Do they have a choice? Seriously, Somaliland/Somalia talks are being pushed by the IC and regional states (which is new). And if Somalia refuses, Somaliland will go to the IC/Region and ask them "what now?" It is actually more benefitial to Somaliland that Mogadishu just says no. Because that will open up the rest of the world who have asked Hargeisa and Mogadishu to resolve their issues between them.

Ethiopia & Djibouti have a shared Airspace and revenue sharing. Go figure! The Airspace is not only being shared but it will be fully controlled from Hargeisa. That means, the Air traffic over Somaliland will not be subject to harrasment again by fake and powerless phantom gov't that has no control. With regards to "Debt relief". Findhicil ma xalaal ba mise waa xaaraan? ka hadalkisa ayaa fiicnayn. But if that is what it comes down to, then be it. It will need to be split up at the donor's desk.

The fight is over International issues. Whether it is Air Space, whether it is Donations/Loans from World Bank etc... The Security cooperation is something the US wants for the whole region not just Somaliland/Somalia. Somaliland already has Security Pact with Ethiopia. What is important is that, the Unionists are sidelined, Somaliland's borders respected. And acknowledgement that Hargeisa and Mogadishu are negotiating of their relationship... that relationship is not going to be fully restored until and unless Somaliland's demands are met. It is a good start and something solid to build on for Somaliland.

This is a win for Somaliland. It rockets our case to international level. No longer is it just few men from Hargeisa and Mogadishu sitting in a conference room. It is now all the IC members as well as regional governments that are interested in this region in the room. Mogadishu has zero leverage on the discussions table. They are trying deparately to use Foreign Donations as a leverage. The donors are laughing out loud. Like Cheeseman doesn't care of about 'Dhaqaale'? kkk In fact, the International Community/Donors are dnagling cheese for Cheeseman but the catch is that he has to have an agreement with Somalia Clan-enclaves and from Hargeisa too. It is Hargeisa that is playing hardball.

Somaliland has already got few wins even before the talks started. One key sticking point was the decriminalisation of Political contacts between the two sides. In exchange of that, Somaliland demanded to for Somalia to support Somaliland's access to IGAD, AU and United Nations. This way Somaliland is able to challenge Somalia at International Forums where it is now unable to. A fair trade. But as usual, Somalia refused. And Somaliland refused too.

