  1. Ngonge, there's no might or may in revelation. Reason, yes. Like a caged bird he’d stroll in the compounds of his house, to and fro, unable to set a foot anywhere in Somalia except his tiny enclosure. It is a predicament of sorts, dare I say. A president by name. A constitution on paper. A country to govern, yet powerless to maneuver. He knows though. He knows very well that he’d lost the war, but the pressure from the US weighs heavy on his head. Damned if you do, damned if you don’t. Indeed, it is a predicament of sorts! .

Youth League Active The Somali Youth League operates from Mogadiscio, the Italian capital, but has its counterpart in Hargeisa, the British capital, where it is known as the National United Front, under Micheal Mariano. The more explosive Somali National League also operates from both Hargeisa and Mogadiscio, where its headquarters are hung with smiling portraits of President Nasser. At first blush this seems like much ado over two wild wastes of broiling African desert. But there are several complicating elements. Bluntly, the Ethiopians consider that, for their own safety, the entire seaboard of the horn of Africa should belong to them. They were invaded twice from the sea. They still remember the Italian occupation of 1935-41. They are not sure that the United Nations could restrain a United Somalia from aggression. Britain, too, is interested in keeping a strategic foothold in a free Somalia: both to guard the back door in East Africa and to help preserve Aden Colony and her Arabian sheikhdom protectorates. Both Eye Nasser Both Britain and Ethiopia are anxious to keep Nasser's influence out of all Somalia, as well as powerful independent Sudan, whose borders march with those of both Kenya and Ethiopia. Ethiopia is an ancient Christian nation, but nearly half of her 17 million illiterate, poverty-stricken peasantry may be Moslems..
  5. "Somaliland" had never existed as a de jure state. Better recognize the farmers of Bay and Bakool than the nomads of Hargeisa and Bur'o. At least the farmers have a distinct language and suffered immensely under the nomadic invasion and occupation.
  6. Che,. You seem to be missing the crux of the matter. There's no qabiil issue in this topic other than an advisory warning for the likelihood of that trajectory. It's about outstanding issues like the delay of Haylaan's council and budget even though the latter comes under the responsibility of the interior minister. There's also the environmental and exploration issues that need to be addressed. Common Somali identity is only feasible under a federal model.

[QB]You are speaking about your concerns of the environment which I believe is quite baseless. I believe the environmental dangers from exploring for oil and minerals is significantly smaller then the benefits that the natural resources will bring. Do think the Arab countries that have been blessed with oil are concerned with the environment, especially when they started the initial process decades ago? Look at all the nations that have proven oil reserves and how it has benefitted them. The sprawling metropolitan cities that they have constructed and the improve standard of living that has occurred. With the exception of few states, the optimal benefit from oil resources has been zero and more of a cursed source of revenue since the operation and management of this sector is capital intensive and therefore lends itself to very little employment opportunities. When there are no environmental laws that can hold the exploitative companies to task about the negative spillover effect of the production and handling that their drilling work poses to the environment, the cost is extremely huge as people(in this case nomads) are displaced of their traditional source of income. To avoid public resentment from being tapped, they companies would simply attract biddable officials and politicians, who are more concerned with enriching themselves, against such critical laws. Besides, Puntland is not a recognized state with the legal power to seek the technical advise, training and financial loan or assistance of other nations in order to invest and develop its own resources. It's at best in a precarious situation in which the wolves and zombies continue to steal its seafood resources and whatever valuable rich that may lie beneath Its surface land. Some of these nations were faced with treaty’s such as the Kyoto accord; which is an internationally treaty that seeks to reduce the greenhouse gas concentration in the atmosphere. It is something that has been signed by many countries concerned with the environment, except those like Canada, U.S, China and others; they knew they would be unable to meet the emissions standards, because like in Canada case the process they produce oil produced too much greenhouse emissions. The Prime Minister of Canada felt that the importance of the oil to the economy was so high that he refused to sign a treaty even though it would harm the environment. To draw.a comparision from an advanced nation like Canada which sees the full compliance of Kyoto Protocol more of hindrance to its economic growth than help is irrelevant in this particular issue. Still Canada faces an energy and environmental issues as there are recent reports of several bomb attacks in British Columbia. And less than a decade ago, more than 160 attacks had been registered in Alberta. "In protest at the energy companies' alleged disregard for farmers, and particularly their practice of flaring gas to toxic impurities, this was blamed for causing stillbirths in animals and humans," writes the Economist (August 15). A viable Somali government is needed for these types of exploration deals. I support the former President Cade Muse because he was the first leader that did not beg for international aide. He tried to provide the people with their own means of developing their state through the fruits of their labor. One of his first focuses was trying to build the costly airport, the livestock quarantine, organizing the port and building a huge administration building there. That is good work by Adde. The quarantine deal is sort of monopoly. It drives many small traders out of business and thus lowers income of the pastoralists as the price of each livestock will be much much smaller than what they used to sell to individual traders. I hope the administration avoids in taking harsh measures which exclusively limits the freedom of established individual, livestock traders for the use of Bosaaso port.

