By JOE KAFKA, Associated Press Writer 5 minutes ago HOT SPRINGS, S.D. - Dozens of families fled their homes as a wildfire raced out of a canyon in the Black Hills, destroying 27 houses and killing one homeowner who tried to go back to save some belongings, authorities said. The fire near Hot Springs was one of dozens raging across the West. In the eastern Sierra, firefighters battling a 34,000-acre blaze ignited by lighting in California's Inyo National Forest gained ground as reinforcements arrived. The 53-square-mile fire was 15 percent contained Sunday after cooler temperatures and lighter winds allowed firefighters to make their first real progress, Inyo National Forest spokesman Nancy Upham said. It skirted the popular John Muir Wilderness but destroyed at least one home on the mountainside above the town of Independence. Lightning also sparked the fire in the Black Hills on Saturday. By Sunday, the blaze had consumed about 9 square miles, injured two firefighters and closed a section of a state highway, authorities said. One person was killed trying to retrieve possessions from a home. The victim's identity was withheld pending notification of relatives. "This thing blew up because of extreme hot temperatures and the winds," said Joe Lowe, South Dakota wildland fire coordinator. "It came out of the canyon with a vengeance." Gov. Mike Rounds toured the area Sunday and noted that the trees around some houses were charred but the dwellings were intact. "I don't know how in the world you saved some of those homes," he told firefighters. More than two dozen homes had no damage because of a high-tech gel made of water-filled bubbles. Elsewhere, a wildfire burning in the Los Padres National Forest in Southern California tore through more than 6,500 acres Sunday as it continued to move into the rural hills. A water-dropping helicopter crashed, and two pilots suffered minor injuries, Santa Barbara County Fire Captain Eli Iskow said. The aircraft went down outside the fire lines and the cause was under investigation. All air traffic over the fire was grounded for the day, hindering the fight. Investigators said the fire was ignited Wednesday by sparks from metal-grinding equipment being used on private property near Los Olivos. In Utah, the largest wildfire in state history grew to 283,000 acres on Sunday. The blaze has swept through about 442 square miles of extremely dry sagebrush, cheat grass and pinion juniper in central Utah. "This fire just ran away from us, and we couldn't put a dent in it," said Mike Melton, fire management officer for Utah's Division of Forestry, Fire and State Lands. The fire burned along the edge and in the median of Interstate 15 on Sunday, forcing a 60-mile closure of the highway between Interstate 70 near Cove Fort and Beaver for nearly five hours, Utah Highway Patrol Lt. Steve Winward said. I-15 could be closed again if the wind shifts, he said. In central Washington state, high wind near Wenatchee spread a brush fire that forced 250 to 270 homes to be temporarily evacuated. At least three outbuildings were destroyed by the 5,800-acre blaze. A fire in Arizona burned at the base of a mountain that is home to several expensive telescopes. A spokesman at Kitt Peak told KSAZ-TV he was concerned but not alarmed. Tankers were dropping retardant between the fire and the observatory, the station reported. In Nevada, about 1,500 evacuees from Winnemucca were allowed home hours after a wildfire destroyed an electrical substation and several outbuildings, shut down Interstate 80, delayed trains and killed livestock. No injuries were reported. "It was pretty hairy for quite a while, and people thought they would go back to nothing," Humboldt County Undersheriff Curtiss Kull said Sunday. "It was a huge wall of flame coming at the homes. It's amazing that no homes were lost." Flames up to 40 feet high threatened major power lines in the area feeding the eastern Sierra front and greater Los Angeles, fire information officer Jim Wilkins said. A 45,000-acre fire in Idaho was contained Saturday, officials said. Crews on Sunday raced to repair fire-damaged transmission lines that threatened rotating power failures. Other fires blackened the landscape in Colorado, Montana and Oregon.

