  4. hadhwanaag 2007-08-26 (Hadhwanaagnews) A Sikh organisation has filed a $110 million lawsuit against the Canadian Broadcasting Corporation (CBC) for allegedly linking it to terrorism or mistaking to Arabs and damaging the reputation of the Sikh community. The lawsuit filed by the World Sikh Organisation (WSO) on Tuesday also named CBC reporter Terry Milewski and Legislator Ujjal Dosanjh for comments they made in the June 28, 2007 documentary titled Samosa Politics that was aired on television. The organisation alleged that the documentary contained several factual misrepresentations, The Star reported. "It is the WSO's view that the CBC documentary contained significant and numerous factual misrepresentations," said Gian Singh Sandhu, a policy advisor with the group's Canadian body. "The WSO's lawsuit for defamation, libel and slander arises from the airing of the documentary," he added. WSO, founded in 1984, works with a number of Sikh societies and organisations that represent Canada's entire Sikh community of about 400,000. Sandhu said the CBC's attempt to link the WSO to violence and extremism is dishonest and highly offensive. "I was totally awed, shocked and flabbergasted when I saw the documentary. Nor was the organisation ever contacted to comment for the documentary," he added. "They should have had the courtesy of calling." Meanwhile, Jeff Keay, a spokesman for CBC, said the public broadcaster was unaware of the lawsuit and was standing behind its story. "If and when we receive a lawsuit from the WSO, we'll give it appropriate consideration," Keay said. "Beyond that, we have no further comment at this time." Hindu Times

  9. HARGEISA, 27 August 2007 (IRIN) - It is 10.30am on a sunny Thursday morning in the self-declared republic of Somaliland's capital and 15-year-old Mohamed Yusuf is skipping school. Mohamed is not playing soccer or smoking cigarettes or shining shoes for a few extra shillings; instead he and a half-dozen of his classmates have trekked 5km through the dusty streets of Hargeisa to attend a session of Biyo Dhacay primary school's Child-to-Child (CTC) club. In other words, Mohamed and his friends are skipping school to attend school. Funded by the UN Children's Fund (UNICEF) and implemented by the Somaliland Students Assembly (SOLSA), Somalia's CTC programmes have a simple guiding principle - students identify a problem, then plan and carry out projects to address the problem. The process by which the problems are put forth (often boisterous debate), and by which decisions are made on how to tackle them (hopefully consensus building), is as important as any eventual tangible output. In the first year of the programme, Biyo Dhacay's students decided they needed a shaded place to eat lunch and an opportunity to flex their academic muscle against other secondary schools around the city. So their CTC club planted trees in the courtyard and organised a series of academic competitions with other schools around Hargeisa. Throughout Somalia there are 105 CTC clubs with about 30 students aged 10 to19 in each club. That the clubs exist at all is significant given that after the collapse of the central government in 1991 much of the country's school system was destroyed. Today, UNICEF says, Somalia has one of the lowest primary school enrolment rates in the world. And while the idea of child-directed learning has generally been received with enthusiasm, educators reliant on top-down teaching methods are still struggling to fully turn the classroom over to their students. UNICEF-Somalia education officer Hanna Sundberg says her organisation has also had to guard against slipping into a top-down attitude when working with child-to-child clubs. "The CTC programmes are great for UNICEF because they provide a focal point to transmit our messages directly to children," she says. "But we don't want to just keep dumping messages on the children; we want the messages to come from the children themselves." For Biyo Dhacay's CTC club, the subject this morning revolves around setting an agenda for the upcoming year. It is also a chance for Mohamed and his friends to deliver a message from their CTC club and share best practices and lessons learned. "What you need," Mohamed tells his classmates, "is to elect a secretary who can take minutes of all your meetings." But just as a debate on the merits of the secretarial position begins to heat up, Biyo Dhacay's headmistress swoops into the class, reprimands Mohamed and his friends for infiltrating school grounds and puts a quick end to the meeting. Out in the courtyard, however, the discussion continues. "For the upcoming year our priorities are to increase the number of CTC participants in schools with existing programmes," says grade 8 student Sagal Osmaan Aaden, "and we need to find a way to collaborate better with our teachers and parents." "But what we really need," another student shouts from across the playground "is a new set of football goals."

