Mogadishu, Somalia (APA) - President Abdullahi Yusuf and Premier Nur Adde Hassan Hussein of the Transitional Federal Government (TFG) of Somalia arrived on Thursday afternoon in Addis Ababa for consultation with Ethiopian officials, including Ethiopian PM Meles Zenawi. The two Somali officials travelled to Ethiopia despite Islamists’ advances in capturing many cities in the country. On Wednesday, Islamic insurgents seized a strategic port city in Somalia. President Yusuf and PM Hussein have so far held talks with the Ethiopian Foreign minister Seyum Mesfin. They are also expected to discuss the current situation in Somalia with Ethiopian PM Meles Zenawi. In December 2006, Ethiopia sent thousands of troops to back the TFG in toppling the Union of Islamic Courts (UIC) which ruled the country for six months. Sources in the Ethiopian capital told APA the two officials are here to consult with PM Meles Zenawi on the country’s political affairs, which is becoming “worrisome” for TFG officials. In the past few months, Ethiopia mediated between these two Somali officials who have differences on handling the country’s political affairs. Report identifies UK terrorist enclaves The document, which was drawn up by the intelligence branch of the Ministry of Defence, MI5 and Special Branch, states that "some thousands" of extremists are active in the UK. They are predominantly UK-born and aged between 18 and 30, and many are believed to have been trained in overseas terrorist camps. Under the heading "International Terrorism", the report, which is marked "restricted" states: "For the foreseeable future the UK will continue to be a high-priority target for international terrorists aligned with al-Qaeda. It will face a threat from British nationals, including Muslim converts, and UK-based foreign terrorists, as well as terrorists planning attacks from abroad." The report states that the threat from the Islamist extremist community in the UK is "diverse and widely distributed" but adds that the numbers of terrorist in Britain is "difficult to judge". The document does state, however, that the Joint Terrorism Analysis Centre, which is based in MI5's headquarters at Thames House in London, estimates that there are "some thousands of extremists in the UK committed to supporting Jihadi activities, either in the UK or abroad". A year ago Jonathan Evans, the director general of MI5, said in a speech that his organisation had identified that there were at least 2,000 individuals who posed a threat to national security and public safety. Since 2001, over 1,200 terrorist suspect have been arrested, over 140 have been charged and more than 45 have been convicted of terrorism offences, according to Home Office figures. It is also estimated that there are some 200 terrorist networks functioning in Britain today who are involved in at least 30 plots. But this latest security assessment appears to suggest that the number of individuals who now pose a threat to the UK is even higher. The report continues: "The majority of extremists are British nationals of south Asian, mainly Pakistani origin but there are also extremists from north and east Africa, Iraq and the Middle East, and a number of converts. The overwhelming majority of extremists are male, typically in the 18-30 age range. "The main extremist concentrations are in London, Birmingham, with significant extremist networks in the South East, notably Luton. Extremist networks are principally engaged in spreading their extremist message, training, fund raising and procuring non-lethal military equipment to support the Jihads in Pakistan, Afghanistan and Iraq, and sending recruits to the conflicts. "UK-based extremists, either under the direction of al-Qaeda, or inspired by al-Qaeda's ideology of global Jihad, have also engaged in attack planning in the UK." Although the document specifically names London, Birmingham and south east England as areas of extremist activity, MI5 believe that the threat posed by Islamist extremists comes from across the UK. In an attempt to deal with the growing number of terrorists, MI5 now has nine regional offices and has almost doubled its staff numbers from 1,800 in 2001 to 3,500 today. There are around 1.5 million Muslims in Britain, a million of whom live in London. There are 150,000 Muslims in Birmingham and a further 27,000 in Luton. There are also an estimated 10,000 Afro-Caribbean Muslims or white converts. Some of the terrorists involved in the plot to bring down airliners using liquid bombs came from London, where a bomb factory had been established. Birmingham, one of the centres of Islamic radicalisation in Britain, was where a plot was formed to kidnap and behead a British soldier. The plot was lead by Parviz Khan, an unemployed charity worker who formed a terrorist cell in the city. The extremists planned to video the execution and release the film on the internet. Luton has a growing Muslim population and has been a hot-bed of radical activity. The extremist group al-Muhajiroun has also been very active in the town. The 7/7 bombers assembled in Luton, before travelling to London to carry out their attacks. The document also reveals that many of the terror networks