  2. ^ In politics, I don't think there is anything called friendship or foe. But there is a permanent "interest". Somaliland and Ethiopia share interests. Somaliland wants to become an independent country, Ethiopia on its side wants to see Somalia divided. Ethiopia wants to have access to another port, Somaliland wants Berbera port to be utilised by Ethiopia and have access to Ethiopia market. Ethiopia and Somaliland want have a peaceful border where people and goods are transported freely. So as you can see, there is no friendship as per-se, but there are matual interests. Btw, Daahir Riyaale went to Djibouti to meet US Democrat Senator Russ Feingold. ================== President Rayale surprise but dual purpose visit to Djibouti Djibouti (The Rep) – President Dahir Rayale left Hargeisa yesterday for Djibouti in a previously unannounced visit which coincides with a visist by Somalia TFG P.M Nur Hassan Hussein (Nur Adde) and Sheikh Sharif Sh. Ahmed of the Courts, who returned from a trip to Mogadishu. Somaliland President Dahir Rayale Kahin and his delegation were warmly received by Djibouti P.M Deleite Moh’ed Deleite and other senior cabinet ministers. President Rayale is expected to meet a US Senator at US Embassy this morning (Saturday). The Senator is also expected to receive Somalia TFG Prime Minister and Sheikh Sharif at the US Embassy today. The Senator is expected to hold a press conference on Saturday afternoon. He is expected to speak about Somaliland and Somalia, but the issues he will raize have not been disclosed so far. President Dahir Rayale’s visit is expected to have dual purpose, strengthening bilateral relations with Djibouti, which has been improving recently (although Djibouti has not opened its liaison office in Somaliland yet). The Second purpose is expected to be the security of the region, with fighting sea piracy and terrorism as priority. The President’s visit comes at a time when Somaliland has affirmed its intention to fight sea piracy and terrorism and cooperate with those who share its views. It comes at a time when US president Bush wants sending UN Peace keepers to the region instead of having an armada. The visit comes at a time when only 10 days remains for Ethiopian troops to pull out of Somalia. Uganda announced that its troops will leave Somalia if Ethiopia left and the UN describes the situation in Somalia to unsafe for UN peace keepers. France supports the stabilization of situation before deploying UN forces. President Rayale who is accompanied by his Finance Minister, Mr. Hussein Ali Duale (Awil) and his defense Advisor, Mr. Abdisamad Hagi Abdillahi will be joined by Foreign Minister, Mr. Abdillahi Mohamed Duale in Djibouti. The main topic of discussion on Friday afternoon was why the United States Senator is meeting Somaliland President with the TFG Prime Minister and Sheikh Sharif of the Courts on Saturday morning.   4. Col. Yey became aware of his faith when IGAD called all the MPs to Nairobi and spelled out the course of action for the TFG and added the "Or else..." in the clauses. His faith was all but obvious when Col. Yey run the rounds from Tripoli to Khartoum seeking support on the 11th hour. Whatever that followed those two events was just a confirmation of Col. Yey's faith. Col. Yey is politically a vegetable now.

You have to tell us what "naagayn" means by example and then we can carry on from there. But what I am saying is that, Somaliland's interests come first before anything else. ally, It did take a clear position. There are only two choices here, either recognize it or not recognize it and Ethiopia doesn't recognize Somaliland as a state. And why pick on and be mad at Djabouti when it stands the same position Ethiopia does? I don't get it! Obviously you do not know much regarding how far Djibouti has gone to oppose Somaliland. In 2000 for example, they sent an aircraft which flew over Hargeisa and dropped leaflets asking people to attend the Artha Conference and closed Somaliland's liason office there by kicking out SL Representative in her country. This came after Somaliland refused to attend that conference. But that is not all. Djibouti was the main reason why the Saudi Arabians enforced BAN on Somaliland's livestock and the end reason was to weaken Somaliland. Djibouti threw all it could to de-rail Somaliland but after all that Somaliland is still here. Ethiopia never done that. To my knowledge, ONLF was never enemy to Somaliland until Riyale started to sell Somalis to Ethiopia claiming they are ONLF commanders. No onlf fighters go to Somaliland to have bases there or wage war from there to Ethiopia nor do they need to do that. What I know is young Somali fellows being captured and handed to Ethiopia trying to make Meles happy and you are telling me that is right? I thought Northwesterners didn't agree with that and It was Riyaale's idiotic moves. I guess I was wrong. During the 1980s, ONLF was fighting on the side of the government forces. I think that should not scape your judgement. So, I don't think the ONLF had any possitive relations with Somaliland to begin with. Besides that, Somaliland has made it clear that ONLF members should not seek Somaliland as a refuge. Somaliland doesn't want to become a launch pad for the destability of other neighboring states be it Djibouti, Somalia (Puntland) or Ethiopia or across the Gulf of Aden, Yemen. There was only one confirmed case that Somaliland ever handed over an ONLF member and that took place in 1994. All the other cases are accusations and nothing confirmed. Specialy the 2003 case where 21 young men belonging to clan of the ONLF were rounded up in Hargeisa and were accused of being members of ONLF. After a lenghty 2 year court battle, 20 of them were released free and 1 of them died as a result of natural cause.