Organisation of Islamic Countries press release: General Secretariat Welcomes Summit of the Presidents of Somalia and Somaliland Date: 16/06/2020 The General Secretariat of the Organization of Islamic Cooperation (OIC) welcomed the initiative taken by H.E. Mr. Ismaïl Omar Guelleh, President of the Republic of Djibouti, to host a consultative summit between H.E. Mr. Mohammed Abdullah Faramago, the President of the Federal Republic of Somalia, and H.E. Mr. Musa Bihi Abdi, the President of Somaliland, on June 14-15, 2020 in Djibouti. The summit aimed at resuming talks on the “Somaliland” file. The General Secretariat praised this initiative, which resulted in the agreement between the two sides to form a joint technical committee to prepare for resuming negotiations and following up on outstanding issues. Faisal has been one of the staunchest opponents of Somaliland. As far as I can remember he attended every conference and never missed an opportnity to bash Somaliland on Radio/TV interviews or programs. It is good that he can now see things from Somaliland's perspective. He understands that Somaliland is not a joke, it is not about people who want 'mansab' or 'positions' or other narrow interests. This is about the future of Somaliland's people. And that is essentially what is winnning Somaliland's detractors and opponents. One by one, the inscapable facts are just too obivious to keep on ignoring. Here on SOL, our friend @gooniis on the same path or trajectory. Talk of the Town Part II: Unfiltered Perspective and The Djibouti Conference Picking up the carcasses in Djibouti after an intense two-day talk, Somaliland shines while Somalia delegation will return home defeated and overwhelmed. From the speeches of the two presidents to the quality of delegates, there is a consensus that Somaliland was prepared while the other side was at a loss. I will leave this subject there for there in no mileage to be gained from beating a dead horse. In passing, I would just mention a wild thought that dawned on me while jogging yesterday. Imagine if the unionist side was represented by Dr. Ali Abdirahman Hersi (UCLA, History Dept- 1976), General Jamac Mohamed Qalib (author of the Cost of Dictatorship), Dr. Ali Isse (fonder of Horn Economic Social Institute – HESPI, and a retired senior officer at World Bank), Her excellency Fowsia Haji Adan (Former Deputy PM), Osman Hassan Badawi, a British educated Veteran journalist and a senior former UN employee), Jama Kaluun (a senior statesman and a former leftist), Ismail Geldoon (retiree from ECA), Dr. Abdi Ismail, professor of Geography at the University of Minnesot, and others. I am sure the outcome would be either a full recognition of Somaliland as a state that coexists with Somalia peacefully, or a reintegration of the viewpoints of the northerners to seek some other alternative short of full separation. That was only my day-dreaming thought. The Contents of the Talks Somaliland went to the conference venue with two of the most important factors in mediation at hand: (1) a legal argument supported by “facts;” and (2) a prepared confidential statement red and then distributed to the mediators. In this case, mediators consisting of the Horn of Africa countries of Djibouti and Ethiopia, EU, AU, IGAD, UN, US. multitudes of NGOs, Somaliland’s case received the highest profile ever. Its case will never be the same and we will see that in due course. Delivered by President Muse Bihi without any fear or favor to Farmajo, the recent Somaliland history of atrocity was weaponized to the detriment and, therefore, disarming Farmajo. Call it a poetic justice, but the stage was claimed by two contrasting leaders: President Muse Bihi is a former colonel of the now defunct Somali national army who later defected to join the Somali National Movement; when it comes to the issue of Somaliland, he is a no-nonsense man with an added ability to make his case in context Somali traditionalist appreciate and comprehend. In earlier times, some would have called him a “corn-fed country boy,” but that is what Somalis cherish. In American parlance, he pulled up himself with his bootstrap. President Farmajo, on the other hand, is a silver spoon-fade beneficiary of the Barre regime who got an unearned position at the Somali embassy in Washington in his early twenties. His inability to read Somali history as it pertains to atrocities in Barre years and what now became a national pass time - his unlimited gaffs - overshadowed his messages which in anyway was light and soft. In Djibouti, we watched in real time the reenactment of the biblical war between David vs. Goliath - all sympathy was for David. With ease and unchallenged, President Bihi advanced a theory for his cause – this time changing the nomenclature from a “a case of secession for Somaliland,” to the “dissolution of former Somali Democratic Republic.” Borrowing Alison Eggers' interpretation of the Montevideo Convention, President Bihi has argued that Somaliland has satisfied statehood. The Montevideo Convention specifically mentions these four prerequisites for statehood: (1) Established permanent government; (2) a defined territory; (3) permanent population, and (4) capacity to enter relationship with other states. Just for historical perspective, Alison Egger is a Boston-based lawyer who was recruited to this cause by the resourceful the late Dr. Hussein Adan (Tanzania, a profound intellectual) and his colleague, the late Ibrahim Maygag Samatar (a former chairman of the SNM and a leftist intellectual). He was the first one circa 2006 to align Somaliland’s argument with that of Montevideo Convention. Today it was used in the Somaliland/Somalia entanglement beyond the academic confines. The revival of the Montevideo Convention in the Somaliland case, therefore, is a subject I personally wrote elsewhere (see Local and Global Norms: Challenges to Somaliland’s Unilateral Secession, HoA, Journal, Volume XXV, 2007). It was clear from President Bihi’s speech that Somaliland team deliberately de-emphasized other international conventions that may hinder its case. These instruments among others include UN Resolutions of the General Assembly 1541 (XV) and 2649 (XXV). Product of Woodrow Wilson’s era, these instruments give more say to the concept of territorial integrity, whereas the Montevideo Convention defines statehood as a function of those four factors listed above – four factors that Somaliland feels to have satisfied. Moreover, President Bihi and a follow up interview given by Mohamed B. Yonus (former Foreign Minister of Somaliland and part of the Bihi delegation) tried to debunk the “act of union” by saying that it was never ratified by Somaliland people therefore it is null and void. The act of union which Somaliland has attacked as non-binding reads this: “Section 1(a) stated that “The State of Somaliland and the State of Somalia do hereby unite and shall forever remain united in a new independent, democratic, unitary republic the name whereof shall be the SOMALI REPUBLIC.” According to President Bihi’s speech, this was never ratified. However, President Bihi omitted the posthumous language added to the “act of union” in January 1961 which reads this: “To dispel any uncertainty, it was thought desirable, as a first step, to enact a law applicable to the whole territory of the Republic… done in January 31, 1961, six months after unification, when the National Assembly adopted by acclamation a new act of union, which repealed the Union of Somaliland and Somalia Law, and which was made retroactive as from July 1, 1960.” (see Faisal Roble, 2007). This is one of the main challenges Somaliland regularly faces in the legal arena of the debate. However, since the Somalia delegation came to the Djibouti talks with neither a theory - beyond naively begging for a lost brotherhood - nor the capacity to convey its message to the largest ever assembled international gathering to listen to the plea of Somaliland, Mr. Bihi undeniably declared or can declare mission accomplished! In Part III, I will discuss what this conference means to Somaliland and how naively even some learned Somalia side are responding. Stay tuned!
