 1pm (11am GMT) by senior government officials accompanied by armed men. The visitors presented a letter signed by the minister of information, Madobe Nuunow Mohamed, ordering the station to shut down and cease operations. "We have been off the air ever since, and we don't know how long we will remain so," he said. Mohamed Amin Sheikh Adow, the deputy chairman of the Shabelle Media Network, told IRIN he received a similar letter at the same time. The two media houses are the biggest in the Somali capital of Mogadishu and have the largest audiences. According to Sharmarke, the media groups were accused of supporting "extremist and terror groups". He added: "The bottom line is they [the government] accused us of being anti-government." A government spokesman, Abdi Haji Gobdon, confirmed the closures, saying the media groups were shut down on orders of the National Security Council. He accused the media houses of engaging in activities detrimental to national security and of "carrying programmes supporting extremist elements". Sharmarke denied the accusations, saying the closures were "the usual harassment of the free media and a denial of free expression of the Somali people". Journalists' groups and civil society in Mogadishu condemned the action, while Sheikh Adow of Shabelle radio said the accusations against the media were baseless. "We have always maintained international media standards." Blow to talks Meanwhile, a prominent ****** elder, Haji Abdi Iman, the chairman of the ****** Council of Elders, was arrested on 6 June by the government and is still in custody, according to Ugas Abdi Dahir Ugas Nur, a member of the council. Civil society members in Mogadishu condemned the arrest and said it was a setback for the reconciliation process. NAIROBI, 7 June 2007 (IRIN) - More than 600 cases of cholera, including about eight deaths, have been reported in the Togdheer area of Somalia's self-declared autonomous region of Somaliland and its capital, Hargeisa, since mid-May, a humanitarian organisation said. Aid agencies were working with local health authorities to decontaminate water sources and improve sanitation, according to N. Paranietharan, health coordinator with the United Nations World Health Organization's (WHO) Somalia office. WHO and the UN Children's Fund (UNICEF) have delivered treatment supplies to the affected areas, and a health sensitisation campaign was under way, he said. "Things are under control," he added. Save the Children [...UK?], which is also involved in efforts to stem the spread of cholera, said up to 70,000 people could be at risk if the disease was not contained quickly. "Cholera spreads very quickly and can cause rapid, severe dehydration which is very difficult to control," Save the Children's Emergency Health Adviser, Elizabeth Berryman, said in a statement. "Children are particularly vulnerable to dehydration and severe cases of cholera are difficult to treat in children," she said. Cholera is spread through contaminated food and water. Control measures being implemented include setting up oral rehydration centres, providing chlorine to treat contaminated water sources, such as shallow wells, and distributing oral rehydration salts to households. Communities were also being schooled in essential public health measures, including hand-washing, boiling of drinking water and basic food hygiene.
