HARGEISA, Somalia, Oct 29 (Reuters) - Fighting broke out on Friday between the armies of the rival Somali territories of Puntland and Somaliland following weeks of growing tension after a former Puntland warlord was elected Somalia's new president. Fighters from the breakaway northern enclave of Somaliland fought forces from Puntland's regional administration at the village of Adi-Addeye, about 30 km (20 miles) north of Las Anod, a flashpoint during previous flare-ups between the two armies. Somaliland Minister of Information Abdillahi Mohamed Du'ale said 22 Puntland fighters had been captured but there no immediate word on casualties. Somaliland Defence Minister Ismail Aden Boss told Reuters: "Forces loyal to the (Puntland) regional administration attacked Somaliland Security forces from three sides, with heavy weapons around 9.00 a.m." He added Puntland had been reinforcing its forces in Las Anod for "some time". Puntland and Somaliland have fought sporadic clashes for years over several eastern areas of Somaliland that Puntland's leaders claim as their own on the basis of ethnicity. Tensions between the two regions rose sharply after lawmakers elected warlord and Puntland political boss Abdullahi Yusuf as president of Somalia at national peace talks held in neighbouring Kenya on Oct. 10. Many in Somaliland see Yusuf as their arch foe, accusing him of instigating the clashes between Puntland and Somaliland. On Oct. 12 the Somaliland government warned Yusuf against any attempted aggression and said it was on alert against any move to reunite Somaliland with the rest of Somalia. Somaliland, a former British protectorate on the Gulf of Aden, declared independence from anarchic Somalia in 1991 and has since enjoyed relative peace, but is unrecognised internationally. Puntland broke away from Somalia in 1998 to escape the militia anarchy of southern and central Somalia. It also is not recognised internationally. The territory of 3.5 million to 4.5 million won independence from Britain in 1960 and quickly joined neighbouring ex-Italian Somalia in the south and east to form a united republic. But an uprising against Somali dictator Mohamed Siad Barre in the 1980s was followed by years of devastation as he turned his forces against the northwestern enclave. When Siad Barre fled the country in 1991, Somaliland split away. The rest of Somalia slid into lawlessness and clan-based factional conflict which is still continuing. The independence of the normally peaceful enclave has never been recognised by the international community, something which rankles with many ordinary people and the government. Local media reports said, without elaborating, that both sides were using heavy weapons and that the sound of fighting was heard in Las Anod. In September three people were killed and four wounded in a previous flare-up.

Fred Oluoch, The East African, ANALYSIS NAIROBI, 26 Oct. 2004--There is apprehension that the election of a former warlord could send the wrong signal to other personalities who have taken up arms in Africa THE NEW Somali government might have been welcomed as a major positive step towards peace, but the election of President Abdullahi Yusuf Ahmed has been grudgingly received by some representatives of Western countries in Nairobi. Though none has openly expressed displeasure with the election as it is a major development towards peace in Somalia, with the alternative being the continuation of chaos, The East African has established that some Western diplomats in Nairobi are not overly enthusiastic about the outcome compared with how they received the Sudan peace process. They are afraid that the election of a former factional leader will instead create a conglomerate of warlords, who will in turn gain respectability instead of being held accountable for past human rights abuses. Learning from the example of former Liberian president Charles Tailor, a former warlord, some Western countries, sources say, would have wished to see the election of a neutral and untainted personality who would lead the country to a fresh start, leaving behind old rivalries and clan interests. A case in point being cited is the Afghanistan interim president, Hamid Karzai, who had no connection with the various factions in Afghanistan. Already, some of the Somali warlords, led by Hussein Aideed, have warned the new president that he must form an all-inclusive government -meaning include all warlords - or forget about peace in Somalia. The apprehension of Western envoys rises from the realisation that the election of the former warlord could send a wrong signal to other personalities who have taken up arms in Africa and that it does not encourage the rule of law and democracy on the continent. This comes as the Somali people and the frontline states including Kenya, are looking to the international community to foot the bill for the reconstruction and military observer force to disarm the militia before the new government leaves Nairobi