Daahir Riyaale was voted in to the office in a general election which he won by less 100 votes against the much populour and much well known Muj. Ahmed Mohamed Silaanyo. 2. Daahir Riyaale is an indivitual. And indivituals come and go, at least as far as Somaliland politics is concerned. Case in point, Daahir Riyaale might be out of Office by April 2009... 3. Since 1991, Somaliland had 3 presidents, starting from Abdirahman Tuur's administration between 1991 and 1993, Mohamed Ibrahim Egal's 1993-2002 and now Daahir Riyaale. All these leaders pushed Somaliland's interests. 4. All of Somaliland's president never attended any of the countless Somalia Peace conferences, noteably, Somaliland declined to attend the Djibouti 1991 Peace conference. Again, Somaliland declined to attend the Addis Abeba (1993) and Sodare Peace Conference (1997 - Sal Balaar) both sponsored by Meles Zanawi. Again, Somaliland declined to attend the high profile 2000 Djibouti Peace Conference and the 2004 Kenya Peace Process. 5. Somaliland takes tough actions against those who oppose her independence .Case in point, refusal to allow UNISOM-1 and UNISOM-2 UN peace keeping force of 1990s to come to Somaliland regions. Another example, Djibouti which used to push for Somalia's unity, Somaliland and Djibouti almost went to war on several occations. Another example is the kicking out of the UN Special Rep to Somalia from Hargeisa after he said something which was against Somaliland. The UN Rep was declared "Persona Non Grata" he never returned to Hargeisa and was replaced by the former UN Secretary General Mr. Kofi Anan there after. 6. Ethiopia never took a position which was detrimental to Somaliland's cause - hence Somaliland's independence. And Somaliland likewise. 7. Ethiopia has over 70 million people. Its a huge market for Somaliland. Berbera Port can only accommodate maximum of 20% of Ethiopia's total impex requirements. If Ethiopia utilises Berbera, that would only benefit Somaliland's economy. 8. The ONLF was never a friend of Somaliland to begin with. Knowing that background alone, should signal ONLF not to seek refuge in Somaliland. And besides, SL can not allow to become a launching pad to destablise the neighboring countries. 9. Somaliland's leaders including Daahir Riyaale Kaahin have always pushed for peace internal or external. Case in Point: When Puntland leader seeked refuge Somaliland in 2004, he asked for weapons and other support to fight Col. Yey in Puntland. Somaliland instead told him that they will mediate between the two and bring them in peaceful way and not use Somaliland as a launching pad. 10. Somaliland will not leave a stone unturned until it secures its independence.

Regional approach crucial to bring Somali pirates to justice, says UN anti-crime chief [Antonio Maria Costa] Antonio Maria Costa 16 December 2008 – The United Nations crime-fighting agency today proposed a regional approach to bringing pirates off the Somali coast to justice similar to one that has proved successful in fighting drug traffickers in the Caribbean. “Gunboats are necessary, but not sufficient,” UN Office on Drugs and Crime (UNODC) Executive Director Antonio Maria Costa said of the European, Indian and United States warships now seeking to provide protection from the rampant piracy that has seen scores of ships hijacked for ransom, including those carrying vital UN food supplies for hundreds of thousands of hungry Somalis. “These bandits can be defeated in the courts, the banks, the ports as well as on the high seas using the weapons of international law and multilateral cooperation,” he added, also proposing development aid to improve local administration and create job alternatives in Somalia itself as a way of going after the pirates on land and destroying their coastal bases and support networks. Strict steps must also be taken to track down their proceeds in the international finance system. “Pirates cannot be keel-hauled or forced to walk the plank, nor should they be dumped off the Somali coast; they need to be brought to justice,” he said. In the face of the collapse of Somalia’s own justice system, the unwillingness of ship-registering countries like Liberia, Panama and the Marshall Islands to deal with crimes committed thousands of miles away, and possible legal problems for trial in countries providing the warships, a more realistic option would be for the pirates to be tried in the region after being arrested by local policemen deployed on the warships. Under such a deal, similar to the Caribbean drug operation, an officer from Djibouti, Kenya, Tanzania or Yemen would join a warship off the coast as a ‘ship rider,’ arrest the pirates in the name of his or her country, and then have them sent to their national court for trial. “Regional cooperation is essential,” Mr. Costa said. “A few years ago, piracy was a threat to the Straits of Malacca. By working together, Indonesia, Malaysia, Singapore and Thailand managed to cut the number of attacks by more than half since 2004.” Pirates must also be fought on land by having their coastal bases in Somalia and their support networks dismantled in exchange for development aid to create job, he stressed. “Shipping and insurance companies should provide assistance to prevent further attacks instead of exacerbating the problem by paying ransoms,” he added. Finally Mr. Costa proposed going after the financial flows. “Somali pirates are in it for the money, so we should try to capture their treasure. Unlike buccaneers of old, Somali mafias are not burying their booty in the sand. While some transactions are made in cash or the hawala (informal transfer) system, pirates are increasingly working through intermediaries in financial centres. This is where we need to hit them,” he said.

