  1. Paragon, all previous concessions legally expired in 1999. On this basis the old concessions ahve no legal basing at all. Secondly the wetsernconcession holders declared Force majeure thus voiding their obligations to the concessions. I say to you now, there are no concessions, except what is now held by range.

From the Office of the Puntland Parliamentary Speaker presenting the agendas for the 16th session of Parliament, which is scheduled to officially open on June 15, 2006. The agendas Parliament will discuss in the upcoming session are as follows: - Annual budget review. - Ratification of Cabinet ministers as per Article 47.5 of Puntland Charter. - Five-year Development Plan. - Special Capital city law as per 7.2 of Puntland Charter. - District and regional boundary law as per Article 81.3 of Puntland Charter. - Cooperation law between Puntland and international aid organizations. - Ratification of agreements signed by Puntland administration, including natural resources, as per Articles 47.1 and 47.8 of Puntland Charter. - Law separating powers between federal, regional and district governments as per Article 52.5 of Puntland Charter. - Citizenship law as per Article 38.4 of Puntland Charter. - Multi-party law as per Article 12.5 of Puntland Charter.   6. codetalker, the cessation of deadly battles is of far more importance than profits. Unfortunately money and greed is often the cause of war. Regarding the Gedi letter available on Garoweonline. It is factual that Garoweonline is a melbourne, australia, based organisation. The Gedi letter it seems was made available a day before the directors of range resources received the letter. I have concerns about the authenticity of the letter considering that the directors never received the letter but garoweonline, who have offices in the same city as range resources received the ltter, even though they were never addressed as recipients of the letter.
  7. codetalker, Garowe online is registered in Australia. If somalia/puntland want to have a war, I'm sure thet'll do this without ranges interests. The country's history is riddled with skirmishes between clans, this retards progress.
  8. codetalker, the range donation to the building of the airport was only discussed about one month ago, I suggest to you that it takes more than a month to build an airport, this possibly being the reason that it is not yet complete. With regards to the monthly payments to the PL administration, these are being done by Range as agreed, Range has no control of the funds once paid. The range deal is purely an exploration deal,not a mining or oil producing deal. Once minerals ad oil of economic qualities are found then new agreements need to be drawn up.
  9. General Duke, like any exploration company, until they drop a drill into the ground and see the black stuff come out there is no guarantee. But range has acquired geological surveys and reports which indicate the presence of oil. If you would like I can go into detail here.
  10. General, I also believe that once a JV arrangement will be finalised there would be a an arrangement for the puntland authorities to receive a royalty from production.

  13. general Duke, a debate requires two sides does it not? Just like the participants here rely on media and talk from the ground for their information, I also seek the same information. obviously an investor seeks to profit, but profit should come with ethics and I believe and hope that the investment range is making in puntland will be ethical and will be to the benefit to the people of puntland as well as to the investors.

I am not somalian, and yes I am an investor, however i do not belive I have posted anything non factual or inflammatory. My intention is to get an understanding of local culture and ideaology which this forum has allowed me to do. I am open to honest debate and welcome criticism where valid and have no issue with being corrected with evidence of fact.
  15. somalipride thank you for your informative post. I cannot see how ranges investment in puntland can be anything but beneficial to the country which has been ravaged by anarchy and war. Any development in the country would create employment, infrastructure and hopefully some sense of order, all of which are lacking at the moment. A lot of money would be invested in the country which can only make it richer. i challanege maakhir to proposing an alternative solution to Puntlands problems.

Codetalker, with regards to comments that Mr Povey's payments being a bribe, I'm sure that these payments must be fully transparent as all transactions being done by range are under the scrutiny of the australian stock exchange and the australian investments and securities commision. Another australian company , the australian wheat board is now thw victim of an investigation following bribes in Iraq. I do not believe it is appropriate to question the integrity of Mr Povey.

Monthly payments are being paid and the donation for the airport is binding by what I assume to be a legally binding contract. Without Povey's donation do you think the airport would happen?

  21. I find it most interesting that most (all) of the negative press regarding RangeResources is on Garowe.com and little is mentioned in other media outlets. Furthermore, Garowe's homepage has a big link to Farole's 5 year plan for Puntland. We are all aware that Farloes supporters were all involved in the shooting last month, and Farole was strongly opposed to Ranges' deal and he was ousted after the gun battle. Is it plausible to suggest that the negative press in Garowe has something to do with Farole?
