U know galkayo folks migrated to east africa like tanzania, kenya, zambia, back in the 60s as truck drivers and made it big and have so many large coporations hiring thousands of workers per company some. Let me tell you a secret about Puntland. We have very wealthy peple we also be up there with no 1 telecom like golis or no 2 amal express. We have the most livestock in Somalia. We will dominate the fishery sector in the future with our 'half somalia coastline'. Sxb you know the mogadishu folks have one or two wealthy people and base population of thousands who are poor. All somalis know this. Even the few who are wealthy is all due to 91 it's a known fact. Infact if you dont believe their base population isnt poor u wouldnt see so many 'maxaa cuna' leaders of theirs trying to make a buck, u never see that with our clan, maybe riyooles like farole but they are already known as not being very wealthy. The thing about us bro that separates us from other somalis is we dominate the main markets in east africa and dubai, sure there is alot of mogadishu folks in eastleigh but they are base population who are poor they have corner stores selling taraqs and sigaar and stuff like that or gaari gacan occupation. The big corporations in Nairobi are well known to be OGS OR PL. Dubai is solely dominated by Qandala folks, they would top the list easy there. Alot of people forget that us PL we have a base population that is not poor like the HAG, we are middle to upper income our base population thats why u see them adding money together for 40 million dollar cement plant. The population is well off and also has its big shot wealthy guys at the top of industries. So don't think bulale cant be done it surely can. We own MPLS, Dubai, East africa business community and I mean the major ones not the corner store crap that the HAGS have. Plus we have an upper income base population who can add money together for big projects. This is something the HAGS can't do the base population is poor with a few wealthy ones(usually started thru 91 loots and reinvested). It's well known the PL-SL are the wealthiest clans in Somalia, I am not sure who is no 1 or 2 but I am certain they will take those spots.

The way the federalism is going right now might help stop the opposition clans from needing to benefit from the disagreements of the blocs. For example JL has given VP to Gedo folks and most ministerials. PL has given VP and 12 ministerial/deputies to Sool. SL has given its VP to Awdal. SW3 most likely will give it's VP to Marko folks. Central Region will definitely be given to HG and most likely Hiran VP. This will then allow the mogadishu clan breathing space to move on and continue with govt services rather then worrying about opposition

Galbeedi, well it is a pretty well known fact the clans outside of that 4 bloc are surviving thru the chaos and disagreement of the four bloc. For example Sool is making alot of noise because of the disagreement between PL/SL, if their was an agreement, their would be no noise. Basically PL trying to score a point on SL and vice versa, this is how they survive based on that chaos and disagreement. If there was an agreement, it would simply be over. HG are another classic example doing the same thing as the SOOL folks are doing benefiting itself from the chaos and disagreement between PL and Mogadishu main clan. It uses it in it's benefit for example it has abdiqaybdid and ximin iyo xeeb regions sit with GAAS and tell him something, and then it has it's own stooges such as the advisor of hassan sheikh tell him something else. It's the only way they can survive making sure those 2 key blocs don't come together. The GEDO folks are another prime example their mere survival is also based on making sure PL/JL don't ever agree and it uses HAG especially the HG(an opposition in HAG and not much to lose judging by their towns) and tells them it's in their interest that PL and JL don't agree or else 'Gedo simply out of the picture'. HG take this an uses as a way to cause more friction among PL/Mogadishu by saying to mogadishu 'Sahal is uniting' since this will cause that disagreement and chaos for them to thrive also alongside gedo a basic mutual interest thing. SW3 is another bloc to used by GEDO folks when the other bloc HAG are not responding. Notice (VP of SW6). It's in their interest they make sure PL/Baidoa never have an agreement and they use the 'sahal' card on them saying see 'PL/JL' uniting and some of your people live there. This gives gedo folks again more time and breathing space to survive. PL sometimes also utilize this tactic by showing the SW3 folks 'HAG' will take lower shabelle where most districts are yours. HAG sometimes also use the 'PL/JL' will take some of your districts there. If we could get those 5 blocs to sit down mogadishu-baidoa-hargeisa-garowe-kismayo and just says lets share power among ourselves and each bloc make sure your opposition clans are under check and make sure no clans provide any support to anyone's opposition. Kismayo folks will make sure the Gedo folks stay in check. Baidoa folks will make sure their opposition among themselves stays in check from baydhabo to marka. Mogadishu will make sure anything from hamar to baraxlay stays in check. Garowe will make sure all Sahal in it'z jurisdiction is in check. SNM makes sure everything in it'z zones are in check. Like I said the above is only workable if noone provides support for any of VETO bloc regions opposition and shut the door on them, this civil war would be over a long time ago. Any disagreements that comes up among the VETO regions talks with be among themselves only and no resorting to complicating the war further by fuelling other clans to get breathing space. I mean for god sakes even elbur folks are running around now, this aint in noone interest to complicate the power sharing already with more clans. If we cant agree just among those 5 blocs, how is it going to help by fuelling each other oppositions? it will just complicate it further and those oppositions will want to have power sharing deal. Nin aan talin jirin in la baro ma aha I think is a more appropriate term, no point teaching a clan who hasnt ruled before the concept of ruling or tommorow he will be apart of the bloc and it just gets messier. It's not in anyone of the 5 bloc interest in the long-term But their always that one key ingredient 'disagreement between the blocs' is needed for these periphery clans to survive or else it's came over.

