HOL is pushing it a bit there with total garbage that is easily refutable. Peaceful transfer of power occured in puntland between cade muse and farole. So its nothing new. The only thing I can give credit for is the one man and one vote system somaliland has done other then that their is nothing else they have achieved, the state itself is not democratic because their is no freedom there. I mean even teams from gabiley tried to come to football tournament but was turned away by their own dictators. Secondly the IDPS in somaliland are lot less then puntland. Its reported somaliland has 35000 idps where-as puntland has 100,000. I have never seen somaliland even do anything for IDPS like job creation, piped water, schooling and so forth however all of this has been done for them in Puntland. Where do u see an IDP in somaliland being trader and owning hotels like this guy here I think HOL is just exagerrating or was probably induced by somalilanders to vote them in and in return they give him a girl. But I will not accept that somaliland take cares of IDPS better then puntland because I can bring thousands of pictures and articles from puntland that show the hard work that is being carried out for the IDPS in our state when those funds could easily just go to our rural folks. The fact of the matter is somaliland democracy is simply on paper its not practised except once every 4 years at election time and after which their government returns back sleeping in morgan house, looting air cargo, fining ships $2 million dollars and all sorts of thuggery at the official level. Anyways I think the professor analysis is spot on and as for his 2011 predictions regarding Puntland politices I think president farole will hang in there with Somalia only to a certain extent of course. I believe if somalia fail to reach some sort consensus in the up-coming political conference to be held in Puntland then puntland will say they have tried as much as they can and will separate not go indepedent but separate until the forces in the south are ready to accept federalism. So thats my guess I think Puntland will become de-facto status without declaring indepedence. As for the donor nations well Puntland has become fed up with them there is no question about that and from the amount of news pieces I read in 2010 alot of them had to do with criticising the donor nations not providing development funds as required and puntland has enacted tougher laws with the donor organisation operating inside puntland and making them more accountable by declaring each year what they have done for puntland. Puntland becomes more independent of the T.F.G. and donor policy. As the stasis has persisted, Puntland’s administration led by President Abdirahman Mohamed Farole appears to have decided to pursue a policy that positions it as more independent of the T.F.G. than it had been previously. Whether this move leads in the direction of declaring independence will depend on Puntland’s success in moving the T.F.G. and its international supporters towards a “federalist” formula for post‐independence Somalia that gives Puntland a generous autonomy in regulating its internal affairs and development. At present the situation cuts two ways. Whereas past T.F.G. administrations had included a president or prime minister from Puntland’s dominant northern ***** clan family, the new T.F.G. administration’s prime minister is a southern *****, Mohamed Farmajo. The change in the T.F.G. has led to a perceived loss of influence in the T.F.G. by Puntland. Washington’s dual‐track policy, on the other hand, could convince Puntland to stick with the T.F.G. if the donors demanded that it be executed with Puntland’s affiliation with the T.F.G. Puntland has been disaffected with both the T.F.G. and the donors, although it desires aid and diplomatic support from the latter. The administration claims that it has not been consulted on the future of Somalia when the T.F.G.’s mandate is either extended beyond August 2011, or the T.F.G. is replaced by a permanent government. I love how we as puntlanders speak about realities facing our state, this will result in open dialogue and sharing of ideas to better our people and state. Other regions in Somalia do not hold these type of discussions regarding the situation of their people. I mean can you imagine openly sharing ideas under shabab in mogadishu? I doubt it. We need to assess our weaknesses and turn them into our strengths and our enemies will be left behind in the dark ages because they dont face their problems and needless to say will never advance. For example today Puntland has an airforce and strong marine institute that is developing. I believe these security appratus will add to our already strong police and pis institutions. I believe the democratization of Puntland is long over-due because if any region in Somalia is truly democratic it's puntland. I say this because where-else do you see all somalis living freely and under no threat except in puntland? I cant go to hargeisa and talk about somalia that is not democracy at all. I dont think I could ever dare open a hotel puntland in hargeisa where-as we the advanced people of puntland allow somaliland to open up a hotel in bosaso called hotel somaliland. You judge who is more democratic? Puntland The fact of the matter is puntland citizens are democratic by nature and its time our political system reflects this, we need to take this step into having a democratic region where the people vote for the best man. This will lessen wars in puntland because everyone will know the majority has voted for the president and will respect the system. I believe this is a long over-due journey for puntland and I call upon President Farole to make the dream become a reality. 2011 I want to see in Puntland active political parties and also mr farole educating the citizens about the new system. We should use 2011-2012 as the year we educate puntlanders on the democratic system puntland will be having, opening of political party offices in the state. The political parties should acquaint itself with the people and help in spreading the message of democracy from cities to towns. Once we have puntlanders all educated about the system 2013 will be the election year where the parties will actively sell their program to the public.

