Ethiopia has expelled six Norwegian diplomats it accuses of interfering in its internal affairs. Just days after Sudan took similar action against Canadian and European Union envoys, the move raises fears that expulsions are becoming a favored technique for governments rejecting criticism of their human-rights records. Nick Wadhams has more from Nairobi. Norway says it is surprised by the Ethiopian order that it withdraw the diplomats, but has not indicated it will retaliate or break diplomatic relations with Prime Minister Meles Zenawi's government. No reason was given in the formal announcement of the expulsion. A top adviser to Mr. Meles, Bereket Simon, tells VOA News that Norway has interfered in internal policies and on issues including Ethiopia's arch-rival, Eritrea, and Somalia, where Ethiopia sent troops to battle Islamist fighters. "Our repeated pleas for correcting the mistakes done by the Norwegian government in terms of playing a negative role in the stability of the Horn of Africa and then our internal affairs have failed," he said. "Definitely they are working in tandem with the Eritrean government, that is what we believe and that is what we have found out. Here in Ethiopia also they are behind every negative act that is committed by some of the Ethiopian organizations." Ethiopia and Eritrea have been unable to resolve border disputes left over from a bitter war. Ethiopia also accuses Eritrea of backing internal Ethiopian rebel groups, as well as the Islamic extremists it sought to oust from Somalia. Norway has backed new border talks with Eritrea, an idea Ethiopia opposes. Ethiopia's neighbor, Sudan, expelled European Union and Canadian diplomats and the country director of the U.S.-based aid group CARE a few days ago. No reason was given, but the CARE official, Paul Barker, said he believed Sudan was upset about an internal memo he wrote concerning the security situation for his staff in the Darfur region. Officials and observers from nearby countries say they have become worried by the recent behavior of Sudanese and Ethiopian leaders, who have shown increased willingness to expel or hinder both foreign diplomats and aid organizations. Analyst and occasional presidential adviser in Uganda, Aggrey Awori, says expulsions are an easy way to get the international community's attention if a government feels it is coming under too much pressure. Awori says the expulsions may also serve domestic interests. They send a chilling message to groups at home that work with international donors and aid agencies. "That is the normal route for a dictatorial government when they run into roadblock of similar nature," he explained. "It is really a message for the internal opposition and other recipients of similar aid from abroad. Conform or else you will starve to death." Foreign diplomats in Ethiopia have complained in the past that Mr. Meles's government makes it impossible for them to speak openly about human-rights issues. MOGADISHU (AFP) - The Somali government has suspended flights between the capital Mogadishu and the breakaway state of Somaliland amid a row over Somalia's new passport, an immigration official said Monday. The move follows Somaliland's threat last week to jail its residents if they apply for the new Somali passport that was introduced last year. Mogadishu enforced the suspension at the weekend. It affects four regional airlines that make irregular flights between Mogadishu and Somaliland capital Hargeisa and another Somaliland town of Berbera. "Somali immigration sector has temporarily suspended flights between Mogadishu to Hargeisa and Berbera," Somali chief immigration officer Mohamed Ali Sheikh said in a statement. "This was prompted after the airlines' failure to implement the immigration regulations set by the government concerning the new passport," he said, adding that airlines that violated the flight suspension would be penalised. Somalia has been pushing for reunification with Somaliland, which broke away several months after the 1991 ouster of dictator Mohamed Siad Barre. Somaliland's appeals for international recognition have been ignored, but it has held several elections deemed to have been free and fair, and has built up many institutions of statehood. Ethiopia troops will not deploy in Somaliland: Ambassador HARGEISA, Somalia Aug 28 (Garowe Online) - Ethiopia's envoy to the breakaway region of Somaliland, Ambassador Wubshet Demisse, has dismissed reports that troops from Ethiopia will deploy in the region. Speaking to reporters from his Hargeisa office, Amb. Demisse said Monday that his government has friendly relations with the government of Somaliland and does not wish to see instability spread to the region. The Ethiopian envoy said Addis Ababa has relations with major political parties in Somaliland, and not just the ruling UDUB party