I think if people learn how to fish and eat fish, the over-all price of food staples will come down and the country will keep a lot of its hard currency within circulation in the local economy. I have heard Sanaag is also known to grow the best Potatoes in the country. I want to see Sanaagians open Fish and Chips shops in every street of Hargeisa.

  20. NAIROBI, 14 Dec. 2008 (UNPOS)-- The International Contact Group will hold an important meeting on Somalia on Tuesday 16 December at UN headquarters in New York. It is expected that the US Secretary of State, Condoleeza Rice, along with several ministers will attend parts of the discussion. The new dispute between the Somali President and Prime Minister will certainly be condemned as a diversion from the real issues that the Somali people want to see addressed. The Contact Group, which meets as a group of Friends of Somalia, comprises a selected group of countries and regional organizations including the African Union and League of Arab States. It is chaired by the UN Special Representative for Somalia, Ahmedou Ould-Abdallah and meets at least twice a year. The day-long meeting at the UN will cover several key issues relating to the political, security and humanitarian situation in Somalia including areas such as political cooperation, human rights, piracy and reconstruction and development. It will be held shortly before a UN Security Council meeting which is expected to include piracy around Somalia on its agenda. “We are expecting a large number of participants to attend the Contact Group meeting at a very senior level,” said Mr Ould-Abdallah. “This reflects the growing interest in Somalia both regionally and internationally and an increased willingness to help Somalis move towards peace and to address impunity, one of the main causes of the continued violence in the country. “However the international community’s efforts will remain limited unless the Somalis themselves make major efforts to unite and work together towards ending the conflict. It is my understanding that the continued dispute within an already weak TFG, as reflected in today’s statements coming from Baidoa, is rejected by the vast majority of Somalis, as well as by the regional organization IGAD and all members of the international community starting with my Office. “The Somali leadership within the TFG, ARS and other groups must know that peace is irreversible. The days of unnecessary confrontation are numbered and can only lead to more violence. “The Somalis must grasp the opportunity offered by the current peace process and not let their people down. The infighting must stop for the sake of the people particularly at this key moment. “This Contact Group meeting will put Somalia in the spotlight and work hard to come up with positive, concrete measures from the international community to push forward to peace process.” (The Contact Group members are Burundi, Canada, Djibouti, Egypt, Ethiopia, France, Germany, Italy, Kenya, Norway, Saudi Arabia , Sweden, South Africa, Tanzania, Uganda United Kingdom, USA, Yemen, African Union, European Union, European Commission, League of Arab States, IGAD, Organization of Islamic Conference.)

  23. ^^ The current problem is very severe. It affects the refugees whose food-delivering ships are highjacked to Western economies who feel the transportation costs sky rocketing. It is no longer a secret that Puntland authority has links with these Pirates and other criminals. Cadde Muse himself confessed that some of his own ministers might be involved and he said that this problems also exists within the Police and melitia forces of Puntland. So in essense, the Puntland authority is a player in the game, hence, why the international community was too harsh on Cadde Muse in the conference which was held in Safari Park hotel in Kenya. That being said, it is a very poor excuse that because of the long coastline Puntland is powerless to doing anything. Yes, the coast line is very long, and like Somaliland, there is no much resources available. But, still, Puntland should have disrupted the criminal gangs by positioning its megre resources in key areas which are known to be hide-out for Pirates. And at the same time, try to bring some of the key players to face court. But that isn't happening and here is the big reason. Puntland is corrupt. Totally corrupt authority and the average farax is taking the law to his own self. How many times did you hear that the Puntland prisons have been broken into and prisoners were freed by gangs? The latest was just few weeks ago. So even if Puntland were to arrest these criminals, Puntland can not guarantee that they won't be set free by its own Police or melitia forces who have links with these criminal gangs. The situation is a very messy and that is because Cadde Muse and Co have made it that way. It would be very hard for him to really do anything about it now. Like it or not, Puntland is in the spot-light right now as a criminal invested region and the authority there is now discredited so much that they will be facing dire consequences if they don't put their acts together and rein in these pirates and criminals.

As for Cadde Muuse, I was listening to the BBC Somali (1400GMT) programme today, and he was talking about why he had to walk away from the conference. Apparently, he was protesting against certain Western governments who accused Puntland leaders of having direct links and benefiting from the spoils of the Pirates. You can listen to that interview now. Now, it seems that the UN and The West in particular are waking up to the fact that Puntland has become the source of most problems in the region including the instability of Somalia. The Americans now want to reserve the right to go after Pirates even if they go ashore. So things are not business as usual. "Puntland has a coastline of 1,690 km (1,050 miles) and we have no navy to fight the well-organized criminal activities of pirates," it was the Puntland President that made this obvious from the get-go and Puntland you bet won't be turning a superpower overnight to end all piracy though its doing all it can, that I think is up to the international community... Puntland has allowed for Piracy and other criminal activities to take root and become a common thing. But still that being the case, Puntland has failed to curb the problem by taking decisive actions against key players in each of the different criminal groups be it Kidnapping, Piracy, Human Trafficking etc... I don't see Puntland doing that, so it is just talking nonsense when you say Puntland is doing all it can.