operating in the UK include extremists who have been trained in terrorist camps overseas and have "some ability to construct improvised explosive devices, incorporating home-made explosives". It adds: "The availability of training/guidance and the necessary components to build improvised explosive devices (IED), allied with extremists' known targeting preferences, mean that IED attacks against crowded places, intended to cause mass casualties, are the most likely form of attack in the UK." It is also made clear in the report that al-Qaeda cells are planning further attacks in UK with the so-called Government Security Zone (GSZ), an area which covers the Houses of Parliament, Whitehall, Buckingham and St James' Palaces, as a possible target. The threat level in the GSZ is described in the report as "severe". Security officials are convinced that UK-based al-Qaeda cells will attempt to carry out another "spectacular" inside the UK with major transport termini, such as airports and train stations, being the most likely targets. Patrick Mercer, the Tory MP for Newark, said al-Qaeda now had support in large parts of the country, especially around Luton which was the spot where the 7/7 terrorists assembled before travelling to London to mount the Tube bombings. He added: "We know that subversion and support for al-Qaeda is taking place in campuses and prisons all over the UK. The fact that we have not been attacked for over two years should not be taken by anyone as evidence that the threat has gone away, in fact it is just the contrary." Sums thought to be totalling tens of thousands of pounds a week are being sent to the Shabaab militia, a fundamentalist Islamic group blamed for sentencing a 13-year-old girl to be stoned to death in the southern city of Kismayo. The execution, details of which were revealed last week by Amnesty International, was imposed on the girl, Aisha Ibrahim Duhulow, after she complained to a Shabaab-run Sharia court that she had been gang-raped. Instead of sentencing her alleged attackers, the court found her guilty of adultery and sent her a local stadium, where she was buried up to her neck in sand and then stoned in front of a 1,000 strong crowd. The brutal punishment was part of the Taliban-style Islamic regime imposed on the city by the Shabaab, who are designed as a terrorist group by the United States and whose leadership was the target of American missile strikes earlier this year, A London-based Somali community leader has claimed that much of their funding is coming from the Somali diaspora in Britain, many of whom support the groups' fierce guerrilla war against Somalia's long-time enemy Ethiopia, which invaded in January 2007. "People are sending money over to back the Shabaab because they want to see the Ethiopians kicked out, even if they don't have much sympathy with the Islamist agenda," said Mohamed Abdullahi, director of the UK Somali Community Initiative. "But over here in Britain, they are not seeing the violence that they are fuelling, or realising that al-Shabaab has some very hardline policies. Many people here were shocked to hear about the stoning incident, and said that it was not Islamic. In that case, they should think twice about sending money." Ethiopia sent troops into Somalia as part of a US and British-backed bid to topple the Shabaab's more moderate allies, the Islamic Courts Union, and replace them with internationally-backed transitional federal government. Although the courts union had managed to impose order on the lawless nation, which has been without a functioning government since 1994, it was suspected by Washington of harbouring foreign al-Qaeda fighters. Since the invasion, however, the country has reverted into all-out anarchy and clan warfare, with the increasingly brutal anti-Ethiopian insurgency costing thousand of lives and sparking a refugee crisis that has spilled into neighbouring Kenya. "Many Somalis are funding the Shabaab now because they remember the peace that the Islamic Courts Union brought when they were in power," added Mr Abdullahi. "Even if it meant a hardline Islam, they were prepared to put up with it because it was better than the complete chaos before," Mr Abdullahi said that most of the money being channeled to the Shabaab came via the traditional hawala money transfer system, an informal wire service arrangement which is hard for the authorities to monitor. Post-September 11, hawala agents in Britain agreed to abide by money laundering rules, but in practice there is little real restriction on which inviduals they send money to in Somalia. "I am hopeful that he will help end major crises in the world, particulary the endless conflict in my country Somalia. This was an historic election in which a proper leader was elected. This is a great moment for America and Africa." How will ina Xussen Obama help with ending the conflict in Somalia? If anything - this Presisident-elect will bring an end to believing the wolf cries of leaders such as Yeey who claim to be fighting against Al-Qaeda. He, Barack, will only pursue substance, evidential and concrete facts in his policies to bring and end to 'conflicts' engulfing the World and fueled by Bush doctrine.

