I been monitoring this makhiri project of las qoray for a while now. Here is a few pics of the construction that is occuring. I been monitoring it because it can lead to conflict of interest between bossaso port and las qoray port. The competition will be good for puntland however their is bad side to it also. Al-Qadhafi Advises To Reach Agreement on Somali Exclusive Economic Zone PANA Online Tuesday, October 20, 2009 Somali Exclusive Economic Zone (EEZ) shelf/area Unattributed report: “Kadhafi Receives Somali Maritime Organisation Delegation” Tripoli, Libya (PANA) - Libyan revolutionary leader, Mouammar Kadhafi, on Monday advised civilian organisations controlling Somali coasts to draw up an agreement on the Somali Exclusive Economic Zone (EEZ) to protect their country maritime riches. A Libyan official said Kadhafi told them that the agreement should be based on the Law of the Sea, which stipulates that economic waters belong to coastal countries. The Libyan leader was speaking when a delegation of the civilian organisations controlling the Somali coasts called on him on Monday in Tripoli. This zone, he said, stretches over 320 kilometres, adding that all the riches in that zone are the property of the coastal country and that nobody has the right to touch this maritime wealth unless so authorised by an agreement between the country to which the EEZ belongs and the party wishing to fish and invest in it. Kadhafi, who is the current Chairman of the African Union, also advised the Somali delegation to present the draft agreement to all groups in Somalia to discuss it and to add their demands concerning the protection of this economic zone and its riches. He promised that Libya would assist in any possible way in drafting the agreement in line with international law of the sea and stressed the need for Somali groups to comply with this agreement. The Somali delegation called on Kadhafi to thank him for his speech at the just- ended UN General Assembly on the protection of the EEZ off their coasts and to face up to the plundering of the riches of that zone. The delegation told the Libyan leader that their country was facing an aggressive attack launched by the capitalist companies of Western countries and others which plundered their country`s maritime riches. Somalia: Puntland govt issues ruling to end clan violence 21 Oct 21, 2009 - 11:00:59 AM BOSSASO, Somalia Oct 21 (Garowe Online) - A well-organized ceremony was held in Somalia's northern region of Puntland on Wednesday, to declare the government's ruling on clan violence, Radio Garowe reports. The event was held at a conference hall inside Bender Qassim International Airport in the Gulf of Aden port city of Bossaso and attended by more than 300 people, including government leaders, traditional elders, Islamic scholars, businesspeople, civil society, journalists and honored guests. Senior government officials present at the ceremony included: Puntland President Abdirahman Mohamed "Farole"; VP Abdisamad Ali Shire; Cabinet ministers for Security, Finance, Labor, and Ports; Puntland military commander Said Jama "Tutaweyne"; Puntland police chief Mohamed Hassan Afey; and Puntland Intelligence Service (PIS) director Osman “Diana” Mohamud. Labor Minister Mohamed Nur “Agweyn” was host of the ceremony, which began at 10:00am local time with religious comments by Sheikh Ahmed Dahir. “I urge the public to work with the government. If we are united and we protect our religion, no enemy can come among us," said Sheikh Ahmed, one of Puntland's most learned Islamic scholars. He said clan violence "breeds problems, such as droughts." Sheikh Ahmed called on the Puntland people for pray to Allah. Labor Minister Agweyn offered a brief report about events surrounding clan violence in Igdheys, a village located in Ufayn district of Bari region southeast of Bossaso. Fighting over land and resources erupted in Nov. 2008 between two sub-clans within the ********* clan that is dominant in Puntland. Minister Agweyn said President Farole and VP Shire came to Bossaso on Sept. 27 primarily to help end the clan violence around Igdheys village where 36 people have been killed, according to a government report. Security Puntland's security minister, Gen. Abdullahi Said Samatar, was welcomed to the microphone and he began by saying that this gathering was organized to bring peace among the brotherly clans. "These clan attacks have caused much suffering and embarrassed our reputation. During the past year, many development programs were delayed and businesses hurt," Security Minister Samatar said. He noted that Puntland's government did not directly intervene in the clan violence initially, but emissaries composed of traditional elders and religious figures were sent to bring an end to the violence. "In the end, the government had no choice but to intervene directly. The government's decision is best for the peace," the Security Minister added. He warned the Puntland people to uphold the peace and asked the people to "pray for places in Somalia that do not have peace like Puntland." "We are here today to end clan violence that started before my election in January [2009]," Puntland's leader said.