Puntland Needs to be rescued from the Federal Government

In the interest of disclosure, I have never been involved in Puntland politics but my father was for a long time. He was one of its founders and held the position of vice president and later become president for short period before he lost a fair and transparent election to Puntland's current president. Through my family connection, I found myself paying close attention to the state of affairs in Puntland. I would like to share some my feelings about current events and how they could shape the future of Puntland. The state of Puntland is in political and economic turmoil. All branches of the government are at or near dysfunctional stage. People accuse the government to cater to the needs of Mogadishu more than it does to its people. The economy has been in deterioration for some time, and people feel that their wealth is either heading straight to Mogadishu and the TFG or ending up in the pockets of individuals possessed by greed and incompetence. There are so many things going wrong in Puntland today that everybody has a favorite line or an example of what went wrong. Here is mine. I have been struggling to understand the irony that Puntland, only few months ago was unable to defend itself from an attack deep into its territory by forces from Hargeisa, yet it somehow miraculously was capable of sending thousands of troops, arsenal, money and other logistical support across a foreign country into an armed conflict taking place thousands of kilometers away. How did they do it? What are the priorities here? I think it is worthwhile to briefly look back in history to get some prospect of what led to the creation of Puntland in the first place. The State of Puntland was created in 1998 as a result of a common vision shared by its people. This vision was based on three objectives: * Create an entity that is responsible for the collective peace and security of the region and encourages economic development and improvement of social services. * Engage people in other parts of the country in an active dialogue to end hostilities and work together to preserve the country's unity and start national reconciliation talks. * Ensure that the people of Puntland get a fair share of representation in future national governments. Nine years have passed since then and with a number of positive achievements such as establishment of fair and transparent election process, strengthening of peace and security - at least initially, and creating an environment conducive to economic development by private entrepreneurs. On the other hand, a number of things went wrong during the same period. The cumulative effect of the wrong doings has raised serious concerns among many in the region. At the top of the list is wide spread security vulnerability and economic deterioration across the entire region. Failed security Puntland was founded on the understanding that security of the region is at the top of its priorities. As a result Puntland built an army capable of defending its territory. Today, the army is a little more than groups of armed tribal men incapable of responding effectively to threats facing the region. For example, few months ago a heavily armed force from Hargeisa attacked and captured the town of Dahar, located at the heart of Puntland about 30 km west of Gardho and the highway that is the lifeline of Puntland. For almost a week Puntland's army was no where to be seen. Local residents, out numbered and poorly equipped, bravely engaged the enemy long enough to make them nervous about being surrounded and cut off from all sides in an unfamiliar territory. They withdrew hastily in fear of an all out attack from Puntland's army which in reality is barely a shadow of what it was, just few years ago. The truth is the army of Hargeisa was perfectly capable to march 30 km east to the city of Gardho, rattle its residents and cut off the highway. Doing so, even for few hours, would have been a dramatic victory for them and a devastating blow to the psyche of Puntland and its people. Although its action was half hearted at best, Hargeisa made its point very clear. No place in Puntland is far from its reach. Hostile troops are camped out 25 km from Las Anod, and everybody knows how close Galkayo came to fall into the hands of Islamic courts late last year. Where is Puntland's army? For all practical purposes it disintegrated as result of years of low morale, unpaid wages and constant brain drain due to active recruitment of its officers and soldiers by the Federal government. They are fighting in the streets of Mogadishu and beyond and Puntland government has an obligation to make sure they get paid on time. It is no secret that many people in Puntland and all its governments including my father's administration have given an unwavering support to the Federal government. In doing so, Puntland has lost sight of something very important- itself. There are a lot of questions people are asking themselves and their leaders: How do you balance Puntland's needs for security and economic development against those of the federal government? Is there a limit on the sacrifice we make to help out the TFG at the expense of our own people? Where do you draw the line? To put it bluntly, does the leadership of Puntland, past and present, has any say over how much of their resources the TFG can take? Can they say no? Does president Yusuf has the ultimate say in what can or cannot happen inside Puntland? Is he the only real authority behind the scenes? Does he has an undeniable right to the presidency of Puntland, and can claim it at anytime or transfer it to anyone he chooses? If the answer is yes to all of these questions, then let us be honest and ask the president to nominate a governor and dismantle the government of Puntland. All it takes is a decree. The failed economy The news on the economic front while not as bad as the security situation is nonetheless bleak. The port of Bossaso, the economic engine of Puntland and many other parts of Somalia is suffering from excessive taxation, corruption, and nepotism. It is becoming more and more difficult for innovative entrepreneurs to do business and create jobs and opportunities. Meanwhile, poor and misguided government regulations and agreements with foreign entities have only exacerbated the plight of the business community. The latest example is the agreement that allows one foreign born individual to have monopoly on livestock export out of Puntland. This agreement not only prevents local businesses from making a living in the most important economic sector of Somalia, but it also grantees him a fixed price for each head of livestock. I am sure a trip to the local animal market would have been enough to enlighten those who crafted this ridiculous agreement about the basics of a free market economy. Conclusion The biggest threat to the existence of Puntland is the relationship it has with the federal government of Somalia. This relationship must be defined in detail in an open and transparent talk between the two sides. Failure to do so will undoubtedly lead to the demise of Puntland as we know it. If the federal government cannot take care of the needs of the people of Puntland, then it has no right to deprive its people the ability to care for themselves using their own resources. We want the federal government to succeed. But we are not prepared to bear its entire burden on the back of Puntland and its people. It is in interest of the federal government to save its cash cow, for lack of a better word, from oblivion. The people of Puntland have two choices. Sit down and seriously negotiate with the federal government to define the nature of the relationship between the two sides. The other choice is simple: prepare yourselves to welcome a governor in Garowe. I think Mohamed Dheere would be an interesting choice for that matter. At least he is tough on security.