JB hada ma dhaletey.....starting from Jirde and sons to any S/lander who had business were donating to Barre's funds into alleged aid for people affected by the civilwar amid the SNM and the Barre regime. Not mentioning that both Riyaale and honourable Cigaal were tooting, in the case of Riyaale - working loyaly , for Barre's regime. But in reality the funds were for funding troops and logistics against the SNM. That aside why highlight donation of Jaaliyada reer Mogadishu - where is that of Puntland, Reer Gedo, Kismayo, Galmudug and the rest. Or is the implication that they are not guilty through association.

There is no difference between that pathetic display of that day and that of today. Jaaliyaada reer Mogadishu action should not be publicised in a manner that looks like they are trying to avert criticism and blame for the crimes committed by individuals who are S/landers. That aside I doubt whether the criminals behind this cowardly act are against Somalilands declaration of independence - they are against the living of other humans. Hence attaching their criminality to your declaration of independence will be worthless if not diminish it all. And not only in you - but I saw it last night with Silaanyo, Riyaale, Waraabe and all other politicians who had a mic - stating that their cessesion will not be disrupted by this suicide bombing. Fair enough but and a big BUT in here it is not connected at all. Silaanyo went a bit far by saying that the International Community should urgently reconsider the recognition of Somaliland State in order to avert such atrocious actions in the future - he is a good and seasoned politician but he is playing the wrong cards in there. For the first time I liked Warabe though - he publicly asked the S/landers not to avenge their anger on the Somali refugess since they themselvs fled from such criminals and had nothing to do with what happened.Very good and wise point indeed.

DECLARATION OF THE 13th EXTRA-ORDINARY SESSION OF THE IGAD ASSEMBLY OF HEADS OF STATE & GOVERNMENT NAIROBI, KENYA, OCTOBER 29TH, 2008 The IGAD Assembly of Heads of State and Government held an Extraordinary Meeting in Nairobi on 29th October 2008 under the Chairmanship of H.E Meles Zenawi, Prime Minister of the Federal Democratic Republic of Ethiopia and Current Chairman of IGAD to consider the political, security and humanitarian situation in Somalia. The Assembly was attended by H.E. Ismael Omar Guelleh, President of the Republic of Djibouti, H.E. Mwai Kibaki. President of the Republic of Kenya, H.E. Yoweri Kaguta Museveni, President of the Republic of Uganda, H.E. Abdullahi Yusuf, President of the Transitional Federal Government (TFG) of Somalia, H.E. Salva Kiir Mayardit, 1st Vice President of the Republic of Sudan. Honorable Germain Niyoyankana, Minister of National Defence and Former Combatants, Republic of Burundi participated at the Meeting in Burundi’s capacity as troop contributing country to AMISOM. The Assembly was preceded by the 29th Extraordinary Meeting of the IGAD Council of Ministers, held in Nairobi on 28th October 2008. The Assembly was briefed by H.E. Erastus Mwencha, Deputy Chairperson of the African Union Commission, H.E Ahmedou Ould Abdellah, Special Representative of the UN Secretary General to Somalia, and Senator Mario Rafaelli, Italian Government Special Envoy for Somalia, representing the Chair of IGAD Partners Forum (IPF). The Assembly also held intensive consultations with the Leadership of the Transitional Federal Institutions (TFIs) and Members of the Transitional Federal Parliament (TFP) of Somalia. After deliberating at length on the prevailing political and security situation in Somalia, the Assembly adopted and issued the following Declaration. We the Members of the IGAD Assembly, 1. Take note of the statements made by the representative of the African Union, the United Nations, and the IPF. 2. Take note also of the remarks and submissions made by the Leaderships of the TFIs and Members of the TFP of Somalia. 3. Express profound concern regarding the political paralysis in Somalia contributing to the continuing deterioration of the security situation in the country as well as to the near hopelessness of the existing situation with respect to achieving the objectives of the transition period as evidenced in the complete failure to establish institutions of governance only nine months before the end of the transitional period. 