for Somalia. The United Nations has estimated that at least $5 billion will be needed to rebuild Somalia in the long run. Yet some stakeholders in the Somali peace process fear that some Western countries may not be too keen on giving grants for the new Somali government to start its operations. But the European Union head of delegation in Kenya, Derek Fee, told The East African that the Union is currently working on a programme to support the new Somali government, though they are yet to decide in what form and how much they are ready to offer. "So far, we are happy with the whole process. We are waiting for the new government to become operational, especially after the appointment of the prime minister, so that we can engage the government on what role we can play," said Mr Fee. The EU has been very supportive of the Somali peace process morally and financially, for the past two years. Also optimistic was the Kenyan Assistant Minister for Foreign Affairs, Moses Wetangula, who despite conceding that some people might be nervous about the new president over the role he played as a former factional leader, was confident that international support would be forthcoming. "This is not the time to think about labels and the president should not be judged by his past, but current posture. A country like Somalia that is emerging from such turmoil needs a strong leader. Furthermore, President Abdullahi has clearly stated that he has transformed himself from a warlord to a peace lord," said Mr Wetangula. Mr Wetangula who has been closely associated with both the Somali and the Sudan peace talks, believes that a broad-based government is the only way forward for peace in Somalia, since, "It is better to engage the warlords in an arena of peace than leave them out and create new avenues for insecurity." He, however, conceded that there is a general donor fatigue over Somalia given the past UN and US experience in the early 1990s when international intervention was ruthlessly repulsed. Still, The EastAfrican established that the Swedish government has planned a consultative meeting for October 27, in which major donor countries and members of the Inter-Governmental Authority on Development (Igad) and Partners Forum (IPF) have been invited to brainstorm on how the international community can chip in. The meeting will also set the timetable for the Donors' Conference on Somalia, which will deal with every aspect of the reconstruction and funding. Notably, the issue of funding and how to transfer the new government to Mogadishu, topped the agenda of the Igad Summit meeting in Nairobi on October 15 that was to be chaired by President Yoweri Museveni of Uganda. In particular, the African Union (AU) is expected to take the lead through the newly formed African Peace and Security Council in organising a military observer force, though the source of funding is yet to be identified. Despite the recent announcement by Igad and the Kenyan government that the new government will move to Somalia within two months, a recent AU reconnaissance mission that studied the security situation in various regions of Somalia, reported that the government can only be installed after the deployment of the military observer force, similar to that in Darfur. But with the Somali situation being more volatile, experts estimate that it will take at least 15,000 troops to contain and disarm the militia. Those privy to the arrangements intimated that the government may not go straight to Mogadishu, but will be stationed either in Baidoa or Kismayu. In the meantime, sources close to President Abdullahi say that he has been busy trying to reach out to various factional leaders with the objective of forming a broad-based government and has been receiving positive responses

Perhaps few people here actually know what General Gaani did to the people of Hargeisa and Burao. Words can not do justice in trying to describe what this evil man had done there, it was pure evil. Unlike Mohamed Siyad Barre who was giving top orders, this evil man not only instructed his koofiyad-cas soldiers to kill systematically, but he himself had executed countless innocent people with his own hands including some on broad daylight in the middle of the city. Many reer Hargeisa remember one well known incident whereby he shot dead five 20yr old students at a famous butchering point named "Badhka - killing fields" outskirts of Hargeisa and left their bodies to rot in the heat of the scorching sun for weeks refusing the people to bury the dead. In one of his other evil stories, there was a day when he personally ordered his security men to kill one reer Hargeisa old man by tieing him behind one of their cars and dragging him on the road till he bleeded to death. These are just but a few examples of how evil this man was, and some nomads here have the audacity to come here and cliam that he was a "Muslim man". How despicable if such men are regarded as muslims, they are not muslims, they are evil.