I must say I was quite impressed by galbeedi and his insights into the SFG fiasco, I always knew their were going to be some MPS who are there just to make a quick buck and join the motion but I totally neglected the fact of the business interests and the former warlords still having an influence on the town. It's kind of true, I remember once reading qanyare used to get 100k a month just from dayniile airport, where-as he gets a monthly salary that could be considered chump change as an MP. I am quite certain that there are business interests in mogadishu who don't like to see that their losing alot of their businesses to foreigners and NGO. Infact I was reading the other day even IDP camps are business and a generous cut is given to the owner of the land by the UN. I personally don't think it is a wise decision to remove hassan sheikh as of yet but as you put it 'the shake up' might have a positive effect on him having better governance and relations with the various competiting interest groups. But it could also have a negative effect of 'I am not going to be relected next term so I might as well make as much as I can now before the lights are turned out'. I honestly think he would fall into that latter group of a mindset judging by his actions in the last two years. Now what I do know very well is that GAAS looks like he might have intentions for a shot at 2016 election, Nicholas Kay mentioned in his briefing the other month saying that he would welcome GAAS if he has any federal ambitions, plus the time period that somalia is going through now needs someone who can achieve governance, establish capacity, institutions and not so much security because 'amisom' takes care of that. What ppl want to see is a leader with a proven track record that can develop it's capacity in security sector, governance side, service delivery so when amisom does pull out they can take over that vaccum. Gaas obviously being Harvard educated Professor with federal experience as a PM, finishing the roadmap(a key to recognition) and his non corrupt nature is probably most likely why many ppl will be betting on him for 2016 if he wishes to run, he pretty much tickes all the boxes required for Somalia at this time junction. I also possibly think farole also a good chance on that front since he is the key player on forming the constitution another huge deliverable and has proven track record from taking a state that was non functioning in 2009 to functioning in every sector within 5 years. Could he possibly be the man also? only bad thing about him is the corruption but are the international community and somalis willing to accept that corruption in return for all the other goodies that could come with a farole led SFG? huge changes would occur to government capacity building, parliament functioning, ministeries actually providing service delivery, security sector fully functioning. It will be interesting how 2016 turns out but I doubt any leader will ever get the chance for a second term unless their absolutely nothing better to replace him. A replacing of a leader is done when ppl are either fed up of the previous leader incompetence or when someone could add more to the gains achieved. Thats basically the only criterias used for changing a leadership and hassan lost the first criteria 'competence' he is seen as incompetent and sending us backwards, just based on that if a election is held anyone but him would be elected regardless is something better will replace him or not. PPL just dont want to continue in his incompetence. But Hassan real killer is not that he just failed in the first criteria of competence but depending on the calibre of candidates running 2016, he might as fail there to with possible candidates with proven track records and govt exp like farole or gaas could be running adding to the fact where Somalia is today and what people are seeking from the govt which is 'govt capacity building, service delivery, security sector reform' those candidates already would've of ticked alot of those requirements, add to the fact of the incompetence on hassan sheikh, it's a no brainer it will be a miracle if he even declares his candidacy. As for the spoilers they will always be around and thrive and survive when the 4 main blocs of somalia are in disagreement, they don't survive in other time period. For example do u honestly think if PL-SL-Mogadish-Baidoa sat down and agreed to something that HG,Gedo,Sool or any clan would stand a chance? they simply wouldn't they survive in the chaos and use it to benefit themselves making the war even more complex, when it could be easily resolved thru the 4 main blocs of Somalia.

