^ It had nothing to do with the city not being cooperative with the admin but rather the admin failed to fulfill it's responsibilities. Also that city had only one major riot during Cade's rule and that riot was in respond to a fake money that was getting printed in bosaso by the admin which caused the soaring of commodity prices in garowe and other parts of the state. Of course reer garowe were the only people who rioted at that time and that is because they were the nearest to the admin offices and the people who were responsible for their pains.

Cawkow Cade was just one big ciyaalka xaafada saxiib and his admin could not even manage the security of Garowe, the capital city let alone other parts of the state. I remember at one point in garowe, gangs of small kids rose and they were shooting each other at night with pistols. Because there were no police to clamp down on these youngsters, the city's elders and some business folks had to come together to start hiring police to tackle the problem since the admin was not able to do so. To me at that point i just said this guy is useless. The only thing that guy is admired for is the fact that he stepped down peacefully....

I have another question... How genuine is your new leader? As far as I know this guy was looking for presidency for long long time which makes you wonder if he has a genuine principal at all other than the fact that he wants to be on the top seat. He run for presidency in puntland, thereafter realized he wansnt going to make the cut, then decided to run for vice presidency and lost big time to another reer tolka. Rumor has it, he was pissed and left puntland despite being offered a ministerial position which some of his fellow contenders accepted with dignity and started to change the system within.