It is a paradigm in which the clans either compete for governing the state ( in the case of Mogadishu or Southern Somalia) or establish a convention to govern the states through agreed system (in case of peaceful northern quasi-independent states of Somaliland and Puntland).......... Though not conclusive, there is compelling evidence that it is highly likely that today’s Puntland (and to some extent Somaliland) are historical outcomes or contingencies of the local traditions to self-governance that predate modern day Somalia. Today’s Puntland for instance is made of several traditional sultanates that existed in the area prior to the colonial era. It is this long tradition of self reliance and local administration that enabled these regions to constitute functional authorities. It certainly is not random chance that both Puntland and Somaliland have emerged while many other peaceful remained trapped and eventually consumed by the Somali Civil War. Source

Also among them are two politicians who command more respect and influence than the warlords. One is Abdullahi Yussef Ahmed, a former faction leader who set up a stable government in a northeastern Somali region called Puntland. The other is Muhammad Ibrahim Egal, who leads another pocket of stability, Somaliland, in the northwest.

  11. ThankfulSP, promoting an individual who might single-handedly sponsor deals at the expense of the general population and the environment is narrow-minded at best. We should be striving how to figure out a system that can add to the economic well-being of our society and that would be sustainable. If Puntland's resources are better managed,for instance, we won't need to issue illegal fishing licenses to foreign companies or grant them the right to explore oil and minerals without environmental laws. I think it was the environmentalist Jibrell who said in an interview with BBC-Somali that a better management of our marine resources like industrial development of the fishery sector can significantly raise the living standards of Somalia and thus produce a middle class, well-informed citizens. The point is that we don't have strong institutions that can better respond to the challenges of environmental and political issues affecting us. You should read this research article, "Puntland's oil and mining deal: An affair between greed and incompetence"(2006). Its two parts clearly present an alternative solution to the present and future conflicts while also exposing the concession agreements which clearly give favorable treatment to Range and others, with corroborating evidence. We must think ahead of our times.

The city of Erigavo(not most of its Makhiri villages) is co-owned while its control and management structure has neither violated nor modified the 1992-3 peace treaty and the jurisdictions it had set. However,The legitimacy of Puntland state rests on the loyalty of its people and it's borders are exactly the clan's borders. While Sanaag is 90% Makhiri in terms of demographics, there is a binding peace agreement the Makhiris entered with the two "Somaliland" clans of western Erigavo and ElAfwayn from 1992-3. Vide this agreement, which preserves the peace and safeguards the territorial borders of Each clan. Regulations agreed at a Special Conference between the ********* and ******** at Shimbirale, 8-18 November 1992 With effect from 18 August any property stolen or looted should be returned immediately. Anybody who suffers injury cannot take revenge on the clans of the criminal but will seek payment from the individual responsible or from his immediate sub-clan. Those who suffer casualties should take no revenge measures themselves but inform the standing committee on peace. If they take steps by way of revenge, they will be treated as bandits. The standing committee on peace will use the services of the peace forces when needed. Anyone killed or injured while involved in acts of banditry will be treated as a dead donkey and should be denied any rights. Any sub-clans engaged in acts of banditry which cause death or material loss should pay whatever damage they have caused. In addition, they will pay a bond of 100 female camels. This bond will be made over to the joint administration of the two sides, for common use. ----------- In November 1992, some 400 delegates representing the ******** and the ******* met at Jideli. By the end of the conference they had agreed that each clan would be responsible for maintaining law and order in its own territory. A joint local committee of 30 members would be responsible for settling conflicts according to the terms laid down at conference. If more rain fell in the land of one clan, the guest community attracted by the pasture would be responsible for the protection of the lives and livestock of the host community. Thus, you should know that the Makhirs control their territory from Erigavo to Bosaaso. Clan is the supreme authority in anarchic Somalia and if a clan, for instance, gives its loyalty to an administration like Puntland, They are well-positioned to pinpoint the failures of previous administrations. The above article serves only a reminder of the previous administration's policy failures and the unbalanced distribution of the legislature. As far as I know, three major clans had agreed to form an autonomous regional administration and thus share it proportionally. For instance, 15 assembly members were given to Makhiris, 4 of which went to the Erigavo district, but stalled disagreement between the Makhiri sub-clans over its allocation, those member nominations went straight to other regions and of Haud. It's now imperative to go back to the original set up of Puntland and clean up the slate. The Farole administration must also fulfill its promise to nominate the Haylaan Regional Council.

ThankfulSP, The National Geographic journalists had set out on a peregrination around North and South of Somalia to report on the scale of destruction on our environment, private properties and national resources. It's all based on facts except when they recklessly tread on the issue of Somaliland's claim to statehood. About the terrorist attacks, it's not about the number of explosions in one event but the sporadic events of such attacks in one area or another. In the cool of evening, thousands of goats and sheep are herded aboard a ship at the Somaliland port of Berbera.

As Prof. Cabdiraxman saw in his experience with the Council of Islamic Courts, they were weak on the public administration and international relations.