4. Regret the lack of unity and unhelpful competition among the leadership of the TFIs as their working at cross-purposes has been the principal factor that has allowed the deterioration of the security situation in the country, and led to lack of progress in the national reconciliation effort. 5. Call upon the international community to support the strengthening of the TFIs through capacity building and provision of technical assistance. 6. Call further on the international community to provide the urgently needed humanitarian assistance to alleviate the suffering of thousands of the displaced Somali population. 7. Note that delays and prevarications of the international community in its response to repeated calls and appeals by IGAD, the African Union, and the United Nations to strengthen and provide the necessary support to AMISOM had a direct consequence and impact on the political as well as security developments in Somalia. 8. Note further the increased incidents of piracy along the Somali coastline and welcomes the United Nations Security Council resolutions 1816 and 1838 authorizing the use of force to combat the vice. 9. Commend the Governments of Uganda and Burundi for contributing troops to AMISOM and the Government of Ethiopia for deploying its troops to Somalia under bilateral arrangement with the TFG, and salutes the AMISOM and Ethiopia troops for their commitment to fulfill their tasks under difficult conditions 10. Welcome the agreement signed in Djibouti on the 26th October 2008 between the TFG and the Alliance for the Re-liberation of Somalia (ARS) on the Implementation of cessation of armed confrontation. 11. Welcome further the agreement on the formation of a unity government of Somalia based on the principle of 4.5, and an inclusive Parliament. 12. Urge the TFG and the ARS to implement fully and in good faith the Agreement reached in Djibouti on 26th October 2008 and call upon the Members of TFP to endorse the same without any delay. 13. Decide that the TFIs shall implement the following as per the following timelines: 1. Appoint a Cabinet on the basis of the previous resolution of Parliament of 11 October 2008, within 15 days of the issuance of this Declaration. 2. Establish a Joint Security Committee (JSC) and its sub-committees as stipulated in the Djibouti Agreement that shall be operational effective 10 November 2008 but not later than 25 November 2008. 3. Establish the Banadir administration as stipulated in the Addis Ababa Roadmap within 15 days of issuance of this Declaration. 4. Finalize the drafting of the Somali Constitution, enact electoral and parties law within 6 months of the issuance of this Declaration. 5. The issue of the extension of the transitional period might be considered in accordance with the provisions of the Transitional Federal Charter (TFC) on the basis of the progress made on the ground. 6. Submit progress reports of the implementation (of the above decisions) every 2 months to the IGAD Council of Ministers meeting, which shall review the progress made. 7. IGAD Assembly of Heads of State and Government to meet every 6 months to review the progress made in the implementation of these decisions. 14. Decide to establish mechanism headed by a Facilitator to help monitor the implementation of the above decisions and report to the IGAD Council of Ministers and the Assembly of Heads of State and Government on the progress made. 15. Decide also that there must be a coordination mechanism among the IGAD states in the area of institutional and capacity building. 16. Decide further that the anchor of all the efforts in relation to Somalia must be IGAD. 17. Reiterate that in default of the above, the IGAD Assembly shall meet and review its options, as it will not be business as usual. 18. Urge the United Nations to take expeditious measures to fulfill its share of responsibilities as stipulated in the Djibouti Agreement signed on 19th August, 2008 and its modalities of Implementation as agreed upon by the parties, in particular the request to cover the financial needs of the 10,000 strong police force starting from 5th November 2008. 19. Recommend to the Parties and the Special Representative of the Secretary General of the United Nations for Somalia to be flexible in terms of modalities and timelines of implementation of the Djibouti Agreement(s) by the parties. 20. Thank the government and the people of Kenya for hosting the Extraordinary Assembly of Heads of State and Government. 21. Decide to remain seized of the matter.