We elected one admin which is the ruling one ,, we will change them if we want during the coming elections IA ...... that is the only body that can officially speak on behalf of the Somaliland people.   20. With Somaliland recognition gaining momentum in recent weeks, Somali websites has seen a flood of articles by panic-struck Siadist remnants on TFG payroll. Dr Pham, Dr Jean Daudelin and ICG reports have been hatefully slandered in different articles where character assassination replaced honest and clever discussion. Feeling the heat and running out of time before Somaliland upcoming recognition, the burgeoning number notes presented by the Siadist writers, representing a myriad of grievance and personal attacks have prevented them from pursuing a cohesive and integrated set of argumentation underlying where if for example the authors of the ICG report erred. The usual Anti Somaliland writers Abdalla Hirad, Mohsin Mahad and Ali Bahar either call themselves alternatively Northern Somali for Peace and Unity or Northern Somali Unionist or use pen names agglomerated in the so called Tima Cadde International Center. The tired rhetoric of the trio and their admiration for the tribal dictatorship of Siad Barre is familiar to Somalilanders. For example, Abdalli Hirad is the senior editor of radiossc.net, the only Somali website to my knowledge that glorify day in and day out Siad Barre regime. His recent article, “Somaliland mythology indicted” is posted and signed Radiossc News Desk. Only Radiossc.net can proudly publish outrageous ****** slogans such as “Towradii Barakysan”, historical analysis glorifying Siad Barre “achievements” and vitriolic and hate laden editorial namely attacking some Somaliland clans. I should say Hirad non compartmentalized adulation for Siad Barre is easily understandable since the former dictator has rewarded him, on a tribal base, with a plum job even if the fellow did not finished high school. In their short-lived and ineffectual propaganda war, the trio Hirad-Mahad-Bahar have made a mockery from history creating a series of unfathomable mythologies. According to them, no state recognized Somaliland (UN Security Council archives prove otherwise) and point Somaliland declaration of independence was reached at gun point in Burao. The truth could not be farther from that since any participant could confirm that the reason why Somaliland elders decided to reach back to the principles of their past sovereignty was an attempt to bring about new agreements between themselves. Burao conference has therefore seen the emergence of a collective orientation thought which all members make decisions and resolve conflicts. What is unacceptable for Siadist writers is the fact that these orientations have become embedded in Somaliland political culture and led to new moral and ethical values where conflict is seen as dysfunctional and distracting from the effective and efficient self development. The most striking consequence is that Somaliland is increasingly becoming a class based society and regionalism is no longer important as a basis of identifying oneself. This fact is of course unacceptable for Siadist remnants always quick on pulling out the tribe card. While claiming to be Somali unionist, Hirad and Mahad resort to expressions like “****** Kingmen”, “Gadabgursi aspirations…” On this stance, seeking political goals on ethnic grounds, the trio remain faithful to their master Siad Barre.   21. “The clearest way to show what the rule of law means to us in everyday life is to recall what has happened when there is no rule of law.” President Eisenhower The rule of law which is now common “parlance in political discourse” refers to a set of constitutional principles that limit arbitrary actions by governments, individuals or other political forces operating in any given country. According to AV Dicey (1835 – 1922) an English constitutional theorist, "The rule of law requires both citizens and governments to be subject to known and standing laws”. He elaborates this point further by declaring that “the supremacy of law also requires generality in the law. This principle is a further development of the principle of equality before the law. Laws should not be made in respect of particular persons". In other words the rule of law provides for “a secure and stable basis for the exercise of government power, and also seeks to limit that power”. By the same token, citizens are also obligated to follow the dictates of the law of the land they live in. Max. Weber (1864 – 1920) a German political economist and sociologist in his treatise "Politics as a Vocation" stated that "the state is that entity which claims a monopoly on the legitimate use of physical force, which it may nonetheless elect to delegate as it sees fit". This means in this era of the "nation sates", the government is the only entity in a civilized society that is authorized to enforce the law, individuals or citizens for that matter do not have the right to take the law into their own hands or claim ignorance of the law much like the so called Qaran leaders claimed in Somaliland. To illustrate this point more vividly look no further than the condition of our brothers in South Somalia where the writ of primitive warlords reign supreme. The basic tenets of the rule of law comprise three important concepts that taken together form the core principles of the rule of law in modern societies, these are: 1. That governments must obey the laws they make 2. That no one is above the law 3. That individual rights are decided by the courts It is extremely important that young Somaliland evolve into a nation of laws and not of men. Misleading the people through deception by the political opposition, extra-judicial activities by the government, emergency degrees or special courts must all be prohibited; again the most important task facing Somaliland polity today is establishing a genuine respect for the rule of law by the government, by the political opposition and by average citizens. Widespread mistrust of the institutions of government by the Somaliland opposition is one of the reasons that pushed the putative "Qaran leaders" to take the law into their own hands, there by declaring the formation of a new political party which the Somaliland constitution does not allow. This phenomenon if left unchecked could lead Somaliland into chaos and social disorder which in the final analysis could benefit no one. If the Somaliland opposition is not restrained by the force of the law, then the government itself may use that as a pretext to ignore or even abuse the rule of law. The government as the sole entity responsible for the overall security and well being of the whole nation may from time to time feel it necessary to curtail the activities of the most extreme elements of the opposition who operate outside the established legal framework. The recent campaigns by the two imprisoned “Qaran leaders” clearly fall into the category of “unlawful or treasonous activities” proscribed by the Somaliland constitution. The uncompromising attitude of the Somaliland opposition which in essence boils down to “my way or the highway” is creating an unstable and volatile political situation in the country which in turn could jeopardize the emerging democratic institutions in Somaliland. The Somaliland government’s distrust of the opposition is not always based on some petty or frivilous issues but is rooted more on deep suspicions of their motives, accumulated grievances and understandable concerns. There is a huge difference between the normal actions of a loyal opposition trying to distinguish its political programs from that of the government and a group of power hungry individuals like “Qaran leaders” trying to create mischief in order to achieve narrowly defined political agendas. Another setback for Somaliland today is the surprising attitude of the “***** Intelligentsia” who mistakenly believe that certain individuals such as former SNM leaders are “Biri Ma Geydo” as they fondly call them; hence they have earned the right to act with relative impunity. This is absolutely ridiculous, especially when advocated by the ***** Diaspora who enjoys daily the benefits of the rule of law established in their host nations. In conclusion, the primary objectives of Somaliland society at this juncture must be to build a broad based “national political consensus” that can attract the widest possible support in the country. Compliance with the rule of law is not optional for Somaliland people; it is the only way out if they want to be in the 21st century, reduce poverty and become part of the civilized world. The way to solve the current political crisis in Somaliland is for both the government and its political opposition to look beyond their narrow selfish interests; they should both look into the future and resist the pressure coming from colleagues who are only interested in grandstanding and showmanship.