of President Dahir Riyale Kahin. He said his government would never interfere in the region's internal affairs and denied any involvement in the arrest of QARAN party leaders by Riyale's government earlier this month. Domestic and international rights groups have condemned the QARAN leaders' arrests, noting that the three men were "harshly" sentenced to nearly four years each. [ Full story] Market talk in the breakaway Somaliland capital Hargeisa focused on rumors that President Riyale's administration might deploy Ethiopian troops to the region if the opposition continues to expand. Fears worsened when President Riyale visited Addis Ababa earlier this month to hold talks with senior Ethiopian officials, including Prime Minister Meles Zenawi. Riyale was joined on his trip by Gen. Nuh Tani, commander of the Somaliland army. Opposition political parties are entangled in a row with the government, leading to parliament's recent rejection of two officials Riyale nominated to the elections committee. The majority of seats in Somaliland's lower house of parliament, the House of Representatives, are controlled by two opposition parties who cooperated in rejecting the president's nominees. No nation in the world has recognized Somaliland as an independent country since the region seceded from Somalia in 1991. Presidential elections are scheduled to be held across Somaliland next year. Ethiopian troops deployed into central and southern Somalia late last year to support the country's interim government gain control, but there is neither peace nor control eight months later.

MOGADISHU, Aug 28 (Reuters) - Military officials from Burundi were in the Somali capital Mogadishu on Tuesday to prepare the long-awaited deployment of peacekeepers. About 1,600 Ugandan soldiers have been in the city since March as the vanguard of a planned 8,000-strong African Union (AU) forces. No other countries have sent troops yet. "A team of Burundians arrived in Mogadishu on Monday for a reconnaissance mission," said Captain Paddy Ankunda, spokesman for the AU force. "They came to inspect bases for their troops. We expect them (to deploy) as early as September." Ankunda said the 10-man Burundian team had promised to send two brigades of 860 soldiers each. Burundi had earlier said its troops would deploy in the Somali capital in July. Without support, the Ugandans have been restricted to guarding Mogadishu's sea and air ports and presidential palace, as well as providing security for top government officials. The peacekeepers have been the victims of a persistent, Islamist-led insurgency that has targeted government troops and their Ethiopian military allies, mostly with roadside bombs. Police and residents said at least three civilians were killed in a grenade attack and shooting in the city's sprawling Bakara Market on Tuesday, while a police spokesman said three insurgents were also killed late on Monday in a gun battle. Addis ABaba, Ethiopia - The President of the Republic of Djibouti, Ismail Omar Guelleh, has built a hotel in Dire Dawa town which is to be inaugurated next month, Iltireh Daher, Counselor at the Djibouti Embassy in Addis Ababa and Private Agent of the President told Capital. The hotel, which cost around 40 million birr to build is located near the Dire Dawa Stadium. "All necessary equipment required for the hotel has already been installed. The construction of the hotel is completed, the internal collections are ready and we are currently expecting the official inauguration next month in the presence of Ethiopian officials and the President himself," Iltireh said. The five story building has taken eight years to complete though the construction had been put on hold at one time. "The reason that the President built this hotel in Dire Dawa is because he personally wants to model positive thinking. I note that he wants to see good thinking converted into actions and he wants the development of Dire Dawa, which is his home town. That is why he built the hotel," he said. When the hotel is fully operational it will provide jobs for 70 people. "The hotel has 36 guest houses, a multi purpose hall, a presidential suite and all amenities that a decent hotel requires," he added. It was also learned that President Omar Ghelleh desires to diversify his business and invest more in Dire Dawa town. President Ismaïl Omar Guelleh was born in Dire Dawa in 1947 and is the second president of Djibouti, succeeding his uncle, Hassan Gouled Aptidon, in 1999. In 1999, Djibouti's first multi-party presidential elections resulted in the election of Ismail Omar Guelleh; he was re-elected to a second and final term in 2005. Djibouti occupies a strategic geographic location at the mouth of the Red Sea and serves as an important transhipment point for goods entering and leaving the east African highlands. Source Nazret.com