Five years ago, Somaliland - the self-proclaimed independent republic on the horn of Afirca - made the transition to multi-party democracy. The country broke away from Somalia after the collapse of central government and the destruction of most of the civic, economic and political infrustructure during the all-in/all-out civil war. Despite the reconstruction of civil society in this region (the 2002 multi-party elections - in which six parties participated - having been declared "the most peaceful in Africa for twenty years" by international observers, no one in the international community even recognises the state of Somaliland. While Islamic courts in Somalia impose sentences of flogging, amputation and execution, Somaliland - also a majority-Muslim country - strove to be different. As an Amnesty International report from 1998 notes, Somaliland adopted a constitution which "maintains the independence of Somaliland and contains a number of human rights provisions relating to the independence of the judiciary and protection against arbitrary imprisonment." But it hasn't all been plain sailing. In 2004, Amnesty International expressed concern over allegations by two defendents charged with attempting to assassinate Vice-President, Ahmed Yusuf Yasin of rape and beatings while in prison. A few human rights campaigners were detained - but later released without charge - when they protested this. Amnesty stated that the trial of the two accused had "fallen far short of international standards of fairness". Only a fortnight ago, Reporters sans Frontières condemned mayor Hussein Mohamoud Ji'ir of Hargeisa, the capital who slapped journalist Abdirahman Musse Omar several times in the face and then had him arrested. The journalist had apparently asked uncomfortable questions about recent police behaviour. He was, however, freed two days lated. These incidents aside, the country has nevertheless escaped the chaos and human misery associated with the clashes between government, warlords and Islamist militias in neihbouring Somalia, and the uncomparibly horrific human rights abuses and brutality that accompanied that. Peter Tatchell says he thinks Somaliland is "a Muslim and African success story". He says "Somaliland is an African and Muslim nation that is embracing peace, democracy, human rights and economic development". Despite a lack of international recognition and aid, says Tatchell, "Somaliland is an oasis of peace, stability and progress". His comments follow his interview on his 18 Doughty Street show 'Talking With Tatchell' with Dr Mohamed-Aar A Mohamed of the Somaliland Research Society UK and Lulu Farah of the Somaliland Forum UK. Tatchell concludes: "Isn’t it time the world recognised, celebrated and supported this great African and Muslim success story?" While I dislike the notion of a "Mulsim success story" (is South Africa a "Christian success story" because it is predominantly Christian? And it is not a success because it is Muslim) I think that he is right to combat the idea that a majority-Muslim country necessarily has to be a caricature of Sharia barbarity. It is possible to separate Mosque and State. What certainly ought to be uncontroversial, however, is that the country deserves international recognition and support. MORE DETAILS

AS THE investigation of the terror plots in London and Glasgow unfolds, I am experiencing the emotions I often do in hearing that people associated with my faith are involved - incredulity, anger, and outrage that once again, these heinous acts are associated with people professing to be Muslims. But this time, my sense of disbelief and betrayal reaches a new level as I learn that many of those accused share not only my faith but also my profession. The thought of physicians treating patients while secretly plotting to kill innocent people sickens and angers me on a new level. It is the ultimate betrayal of the trust placed in them to use their hands for healing, their intellects for diagnosis , and their demeanors to bring comfort to the sick. As a Muslim physician, I believe the gifts I have been given are entrusted to me by God for the purpose of serving humanity. Islam teaches me that whatever I do, God is witness to my actions and intentions and I will be accountable to Him. The Koranic verse that equates saving one life with saving the lives of all of humanity teaches me the sacredness of each life and inspires me to strive for professional excellence. For me, the most rewarding part of being a pediatrician is knowing that my patients' families trust me with the most important thing in their lives: their children. Muslim physicians have contributed to the well-being of America in innumerable ways, from caring for the poor in free medical clinics to serving in disaster zones after the attacks of Sept. 11, 2001, and Hurricane Katrina. My own cousins from Pakistan were surgery residents at a New York hospital on trauma call on Sept. 11, 2001, treating patients injured in those attacks. The stark contrast between my experience as a Muslim doctor and the news I am now seeing helps explain the disbelief and emotions I feel when learning that Muslim doctors are accused of such heinous actions that betray their profession and their faith. I know these people are an aberration, people gone wrong as human beings sometimes do. If these doctors are guilty, they must be brought to justice. I only hope that we remember to deal with these individuals as just that - individuals who chose evil on their own and not as representative of their faith or profession.
