There's BBC News article about a time when Moi ordered the UNHCR to relocate Somali refugees to the border area and inside Somalia. It took a repeated international pressure for him to back down from that human rights voilations. He cited national security concerns as the main reason why he wanted Somali refugees to be relocated to the border and inside Somalia.

^don't we have Shariif for that description? I think Shariif needs someone with a great deal of knowledge and experience in international diplomacy and in governance, and that ideal candidate must build a lean and efficient cabinet. He must also embark on political reconciliation with the opposition (moderates) and start backing up regional states through the implementation of the new constitution.