Doctorkennedy what are u talking about south and north businesses creating jobs? hiring 50 people in SOMTEL is not going to change a drop on the unemployment rates. We need manufacturing sector that can hire thousands of people and this requires foreign direct investment from multi national not local telecoms and hawalas in the region. We already have enough of the telecoms and hawalas needed in the region, we need something different where there is an actual demand for like fiber, banking sector, insurance sector, etc. Golis is already the biggest telecommunication company out there in Somalia and we have our own local telcommunications like galcom, orbit, puntland telecome with a regional focus. Amal is already the second biggest hawala out there after dahabshil. Not to mention iftin and tawakal. We are doing just fine in the local industries. What we truly need is more foreign direct investment that can create thousands of jobs to cut down on the unemployment rate, once we can get down on the unemployment rate people can earn an income and save this will create a trickle effect where a service sector will be required to service these new consumers hence more jobs and not to mention those already employed investing into other sectors like buying real estate, businesses, etc create another trickle effect on the economy and more jobs being created. Taxes need to be raised on the northern parts of Somalia. Most of our livestock comes from wardher thru galdogob customs, mudug, nugal,galgaduud, hiiran, bari. Higher taxes should be applied to areas where less business comes from so we can benefit rather then giving them a tax break cause only we are losing at a govt level, tax breaks should be given to those who bring alot of business not less. Sure a few number of people may get employed thru the port but those guys working at the port most are from other parts of somalia and ethiopia and send money back to their regions helping their own economy thru the trickle effect of goods and services, their not our locals. I call upon the Puntland Govt start cracking down on the 300k terrorists, if they want to use Puntland services then they better pay, nothing is for free, we are expected to provide a safe trading environment and maintenance on infrastructure in our environment, yet they use our services and cause wear and tear on it for free is an imoossible idea to entertain.

I urge the Puntland Govt to double any taxes heading to the 300k terrorist enclave, this is required immediately to stop this nonsense of tax evasion that is going on in Puntland. Alot of our businesses traffic doesn't come from the north so we won't lose out much if they leave. I urge u to slap heavy tarrif penalties for anyone trying to use Puntland territories as a way to evade taxes be it in the north or south. This is just totally unacceptable and won't be tolerated. If people want to use Puntland services, nothing is free, you better pay or piss off.

These boys are technically east africa/central champions since they were beat by a north african team. They are still champions in Puntland hearts and recieved a thundering welcome into their hometown Garowe city, Capital of Puntland. I want to send my congratulations to the boys, you did well, you did superb and made all Puntland and Somalia proud of you, you have put garowe on the map of african sporting and I hope to see next year that you take the whole cup itself. I urge other sporting sectors such as football to stand up and be counted in the region. I urge that a artificial grass begin being laid down across Puntland stadium so our boys are not disadvantaged when playing against other teams of Somalia in the future. FULL TRANSCRIPT OF DR. FAROLE’S SPEECH AT ROME 3 UNIVERSITY IN ITALY All Praise and Thanks be to Allah. I am very pleased to address Università Roma Tre for a second time. My first time was in March 2011, as the President of Puntland on an official visit to Italy. I wish to share my appreciation with the organizers of this event and with Roma University for hosting us. I also wish to thank the Government of Italy and the European Union for continuing to support recovery in Somalia. Today, addressing the question of why did we adopt a federal system, I will speak about the elusive matter of governance in Somalia, its viability, historMangnifico Chancellor, Professors, Excellences, Distinguished Guests, Ladies and Gentlemen. Good afternoon.ic lessons, and prospects for the future. To understand today’s reality in Somalia, we must first conceptualize the country’s contemporary history. In 1960, the former British Protectorate of Somaliland united with the former Italian Somaliland, to form the Somali Republic. The new country held democratic elections and H.E.Aden Abdulle Osman, its first president, became the first African Head of State in 1967 to concede defeat after an election and transfer power democratically to a new President. Unlike many post-colonial African countries endemic with tribal struggles, the world recognized the new Somali Republic’s unique homogeneity, in terms