Fahiye, Ali Samatar was a high ranking official - in fact the second most powerful person in the chain of command. He was part of the regime which unleashed its might on a certain people in order to, at minimum success, to completely uproot those people by displacing them of their homes and land, and at maximum success total annihilation - ie dad iyo duunyo midna yaanu nabad gelin. Those who were the architect of that "attempted-genocide", need to face justice. You can support and finance the warcriminal but ultimately justice will prevail.

There is no doubts that Siyad Barre's NSS were fully behind it - they planned it, timed it and executed it with precision. The killings soured the relationship between the local clans there and it ignited a long bitter civilwar where maybe hundreds died from the local clans. ^^How did I forget that drama by Ina Dhoolayare? What am I wondering is, if asked, halkee ka keenay "secular democracy" in Somaliland? What would he reply? from his own jeeb ahahaha We know our constitution explicitly says that Islam is the religion of the country and The Shariica is the basis for the law of the country. In otherwords, if it doesn't meet and conform to the Shariica, then that thing is prohibited from the land. So in actual fact, the "Secular democracy" is in preach of the constitution itself. Saaxafada waxay ninka u da-bogali waayeen ayaa ka yaabay. It is one of the shortcoming of our free press. As for Warrancade, with enough funds, I know the man can achieve many things. Ninkaa lacagta shilinka soo gala wax ayuu ku qabta ma cuno. The problem is, the need is great and the available funds is too limited and small that it can not even cover a fraction of the needs of Egal Airport let alone have the luxury to do other things. I think, one worries about the look of frontyard more than the look at his backyard, and the same goes for Egal Airport which is the face of Somaliland to the world. My opinion of Xassan Gadhweyne, Minister for Education, is that, he is doing good - part b/c his ministry is one of the only ministry that recieve support from the UN. I was reading the Minister's report for 2008, he said that 69 new Primary/Intermediate schools were built last year mostly in the rural country sides. All these schools are participating UNICEF's "Food" for "Education" scheme, which means pupils who normally would migrate with their herds will rather stay in boarding schools where they will recieve food and education free of charge. This scheme has enabled a lot of families to keep their kids at schools. I think it is a great idea. But one thing I find depressing is the qualify of education is dropping in all levels. Qualified teachers are seeking employment in the more profitable private sector leaving the public schools something equalvilent to a "brain-drain". I think the ministry needs to address that problem by seeking help from UNICEF and other donors on how to keep qualified teachers in public sector. -

A&T, You are partly correct. The men who assassinated Mooge were from your tribe and in fact were members of the WSLF/ONLF but trained and financed by the Siyad Barre's Secret Services (NSS). There were no 13 people or anything close to that number. They were just 5 of them in a pickup track (Xaaji Khamsiin). They were going from Awaare to Jigjiga. And there is no account of him having a pre-existing wound - atleast not from gun shot - prior to his assassination. In fact, eventhough he copped several direct close hits on the body when the WSLF members hit, he remained alive and even kept chatting with his mates (maybe waa lagu macaaneeya sheekada - but point is he was still alive) until he died for lack of blood. The same tacktics were later used when SNM Chairman Cabdiqadir Koosaar was assassinated in Mustaxiil and SNM commando Col. Sumuni was assassinated in Jigjiga. Also Abwaan Cabdi Iidan was gunned down in Hargeisa by a member from your tribe.

(AP) — A federal appeals court has reinstated a human rights lawsuit against a former prime minister of Somalia who is accused of overseeing killings and other atrocities. The 4th U.S. Circuit Court of Appeals in Richmond ruled Thursday that plaintiffs can sue Mohamed Ali Samantar of Fairfax, Va., who was defense minister and prime minister of Somalia in the 1980s and early 1990s under dictator Siad Barre. The lawsuit alleges that Samantar was responsible for killings, rapes and torture, including waterboarding, of his own people while in power, particularly against disfavored clans. The lawsuit was filed in 2004 at federal court in Alexandria under the Torture Victim Protection Act. U.S. District Judge Leonie Brinkema tossed out the case in 2007, ruling that Samantar was entitled to immunity under a separate U.S. law, the Foreign Sovereign Immunities Act. But the appellate court ruled that the law does not extend immunity to individuals, only to foreign states themselves and their agencies. The ruling sets up a split among federal circuits. The 9th U.S. Circuit Court of Appeals in California, for instance, has ruled that individuals are eligible for immunity under the law. Samantar's lawyer, Fred B. Goldberg, said Friday that he intends to appeal — he can ask to 4th Circuit for a rehearing or appeal to the U.S. Supreme Court. The fact that a circuit split exists makes it more likely that the Supreme Court would agree to hear an appeal, he said. Samantar has declined numerous requests for an interview. Pamela Merchant — executive director for the San Francisco-based Center for Justice and Accountability, which brought the suit on behalf of several Somali plaintiffs, said it only makes sense that Samantar, who has lived in the U.S. for more than 10 years, should be subject to U.S. law. "It is an important step in ensuring that human rights abusers who seek safe haven in the U.S. will be held accountable in our courts," she said in a statement. The appeals court's ruling was unanimous, with Judge William B. Traxler, an appointee of Bill Clinton, writing the opinion, joined by Judge Robert B. King, also a Clinton appointee. Judge Allyson Kay Duncan, an appointee of George W. Bush, writing a concurring opinion that differed only on one small point.

