Luxembourg, 23 April 2007 - The Council adopted the following conclusions: 1. The Council recalls its ongoing concern at the situation in Somalia and stresses the importance of implementing the United Nations Security Council Resolution 1744 (2007) in order to address the political, security and humanitarian challenges faced in Somalia. The Council also welcomes the Communiqué of the International Contact Group on Somalia, dated 3 April 2007. 2. In particular, the Council expresses its grave concern at the escalation of the conflict, the renewed fighting in Somalia and the severe humanitarian suffering it has caused, and deeply deplores the loss of civilian life and particularly the indiscriminate shelling of heavily populated areas of Mogadishu. The EU emphasises the obligation on all parties to comply with international humanitarian law. It also urges them to work actively to guarantee complete, unhindered and safe access for humanitarian relief work. The Council strongly urges all parties to commit to a lasting cessation of hostilities to avoid further bloodshed. It stresses the need to reach an early agreement on comprehensive and permanent ceasefire arrangements, including mechanisms for disarmament, demobilisation and reintegration. 3. The Council reconfirms its support to the Transitional Federal Institutions (TFIs) as the organs mandated by the Transitional Federal Charter (TFC) and the only legitimate authorities to restore peace, stability and governance to Somalia. The EU urges the Transitional Federal Government (TFG) to show the leadership and reach out to all parts of Somali society, in launching an inclusive political process, based on the TFC. Particular attention should be given to the need for a broad-based administration of Mogadishu. 4. The Council urges the TFG to convene the National Reconciliation Congress (NRC) as soon as possible. It states its readiness to support the Congress, financially and otherwise, based on the need for it to help deliver lasting agreement on ceasefire arrangements and a sustainable political process. The EU urges all Somali parties to support the early convening of the Congress and to participate in it constructively. The Council expects the Congress to involve all key stakeholders, who should be able to freely choose their representatives to the Congress. 5. The Council reaffirms its support for the Africa Union (AU) Mission in Somalia (AMISOM) and welcomes the deployment of the Ugandan contingent. The Council expresses its sympathy for the tragic deaths of the Ugandan soldier and Belarusian aircrew in AMISOM, and strongly condemns any hostility towards AMISOM. The EU considers the deployment of AMISOM as crucial in creating the conditions for the stabilisation of the country and the early withdrawal of Ethiopian troops from Somalia, and therefore calls on all Somali actors to work with AMISOM to help achieve these aims. 6. The Council recalls the EU’s contribution of 15 million euros to the financing of AMISOM, and its provision of advisory and planning support to the AU, in addition to bilateral contributions from EU Member States. The Council calls on all international partners to provide further support to AMISOM and on the African troop contributing countries to pursue their deployment as soon as possible. Source: Reliefweb

Today the Somali people for the first time in many years have an opportunity of seeing the return of a functioning government that has the support of the international community. The attention of the world is focused on our country again, our people are tired of the sad state that we are in and the political leaders in the country now accept the need for a solution. Simply put, all the right circumstances are in place or as one might say the stars are aligned for peace in Somalia. Realizing this, why should we allow for some people to squander this opportunity for us again? Is it fair for a nation of 10 million people to be held hostage by a handful of thugs driven by selfish interests? The reality is that those who oppose the Transitional Federal Government have no alternative to offer. They are quite content to see Somalia in the same state of chaos and anarchy that it has been in for the last 17 years. Yes, they may try to present themselves as the saviors of Somalia but in reality they are the destroyers of our nation. Under various disguises and multiple aliases they oppose the return of normalcy and sense of order to our country. They want to keep us in a state of nature where those who are strong get their way at the expense of those who are weak. These folks who claim to be a religious movement one day, a nationalist movement the other or tribal militias when their back is against the wall are only interested in one thing: To keep Somalia in the same state of hopelessness for as long as possible. They fight because in a state of hopelessness they are happy, in the anarchy they are strong and in the poverty of the masses they have plenty. The truth is they have nothing in