of a common religion, language and culture. So it is a paradox that today’s Somalia is plagued by civil war, national disintegration, political instability, piracy and terrorism, leading to famine, poverty and exodus. This unfortunate reality has eroded our people’s historic coherence and their ability to agree on a comprehensive political settlement. The three main factors contributing to the present reality in Somalia are: 1) the military regime; 2) the creation of a city-state; and 3) the belligerent rebel groups who took up arms against the then-central government. In 1969, a military junta seized power by force in Somalia, introducing a 21-year dictatorship. During this time, the country underwent a major transformation and its democratic foundations deteriorated and decayed. The former military regime is credited for building or expanding some socio-economic infrastructure, but is faulted for instituting a highly centralized system of governance, policies that aided corruption and nepotism, disproportionately concentrating its efforts in the capital Mogadishu, and neglecting the socio-economic development of entire regions of Somalia. According to a mid-1950s census conducted by the Trusteeship Italian Administration of Somalia (AFIS), Mogadishu constituted approximately less than 2% of Somalia’s population and had two parliamentary seats out of 123 MPs of the Somali Republic. By 1990, however, Mogadishu expanded exponentially to a metropolitan city that was home to about 25% of an estimated Somali population of 8 million. As Mr. Andrea Romani, an Italian scholar who was also my instructor, observed Mogadishu’s rapid urbanization: “Una grande testa sopra un corpo rachitico”, which literally means, “A big head over a rachitic body”; the head being Mogadishu, and the rachitic body is the rest of Somalia. The highly centralized government created a city-state in Mogadishu, while depriving many regions of economic development and service delivery. This compelled and entrenched a trend of migration of manpower and capital from the regions to Mogadishu, as Somali citizens pursued education and healthcare services, as well as opportunities in employment, investment in real estate and other businesses, and even travels documents. A combination of the draconian rule of the military regime, political repression, and economic deprivation led to the general frustration and public support for armed rebels, who violently overthrew the central government in 1991. By then, the military regime had destroyed major urban centers in northwestern Somalia (present-day “Somaliland”), whose population fled the country as exodus to the neighboring Ethiopia in 1988 and the destruction of Mogadishu in 1991 equated practically the total destruction of Somalia and the political collapse of the Somali state, because Mogadishu was Somalia and Somalia was Mogadishu. There was no other place in Somalia that could host the influx of people fleeing the violence. Mogadishu was not only the capital of Somalia, but it was the city of all Somalis. The rebels who seized Mogadishu in 1991 lacked political vision and leadership caliber, and so, the situation quickly spiraled out of control. Entire clans were persecuted, uprooted and massacred in rampages spanning a distance of 1,300-km, from Galkayo in north-central Somalia to Kismayo in the country’s deep south. Victimized clans fled out of Mogadishu to the regions and others escaped as exodus to neighboring countries, primarily Kenya and Ethiopia, but the violence could no longer be contained. The same rebels in Mogadishu turned on each other, fought over what remained of the destroyed capital, and violent clan struggles over land, power and resources characterized the conflict in south-central Somalia, including human rights abuses, war crimes, crimes against humanity, uprooting entire communities, and the misappropriation of community lands, private and public properties. I do believe that the Somali people cannot recover from this catastrophic event, which totally destroyed the national archives (the entire documentation of the Somali state) and other assets, in addition to massive loss of human lives and exodus. The former President of Djibouti H.E. Al Haji Hassan Guled Abtidon hosted the first Somali Peace Conference, during the early months of the civil war, bringing together major Somali rebel factions with the aim of signing a peace pact, witnessed by the presidents of Kenya and Uganda, and diplomats from Italy, U.S.A., China, France, Saudi Arabia, Ethiopia, Germany, and Nigeria. The Conference Communiqué, dated 15-21 July 1991, was signed by rebel leaders, as well as four former Somali statesmen, who represented the country’s various constituencies, namely: H.E. Aden Abdulle Osman, Somalia’s first president; H.E. Abdirizak Haji Hussein, the country’s second Prime Minister; H.E. Mohamed Ibrahim Egal, the third Prime Minister of Somalia and late President of Somaliland; and Hon. Sheikh Mukhtar Mohamed Hussein, the country’s former Speaker of Parliament abolished by the military junta. Most