SOMALIA: Puntland is Deeply Concerned About Somaliland’s Growing Ties to Al Shabaab January 1, 2011 Hon. Abdi Jamal Osman Mohamed, the Deputy Minister for Security, read the press release to local and international media PRESS RELEASE (Puntland State of Somalia) The Somaliland Administration has repeatedly issued hostile public statements regarding Puntland’s efforts to ensure its own security. We want to clarify that Puntland Government security forces have duties to defend the State by fighting terrorists, pirates, human traffickers and all forms of organized crime. Puntland government forces are obligated to ensure internal security and stability. Therefore, it is a big surprise that the Somaliland Administration sees this security effort as a threat. It is noteworthy to mention that the Puntland Government has conducted a number of anti-piracy operations to free vessels carrying goods for Somaliland, and Puntland security forces incurred casualties during these operations. The series of public statements made by Somaliland officials in Hargeisa, culminating with the chairman of KULMIYE ruling party’s BBC interview on 30 Dec 2010, once again underlines the incitement, the beating of war drums, and the speaking of minerals in language that is identical to Al Shabaab spokesman Mohamed Said Atom, that Somaliland still provides a safe haven and is organizing support for the fleeing remnants of Al Shabaab terrorist group, which was recently defeated in Galgala hills area (Al Medo mountain range). Puntland is always ready to help Somalia, to maintain good neighborly relations, to promote cooperation, and is not an enemy to anyone. Furthermore, Puntland is busy advancing grassroots reconciliation among all Somalis, as Puntland has already brought together Islamic scholars, Somali women’s conference, and most recently, the 18th Somali National Football Tournament that was held for the first time since 1987 (23 years) and concluded in Garowe on 31 December 2010. The Puntland Government is committed to improving its own security to ensure social and economic development, which is a precondition to creating an environment that permits Somali and foreign investment. Their aircraft was seized earlier this month carrying military equipment bound for the neighbouring semi-autonomous state of Puntland. The company behind the flight, Saracens International, denied it was illegal. Initial reports said all six of the crew were Russian but the Itar-Tass news agency says only three were Russian citizens. The nationality of the other three remains unclear. A court in the Somaliland capital, Hargeisa, on Thursday sentenced the six to a year in jail and fined them $500 (£320) for supplying military equipment to an enemy. The uniforms and mines which were found on board the aircraft were confiscated by the court. Reports say the Russians were told that if they paid a larger fine they would serve a shorter sentence. Some South African journalists on the plane, which had landed without permission in Hargeisa to refuel, were released earlier. BBC Africa analyst Martin Plaut says that this is a very murky case and that many elements of it are unclear. Disputed territory After the crew were arrested the interior minister of Somaliland, Mohamed Abdi Gaboosi, said the cargo was in violation of the United Nations arms embargo on Somalia. Saracens - a private military contractor, which is based in Uganda and South Africa - told the BBC at the time that the cargo was destined for its operation in Puntland, where it is training an anti-piracy force. Somaliland declared itself independent from Somalia in the early 1990s, but is not internationally recognised. It is relatively stable, unlike the rest of Somalia, and organises regular elections. However, it has a border dispute with Puntland and the two security forces occasionally clash. Unlike Somaliland, Puntland says it does not seek recognition as an independent entity, wishing instead to be part of a federal Somalia.