common with the majority of peace loving Somalis who can not wait to see the return of a stable government. They have denied our nation peace, violated the dignity and honour of our people and turned our country into a safe haven for international outlaws. After all this, they have the nerve to present themselves as the saviors of Somalia. Do they really believe that we are fooled by their trickery and deception? "The Ethiopian Invasion" They claim that they are against the Transitional Federal Government (TFG) because it is a puppet of Ethiopia. It is no secret that the TFG is closely aligned with Ethiopia and receives a great deal of support from Addis Ababa. However, Ethiopia did not invade Somalia; instead it came in at the request of the TFG. As the sole legitimate authority of the country the TFG has the right to exercise a foreign and security policy that it sees fit. It decides the countries that Somalia will have relations with and those that it will not. One does not have to agree with every decision that a government makes and no one should certainly attempt to overthrow the legitimate authority in a country because one disagrees with its policies. However, these things are difficult to understand for people who reject the whole concept of a government let alone its policies. The reality is that the Ethiopian argument is a cover for their real motive which is to oppose the return of a government that will establish the rule of law and end the anarchy that currently exists. If it is Ethiopia they oppose then why was the Transitional National Government reduced to being locked down in one of the local hotels in Mogadishu? Would they argue that Abdiqasim Salad Hassan and Ali Khalif Galaydh were puppets of Ethiopia? The truth is that there is no difference between the TNG, TFG and any other government in their eyes because any established authority would make these gangsters illegitimate. These are people who have greatly benefited from the chaos of the last 17 years by establishing themselves at the top of an anarchic society and they will oppose anything that threatens their status. They have no remorse in sacrificing the lives of innocent people in order to continue their strangulation of our country. Ever hear some of the demands being made by these folks? It is simply pathetic. Moreover, if they oppose foreign troops then why do they continue to create a situation that makes it necessary for the country to need outside intervention? Why did they not volunteer to become the troops that their government needs? Why did they not disarm and welcome the TFG? Instead they twice attempted to assassinate the Prime Minister and sent suicide bombers to Baidoa in an attempt to eliminate the President just to show their opposition to the legitimate authority of the country. They also began assassinating anyone who wanted to see the return of a government and the rule of law. These folks have to realize that the Somali nation will not be a hostage to them any longer. They should understand that Somalia is determined to move forward from this sad period in its history. Working against the wave of hope that is spreading across our country is irrational. Furthermore, arguing that we need to “liberate” our country from Ethiopia misses the fact that our nation first needs to be freed from the forces of darkness that have held it hostage for 17 years. Ever wonder why the nationalist fervor is limited to a few neighborhoods in Mogadishu but not throughout the rest of the country? How interesting! Advice to the Anti-government Forces Your cause is unjust no matter how much religious/nationalist rhetoric you use to portray otherwise. Moreover, you do not have the support of the international community which fully supports the TFG. Despite the cries of invasion and massacre, no country has stepped forward to seriously challenge the TFG and its allies. On the contrary, a United Nations resolution (Resolution 1744) authorized African Union intervention in Somalia. Eritrea, a state sponsor of terrorism is the only country which supports your cause and only because it sees you as a tool in its wider war against Ethiopia. Most of all however, you do not have the support of the Somali people. You do not even have the support of the majority of the neighborhoods in Mogadishu yet you claim to be a mass movement which speaks for all the Somali people. You are not waging an insurgency with grassroots support despite all the comical comparisons to Vietnam and Iraq that you and your supporters make. An insurgency with no mass internal support and a formidable external backer is not much of an insurgency but rather a hopeless struggle. Therefore, I would advise you to stop sending young Somali boys on suicide missions against well armed and well trained troops. Most of your strength was destroyed when this conflict began which makes one wonder what you can achieve now with your hopeless and desperate tactics which only results in the suffering of innocent civilians. It is clear that