interestingly, Clause 2 of the Communiqué called for an immediate ceasefire, Clause 4, Section C said: “The Conference agrees to implement Regional Autonomy system in the country and to write this in the Constitution”. What is remarkable about this conference is the acknowledgement by former Somali statesmen recognizing, early in 1991 when the state collapsed, that Somalia needs a decentralized system of government. It is clear that rebel factions and the international community agreed that a new Somali government needs devolution of power, which still subsequent leaders in Mogadishu are resisting to accept and implement in today’s federal system. This was a remarkable insight to the most viable solution of governance, echoing the campaign for federalism by then-leaders of Hisbia Digil Mirifle (HDM Party) in the 1950s that was silenced by the wave of Somali nationalism propagated by then-dominant party, Somali Youth League (SYL). In 2004, however, at the end of a two-year process under the auspices of IGAD regional bloc, supported by the international community, Somali political leaders signed an agreement adopting a federal system of government, establishing the Transitional Federal Government (TFG) that is predecessor to today’s Federal Government of Somalia in Mogadishu. Since its inception in 1998, my native State of Puntland became the embodiment that transformed the federalism rhetoric into reality. Puntland adopted federalism to: a) advance reconciliation and self-government model for Somali communities to overcome hostilities and mistrust of the civil war; b) achieve political balance between the centralist (Mogadishu) and the secessionist (Somaliland) positions in Somali political space, implementing self-rule while retaining national cohesion; and c) empower regional communities with political decision-making, resource management, and adequate public goods delivery at State-level. I do believe that federalism is good for Somalia, as it offers the only viable model to reunite the fragmented regions and territories, promotes reconciliation, prevents abuse of power at the center, allows inclusivity, and permits power to be exercised close to the people. The federal arrangement is still under development. The way forward requires Somali political leaders to adhere to the provisions of the Federal Constitution and to establish the Upper House of Parliament that represents the Federated States. The Transitional Federal Constitution must be reviewed and finalized, but the formation of Federated States by regional communities should be completed first and the States and Federal authorities should enter into a negotiated agreement regarding the constitutional distribution of power and resources. In its final form, the Federal Constitution must satisfactorily address autonomy for the States, whilst ensuring a Federal Government that upholds the sovereignty, territorial integrity, political independence and unity of Somalia. Until that final stage is achieved, however, the political decision-making of Somalia should be shared between the Federal Institutions and the Federated States, for the benefit of the Somali people. Somalia needs holistic socio-economic development based on benefiting from local resources responsibly, to overcome conflict, poverty, and unemployment, and this should run parallel with progress on political settlement and stability. This will give Somalia the opportunity to grow economically together with the sub-region. My national vision is the rebirth of a new Somalia that enjoys full peace, is a respected member of the community of nations, self-reliant, respects human rights and gender equality, that brings hope to its citizens and attracts the voluntary repatriation of Somali refugees. I envisage Somalia moving towards regional security and economic integration and attracting investment for economic growth. As the former President of Puntland, a veteran of Somali national peace processes since 1991, and a prominent member of the Roadmap Signatories to End the Transition, I make myself available to contribute my goodwill and experience in assisting the Somali people, legitimate political entities, regional actors, and international partners in efforts to peacefully reunite the fragmented Somali nation-state in a fully-fledged federal system. I hope the Puntland minister of environment sticks to his plan when he said he will be reducing charcoal usage by half across Puntland by 2016 with alternative sources of energy. There is already two LPG gas plants in Bosaso and apparently is cheaper to use LPG run stoves then charcoal, so it is affordable. Anyways watch the documentary here, it's disgraceful honestly, cutting down our own trees for energy, it just huge impact of the environment affecting nomads, less rain, increases desertification, etc.

Xaaji your not very smart are you, why do the HAGS use barre hiraale if they ever had the numbers to take over? the south is settled by many different clans and HAG are not the majority if they were like you said they would've of taken over a long time ago.
