You seem to be focusing on the latter article. On the Observer quotation, it must be noted that Louis Michel didn't mention that "only the Ethiopian and government forces have uniforms" but rather this addition was from the journalist Sam Kiley. One could wonder how he can be so sure about this though, as it's a well-known fact that ICU fighters did have uniforms that resembled the ones the TFG is wearing.