you have no military option to back your flawed political objectives. Moreover, you have to realize that Ethiopia is not going to cut and run like the US as it is not a Western democracy where its leader has to worry about public opinion affecting the next election like an American President. Burning corpses and dragging dead soldiers on streets only gives ammunition to the government and its allies while exposing you as savages. Furthermore, the international community has fully committed itself to seeing the return of a functioning government to Somalia no matter how hard you try to prevent it. Most significantly however, the Somali people are now seeing you as nothing more than an obstacle to the peace that our country longs for. The question is how long will it take for you to realize the truth and accept these undeniable facts? What is the Alternative? People should ask themselves what would become of our country if we were to lose this chance. Is there really a viable alternative to the Transitional Federal Government? Our country has lost many historic opportunities before and I believe we should not repeat those mistakes again. The TFG is the only and all inclusive option which represents all Somalis, a characteristic no other movement can claim. It is also the only authority that can obtain the support of the international community that our country desperately needs. It is time to stop sticking our heads in the sand and blindly opposing something without understanding the consequences. Our nation is waiting to wake up from this terrible nightmare that has been haunting us for far too long. After 13 or 14 peace conferences, a major UN intervention and a couple of previous governments when is enough really enough? The folks who are opposing the Transitional Federal Government are not motivated by principles or patriotism. They are only interested in continuing the bililiqo, piracy, poverty and backwardness that has become the norm in our country. The reality is if we squander this chance it will be at our peril. Reading the editorial, you will see it is a repeated pattern the actions of Riyale, blunder after blunder, violation of human rights, unceremonial arrest of traditional sultans and elders, etc. Report Card for Riyaale: A Failing Grade WardheerNews Editorial Jan. 02, 2005 For the past two years, the performance of the Riyaale administration in Somaliland has been a disappointing failure. After the death of the seasoned politician, Mohamed Ibrahim Egal in South Africa , his vice President, a lesser known former security officer in the Siad Barre Administration (NSS) became Acting President under the constitution and subsequently assumed power in a closely contested election. No sooner he took power in mid 2002 than he assembled a cabinet of 40 plus ministers that weighted heavily in favor of the former officers of Barre's government and his colleagues/associates. Nearly two years later, Somaliland is on the verge of collapse and anarchy. The political landscape is bleak and rather gloomy marred by rampant corruption, persistent human rights violations and continuing war in the disputed Sool region. The core problem facing Somaliland today is the inability of the current leadership to perform the fundamental task of good governance in the main areas of national concern, which include public administration, judicial services, maintenance of law and order. It may be conceded that a modest administration like that of Somaliland in view of its limited resources, cannot cope with the challenges of nation building. However, the government can and should successfully develop and sustain its established mechanisms and capabilities to deal with fundamental issues like peace, justice, human rights and above all the operationalization of an administrative system which should be efficient, transparent and accountable. Of late there has been a growing concern over the deterioration of the human rights situation in Somaliland under Riyaale's stewardship. Reliable reports confirm the constant harassment and intimidation of civil society; gross abuse of power; the arbitrary arrest and detention of peace and human rights activists, defense attorneys, concerned local NGOs, etc; disrespect towards community elders and prominent traditional leaders as demonstrated by the unceremonial arrest and detention of Boqor Buur Madow on January 27, 2004. Buur Madow is a traditional clan chief who successfully mediated in the conflict between Cabdullaahi Yuusuf (former President of Puntland) and his opponent Col. Cadde Muusa. According to some observers, these and other recent similar incidents have generated a sense of fear and anxiety among the civil population who worry about the future of their country and prospect of renewed clan conflict in Somaliland God forbid, with severe implication for the peace and stability in the state. Then there is the irresposible act of handing over [censored clan] civilians, some of whom were long term Hargeysa residents to the Ethiopian