Somaliland paper says UK Minister Mullin faces "critical questions" during visit October 24, 2004 4:41am Asia Intelligence Wire Text of editorial entitled "Critical questions for Mr Mullin" by Somaliland's English-language weekly The Somaliland Times on 23 October There is no doubt that Somalilanders will warmly welcome Britain's minister for Africa, Mr Chris Mullin, when, he arrives in Hargeysa today at the head of a UK delegation. Mr Mullin, the highest ranking British official to visit Somaliland for over a decade, will come to a country that has risen from the ashes of death and destruction to tackle the arduous tasks of peace making, nation-building, reconstruction, disarmament, repatriation and democratization without international help. Mr Mullin will also find Somalilanders whether government officials or private citizens as friendly towards Britain - a situation rarely encountered there days in the rest of the Muslim world where anti-British sentiments emanating from UK's role in Iraq prevail. As former allies of Britain in two world wars, Somalilanders do feel bitter of course about British government's reluctance until now to recognize their country as an independent state. This despite the fact that as Somaliland's former colonial rule, Britain was under moral responsibility to back this country's demand to exercise its right for self-determination. But the critical questions that Mr Mullin will be asked by his Somaliland hosts will besides the issue of recognition, revolve around the outcome of the Mbagathi talks and the continued occupation of some Somaliland territories by an armed militia belonging Abdullahi Yusuf, the man that the international community has just installed as Somalia's new president. On the question of Somalia's new government, Mr Mullin raised concerns in the region when he told reporters in Nairobi few days ago that Britain was prepared to help Abdullahi Yusuf's government train security forces and to disarm armed militias. The UK minister might have been ill-advised by David Bell, who represented the British government at the recently concluded talks on Somalia, as to hastily endorse British involvement in the disarmament of Somalia's militia groups. The truth is that no disarmament and demobilization effort will succeed in ex-Italian Somalia unless a genuine reconciliation has been achieved first among the clans and factions that were killing and looting each other there for the last 13 years. Unfortunately, however, the issue of reconciliation was left untouched during the Mbagathi talks. And Abdullahi Yusuf is not the type of a leader who would choose to go the difficult path of reconciliation from bottom up. He always believed in enlisting military and financial support from international sponsors in order to overcome his rivals. He tried to do that during the eighties when as leader of an armed group (The Somali Salvation Democratic Front) opposed to Siyad Barre, Somalia's former dictator, he convinced Al-Qadhafi that all what it took to march into Mogadishu was to give him a lot of money and heavy weapons. Qadhafi supplied him with tanks, long-range artillery and undwindling logistical support through Mengistu's Ethiopia. Mr Yusuf's plan however got no where and instead he used his Libyan connection to silence his critics within his SSDF through assassination and to bully the SNM [somali National Movement] which was then fighting for the liberation of Somaliland from Somalia's rule. As Puntland's defacto ruling warlord for the last 6 years, Mr Yusuf treated the resources of his administration as his personal income. The only institution that mattered for him was the militia which he used for terrorizing his own ********* people or picking up fights with Somaliland with the aim of undermining the latter's international reputation as a peaceful place and hence its chances for gaining international recognition. Whatever the nature of the message that Mr Mullin is carrying with him from Mr Abdullahi Yusuf might be, one thing must be very clear: the international community can't possibly continue defying Somaliland's demands for recognition and at the same time expect Somaliland to restrain itself any further in the face of the presence of Mr Yusuf's militia on Somaliland soil. Somaliland is the only part of the former Somalia that can easily mobilize 100,000 war veterans to be ready for combat within 48 hours. If force is the only commodity that regional and international powers seem to respect, then President Riyale shouldn't be blamed if and when he is finally compelled to seek evicting the spoiled warlord of Garoowe from Somaliland's territories through military means.