The man I really love to see back is Abdilahi Dirawell. His attitude and personality alone will win you over. He's also very capable politician regardless. I hope he gets the chance to run for the highest office some day. I heard Cawil is NOT doing well, health wise. Of course you can't compare portfolios but I am merely comparing the current minister to the previous minister's performances. Wasaarada Arimaha gudaha waa wasaarad muhiim ah, the police, the custodian guards, the secret services and a host of important institutions fall under. It requires a tough, proactive and dedicated man. I think Cirro is too weak and too removed from the public to become an effective internal affairs minister. Ismaciil Yare had those qualities. The Hargeisa rioting and the armed clashes in Berbera were some of the easily preventable dark spots which mark Cirro's lack of proactive leadership. Also the arrest and imprisonment of the Qaran Party leaders without any explaination as to a reason to imprison them. We also have the recent terror attacks. These all go back to the leadership at the helm of the ministry. One big plus for Cirro, though, is his job well done in Laascaanood in which he went there quickly and setup the rank and file of the police force. Mujahid Abdilahi Iman Darawal, better known as Mr. MRRR - Ministry of Rehabilitation Resettlement and Refugees -, was a people's man. Waa nin dadkiisa iyo dalkiisa u daacad ah. He was a high ranking SNM member as well. One thing I don't like about him is that he is too quite as well. Isagoo hadlaya maba arkaysid. One thing I like about Minister of National Planning Mr. Sanyare is that, he communicates with the people very frequently and updates about things even if they are not a good news. For instance, recently, he pre-emptively called all the journalists and informed them about the UN's recent decision to change its security status from Grade 3 to Grade 4. He even joked about his fear that the press would get the details from somewhere else and accuse the government about something they have no power on. But I like the idea of his, and I think if every ministry pre-empted and tells to the people what the public should know before the public finds out from somewhere else - that is a good development. For instance, the Hargeisa rioting about the water-rig which was moved from South Hargeisa to somewhere and prompted the un-necessary rioting should have been easily prevented if the relevant department published the reasons as to why it was moving it to somewhere else before it even completed the job it was doing in South Hargeisa. Anyways, I think the press and the people are becoming smarter in regards to how the government runs the country and the government is slowly responding positively. A good sign of progress insha allah. -

Cawl Cilmi Cabdalla is still in Hargeisa. Nin wax qabad badan ayuu ahaa. Mayor Jiciir hasn't done much physical accomplishments but I think what he has done is to reform the Hargeisa local government system. I think the new system will take sometime until we see the benefits, b/c I think it is a good idea to decentralise the local government and give each district more power. I think what he wants to do is to move towards a system similar to first world cities where Hargeisa's 6 districts each will have their own Mayor and counselors and the Lord Mayor's job is only to coordinate tasks between district mayors. -

It was a huge project which span from SL/DJ border to SL/SO border and from SL/Ethio border to the Gulf of Aden, and with many obstacles to overcome. It required huge mobilisation both from the government, the Electoral Commission and the people. Reaching the nomads itself is a huge task. There is room for improvement in the future, but all in all, a job well done. -

In every ministry he headed, he made a remarkable change. Kudos to Waran Cade - nin daacad ah. Mr. Ducaale, has been a minister since Somaliland was declared in 1991. He first became a minister in Abdiraxman Tuur's administration and then he served various ministries under Egal and now Ina Riyaale. Considering his long time in public office and the fact that he gets along with both opposition and administration very well and never caused a drama, seems to point that he is doing something good. And specially in the last two years since he assumed Foreign Affairs Ministry he has sharpened his skills very well. So kudos to Ina Dhoola yare. I think Ciro is a useless man. The reason why terrorists striked Hargeisa is b/c this man has slept on the wheel. I would prefer Ismacil Yare any day. Ismaciil Yare was a tough man - nin shaqadiisa u daacada, although at times I didn't like his "show man" attitudes. One of the underestimated men in Dahir Riyaale's administration is Minister of National Planning Ali Ibrahim (Ina Sanyare). He is an accomplished man. He was the head of the ILO (International Labour Organisation) for Africa, and has been acknowledged for his work there with the naming of the ILO main Africa H.Q. building in Arusha after him. -

^^In my opinion, those who think they have a chance in Puntland, are the real fools. You have to give it to SSDF clan, si fiican ayaa u soo ciyaarsiiyeen. It is like going out with a girl and spending so much money on flowers and food etc and then the last minute she informs you "Oh, didn't I tell you I am getting married next week?" :eek: Cosobsanlahaaye ceeb ayaa iga raacday.

Caamir, Awoowe, the TFG has always been a weak and divided phantom regime, installed and supported by foreign hands. Perhaps you didn't realise that when you were a supporter b/c I understand supporters like a love-struck indivitual deem to turn blindeye to realities on the ground and disregard facts. Personally, I believe the TFG is at its most respectable position today since its inception in the Pigfarms. I mean, the fact that the much-despiced warlords have been sidelined and Ethiopia is pulling its troops out, is a good start. And also the fact that legit leaders will be assuming leadership (i.e. Sheekh Sherif) of the TFG is equally a welcoming new development. On the ground, the TFG is no longer relaying on foreigners for its own survival but instead the average Somali is taking the responsibility to make it work. That is commendable and also encouraging. So in essence, as far as Southern Somalia is concerned, I see signs of hope that at last something is moving in the right direction. I believe, the new setup of TFG should concentrate on solving the Southern Somalia and specially the unresolved Banadir issue first and foremost. If Banadir is not resolved then there will no TFG or any other future government which can work on the ground. Sheekh Sherif and Nuur Cadde and others should put all their efforts to make the right dicisions regarding the Banadir issue. Even if it means assigning the Prime Minister and President to South and North of Mogadishu clans - that issue needs to be resolved otherwise nothing will move forward. That is my opinion.