The Sovereignty Of Somaliland Is Not Negotiable, Says Ahmed Silanyo The leader of Somaliland’s largest opposition party, KULMIYE, Ahmed Mohamud Silanyo, said in an interview with the BBC Somali Service, that his country and people welcome the new government for Somalia, while noting the efforts and resources, which the international community invested in this process. However, he stressed that the Somalia government formed in Kenya does not concern the Republic of Somaliland, and that Somaliland’s sovereignty was not negotiable, rejecting comments by Somalia President that Somaliland is part of Somalia, and that his government will open up negotiations with its administration soon. The republic of Somaliland, former British protectorate, amalgamated with Somalia, former Italian trustee, in 1960. However, after a lengthy civil war, Somaliland reclaimed its sovereignty in 1991, and declared the withdrawal from the union. It has been peaceful since then, and has its own money, military and a democratically elected government. It has not been part to the Kenya process, and it is yet to be recognised by any country. In the eyes of many international observers, the prospects for renewed cycle of hostilities in the horn of Africa region, once again, is real, if the international community does not take an active part in finding a solution to Somaliland-Somalia situation, due to their opposing positions on sovereignty and territory. Asked if it was not up to Somalia and Somaliland to negotiate final settlement to their status, Mr Silanyo, replied: “the international community did not ask the people of Somalia to negotiate and find a solution to their own problems. The Awdalnews Rumor Mill Spun It Again The Awdalnews Rumor Mill spun it again In an editorial titled, "Will Ahmed Silanyo be Abdillahi Yusuf’s prime Minister?", the rumor mill and the Rayaale mouth-piece of Awdalnews have attempted once more to deflect attention from Somaliland’s human rights poor record, the economic failure, the pandemic corruption, the lack of due process, the torture and the suffering of the nation by questioning Ahmed Mohamed Mohamoud’s (Silaanyo) loyalty to Somaliland. That is pathetic and even though such below the belt smear doesn’t deserve commenting on; this one shouldn’t stand since it is coming from Rayaale’s high powered kitchen cabinet. Let us sift fact from the rumor. Fact: "a former SNM leader and Commander-in-chief, one of the architects of Somaliland’s restoration of independence, a Minister in Somaliland’s post-independence governments, the doyen [most respected] of Somaliland’ elite, a man who lost the Presidency by few votes or to put it more correctly by a court decision and a veteran opposition leader, seen by many as a President-in-waiting". This is what Awdalnews, one of the staunchest opponents of Silaanyo said about him. Of course, these are the facts and Awdalnews is smart enough not to deny it but sophisticated enough to sugar coat it with a message labeling Silaanyo as anti-Somaliland. Fact: Many have offered Silaanyo the Somaliweyn primer ship as a reward if he would switch sides like the late Abdirahman Tuur and that is no secret. The person most sought after in Embagathi in order to gain legitimacy, is Ahmed Mohamed Mohamoud (Silaanyo). High Level IGAD officials, Somaliweyn warlords, many other prominent personalities of various nationalities, not to mention the Somaliland traitors have all failed to co-opt Silaanyo. The enticements came in under many wraps including the position of Prime Minister but it was not from Abdillahi Yusuf; rather it was from prominent members of the ****** clan as well as the Somaliland traitors. The propositions courting Silaanyo came before and after the election and kept coming during the Embagathi conference. Because of his outstanding reputation and statesmanship Silaanyo received many offers to jump ship, and that shouldn’t come as a surprise to anyone. It is a matter of conviction, moral values and above all loyalty to Somaliland that made it unpalatable to Silaanyo. Fact: Silanyo and Sifir are long time friends but their political persuasion on the sovereignty of Somaliland is as day and night. No ambiguity there. Unlike many awdalites who blindly support Rayaale on clan basis, Silanyo unequivocally distanced himself from his long time friend’s political affiliation Fact: KULMIYE did condemn Safir and the other traitors. It has under the leadership of Silaanyo publicly condemned in the strongest term and distanced itself from Sifir and the other traitors and further purged Sifir from the membership of the party. Fact: KULMIYE, under the leadership of Ahmed Mohamed Mohamoud, has doubled its effort since August by warning the Somaliweyn warlords and the international community in no less than eight times (8) not to interfere Somaliland‘s sovereignty. For ease of reference here are the dates: August 3rd, August 24, September 01, September 09, September 10, September 22, October 6 and October 11. Compare KULMIYE’s eight (8) times with the ONE (1) time UDUB brief that was blurted out of panic for the first time since Embagathi conference started. Look who is talking! Fact: Mr. Ahmed Mohamoud Mohamed (Silaanyo) has stopped over in Addis on his way to London last week. While in Addis Mr. Silaanyo met the foreign Minister of Ethiopia and once again made it clear that the election of Abdillahi Yusuf has the potential to plunge the horn into another unnecessary war and this time, it would be between Somalia and Somaliland and that as a member of IGAD and a close friend of Somaliland, Ethiopia has a responsibility to rein Abdillahi Yussuf. Fact: Silaanyo doesn’t need to announce his party’s position on the BBC. He did it in Somaliland, where it matters most and blaming Silanyo why he didn’t condemn the election of Abdillahi Yusuf on the BBC is silly but if given the opportunity Silaanyo would re-iterate his position but that isn’t news. What is news is when for the first time the Rayaale administration took a belated position on Somaliland’s sovereignty. Fact: Silaanyo stood by his people where ever and whenever they needed him. Qeybe and Rayale were on the side of MORGAN and GANI when the enemy was attempting to ethnically cleanse the people of Somaliland. Fact: It is almost about a year since a high ranking minister from the Rayaale administration paid official visit to Ethiopia. Recall that about two weeks ago that Mandeeq, another mouth-piece of this administration and their sister gossip and trash talking website Qarannews reported that the Foreign Minister went to Ethiopia. The objective of reporting that trip was to give the public an impression that the Relations between Ethiopia and Somaliland are improving but the fact is the Foreign Minister met with no one from the Ethiopian government, much less the foreign Minister. May be that was another one of her many private visits. Misleading, isn’t it? Fact: If Silaanyo wanted to switch sides, he would have done it when the election was turned to selection. Silaanyo is with Somaliland through good and ill health and to label Silaanyo as anti-Somaliland is disingenuous. Fact: Rayaale administration handed Abdillah Yusuf a window of opportunity to walk into Sanaag with no resistance and let it decay under the control of Abdillahi Yusuf. Who is conspiring with who? Fact: Rayaale administration is busy with working hard for the interest of Djibouti rather than the interest of Somaliland. Rumor: "Abdillahi Yusuf, the Puntland warlord, recently elected as Somalia’s President, has promised the Prime Minister ship to Ahmed Silanyo". Despite of calling this rumor, Awdalnews glorified and editorialized to insinuate that Silaanyo is anti-Somaliland. Talk about bad-mouthing. Rumor: "Sifir is the front man for Silanyo on the primer ship and Silaanyo’s silence and his movements since the inauguration of Abdillahi Yussuf has solidified such rumors". Again, Awdal itself admits that this is rumor but the truth is Sifir represents neither Silaanyo nor Somaliland but himself and KULMIYE has consistently forewarned and kept the impact on the Embagathi outcome and its consequences on the front burner unlike the UDUB leadership, which waited till hell broke loose. Rumor: "Ahmed Silanyo, however, not only peculiarly decided to remain mum but has left the country for an unknown destination soon after Yusuf’s election". Silanyo’s destination was London via Addis and that was on public record but the destination that was unknown was that of the marginalized Foreign Minister and the UDUB ideologue, the controversial, and the diabolic finance minister. Editorial: Will Ahmed Silanyo be Abdillahi Yusuf’s Prime Minister? This is not a hypothetical question, a bad-mouthing and not even a slander against a man seen by many as the doyen of Somaliland’s political elite, a former SNM leader and Commander-in-chief, one of the architects of Somaliland’s restoration of independence, a Minister in Somaliland’s post-independence governments, a man who lost the Presidency by few votes or to put it more correctly by a court decision and a veteran opposition leader, seen by many as a President-in-waiting. This is to clear up strong rumors making the rounds among the Somalilanders back home and in the diaspora. Rumors say that Abdillahi Yusuf, the Puntland warlord, recently elected as Somalia’s President, has promised the Prime Ministership to Ahmed Silanyo. The rumors first surfaced when Mahmoud Jama, nicknamed Sifir, who was Ahmed Silanyo’s campaign manager at the time of Somaliland’s Presidential elections suddenly appeared in Nairobi and joined the Somali Reconciliation Conference there. When transiting in the UAE on his way to Mbgathi, Sifir told some Somalilanders who were perplexed by his political opportunism that he never believed in the secession of Somaliland and that he was only helping an old friend of him – Silanyo. Questions were raised at the time why Ahmed Silanyo and the Kulmiye party didn’t condemn Sifir’s action, why did they decide to hush-up the controversy surrounding Sifir and his role in Kulmiye and later his rejection of the existence of Somaliland. After Abdillahi Yusuf, Somaliland’s nemesis, won the Presidency the rumors had become so rife that Ahmed Silanyo had made a deal with Yusuf and that Sifir was the frontman for Silanyo’s primiership. Ahmed Silanyo’s silence and his movements after Yusuf’s election have further solidified such rumors. Fulfilling his national duties as an opposition leader, Faisal Ali Waraabe, Chairman of the Justice and Welfare Party, was so fast and forceful in condemning Yusuf’s election and re-iterating his party’s position on Somaliland’s sovereignty and its vision for future ties with Somalia. Somaliland government was also quick to declare its position on Yusuf’s election and its readiness to go to war if Somaliland’s borders were threatened by the former Puntland warlord who already occupies some parts of Somaliland’s territory. Ahmed Silanyo, however, not only peculiarly decided to remain mum but has left the country for an unknown destination soon after Yusuf’s election. He even made a statement before departure as a tactics of distraction on some petty local politics levelling accusations against the government on brokering a deal with Djibouti on Somaliland’s livestock exports. It is true that the Kulmiye party has made its position clear and issued statements but not Ahmed Silanyo himself as the leader of the party. Rumors say that Ahmed Silanyo who was said to have travelled to London is currently available in Addis Ababa with the advice of his campaigners in Mbgathi, waiting to meet Yusuf in the Ethiopian capital. Questions raised by the public include if Ahmed Silanyo is in London why didn’t he talk to the BBC or the British press and declare his party’s position and that of Somaliland’s on the unfolding situation in Somalia? Why his visit to London is kept in secrecy? Why didn’t he meet and brief the Somaliland community in London on the situation? Why Ahmed Silanyo, who is known to be an outspoken and a vocal critic of the government for its sluggishness, appears to have run out of political vigor when his people needed him the most. These questions beg for quick and clear answers and if Ahmed Silanyo wants to be forgiven for his tardiness, he has to come out to the open, deny the rumors and re-iterate his position on Somaliland’s sovereignty and his rejection of any possibility of going back to the defunct union once and for all. -------------------------------------------------------------------------------- © 2004 Awdalnews Network

Abdilaahi Yusuf put it, then it begs why in the first place that Somalilanders refused in participating in the now defunct MBagathi peace talks? Why had Somaliland rejected time and again high level deligations from the United Nations, the Arab League and the IGAD who spent huge time in even trying to bribe the traditional leaders of Somaliland? If Somaliland were that easy in giving up its hardwon independence, it wouldn't have rejected the previous 14 so called peace conferences, of which the last was the Artha Peace conference in which Somaliand even severed its ties with Djibouti because of that reason.

And as they say a character is a long standing habit. What has he dictated in the last 3 days exactly? Give him a year, if he lasts that is. Certainly, you can not teach an old dog new tricks. ... been elected democratically speaking of democracy, I wonder who elected these crooks in the first place? Let me just break it down: In what other democracy can you find known murderers, warcriminals, crooks, rapists, drug lords, warlords and kidnapers electing one another? You can not deny that there are people who qualify for such horrific titles among that so called parliament. Maybe it doesn't touch you, because you are not a victim of any of these men. But put yourself in a victim's shoes and try to think. Should they be put behind bars or cheered and supported? This is a morale ethics issues.

October, it seems is a curse on the Somali people. It was October 21, 1969 when General Mohammed Siyad Barre came to power in a military coup. Exploiting the political situation ushered in by the assassination of the elected civilian President at the time, Abdul Rashid Ali Sharmarke, and the grave economic circumstances that prevailed, Siyad Barre projected himself as the savior. People relieved a sigh, women ululated, the elders praised and the Ulema prayed for Barre and the military junta for success and smooth ride. For 21 years, Somali people sang and chanted the Name of October like prayer psalms. They sang the praises of October, the month of plenty and prosperity, even though millions of them slept on empty bellies every night. After 21 long years of brutal dictatorship, of material and moral destruction of the whole country, particularly the main towns of today’s Somaliland, and the creation of the largest number of refugees in Africa at the time, Siyad Barre fled the country in 1991 before advancing clan militias. Somaliland, the former British Protectorate, which bore the brunt of Barre’s ruthless genocides and scorched earth policy, had wisely walked out of the failed union, restored its sovereignty and chartered itself a new course of nation building. Somaliland today enjoys a thriving democracy, an elected president and municipal councils and a tryst with time to elect its first parliament in March 2005. In all these years, however, Somaliland has repeatedly appealed to the international community to recognize its sovereignty and reward it for its achievements vis-à -vis the chaos in the south. The international community, however, decided to build false hopes on Somalia despite the prolonged state of lawless and bloodshed. Being privy to the political and tribal mechanisms of the people in the South more than anyone else, Somaliland just waited with great patience for the fig leaf to fall. They knew the day would come when the world would see the ugly reality of the warlords. Today, after 12 lean years and after two years of peace talks on which the people of Somalia attached great hopes and aspirations, the international community had woken up to the consequences of its utter failure to heeding the advise of Somaliland – that they should not have put the destiny of the war-weary and exhausted Somali people in the hands of a gang of warlords. With the election of Abdillahi Yusuf today, a brutal dictator and a ruthless political opportunist, Somalia has once again slipped into a new era of darkness and hopelessness – the beginning of a saga of another October and another dictator with an international blessing