authorities which also had the unintended but expectable negative impact on the economy of the region. Inter-regional commerce (between the Somali Regional State of Ethiopia (SRSE) and Somaliland ) has severely been hampered. Livestock from SRSE has since been diverted to Puntland instead of the traditional markets of Burco and Hargeysa in Somaliland . The Riyaale administration is also to be blamed for the continuation and escalation of the conflict in the Sool region. Instead of searching for a peaceful resolution through dialogue, Riyaale has opted for a military option as demonstrated by the recent armed attack of SL troops on Adhi Cadeeye-near Laas Caanod. The adoption of such a provocative approach on a sensitive inter-clan dispute was wrong and only served to intensify the conflict and created a war situation. In this connection it should be recalled that during the presidency of Egal, the conflict with Puntland over the Sool region was handled in a peaceful manner and with patience and diplomatic skill using mediation efforts of traditional elders from both sides. During his tenure as president, Egal successfully managed to develop and sustain a traditional culture of dialogue and harmony, thereby avoiding any problem that would provoke inter-clan conflicts or disputes. For example when some [Hargeisa people] elements and some [Las Anod] clan members exerted pressure on Egal to visit Sool and Buuhoodle Regions he resisted this proposal, which, in his view was premature and inappropriate. He responded that, “these Regions are not yet ready for such a visit.” At that time Egal was aware that undertaking a high level visit to Laas Caanod would be risky futile and counter productive in view of the strong opposition of the clans in the region to the secessionist policy of Somaliland. Having failed to learn from the lessons of the recent past, Riyaale paid a visit to Laas Caanod immediately after he took office ignoring the realities on the ground and the consequences, which such a visit would entail. As expected the traditional leaders in Sool did not only rebuff him but the presidential delegation came under surprise attack from local armed group. Riyaale paid a heavy price; the visit was a total failure, generated hostilities and alienated the people in Sool further. This was not the end of Riyaale's adventure in Sool. Only a couple of months ago Riyaale ordered a military attack on Adhi Caddeeye. This was a major military and political blunder, which was most regrettable as it, plunged the region in conflict and poisoned relations with indigenous clan of Sool. The attack came at a time when the Somali people with the support of the international community are genuinely engaged in a historic peace process in Nairobi for the reestablishment of government and restoration of statehood in Somalia . The Achilles heel of the worsening situation of Somaliland is captured by the inhumane treatment and imprisonment of Zamzam Ducaale, a 16-year-old Bossasso girl. Zamzam is an innocent young girl who along with some other friends went on a vacation trip to Hergeisa where she was arrested and charged with a criminal act of conspiracy to assassinate the Somaliland Vice President. Tortured, raped and denied of right to legal defense, a kangaroo court in Hergeisa sentenced her to four years imprisonment. Africa Watch, Amnesty International and a coalition of human rights groups in Hergeisa all issued statements of condemnation of the Hergeisa court arbitrary decision. It is a matter of regret and disappointment that Riyaale failed to intervene or even address the nation on this serious miscarriage of justice. Poor Somaliland ! In the short span of two years this beautiful country has been transformed from an ‘oasis of peace and stability' to a state in crisis and conflict. The dispute was unjustified and immoral and it will keep resenting Reer Sanaag. You are not advancing any reasonable resolution to that immoral dispute that you articulate oftentimes, instead it leads to more and more public resentment and hatred. It would be wise if you refrain from advancing or articulating fallacious argument that would only add insult to the injury. We are not claiming Burco or Hargeisa or any other city that your kindship settle out of respect and for the love of peace. By contrast, you disregard and violate tranditional principles of respect and harmony out of colonial legacy, a legacy that withdrew from Hargeisa without electricity and running water, a legacy that seceded parts of your land and granted it to Emperor Selassie, a legacy that keeps turning down petitions upon petitions of dismembering Somalia. Nationally, Puntland is the financier of the TFG, which has given the green light to Ethiopian invasion of Mogadishu. Ethiopia thus is left with no choice but to remain neutral between Puntland and Somaliland, for if it doesn't, it stands to lose alot. The conflict, therefore, becomes a bull-fight between Puntland and Somaliland, while the inhabihants of the region become the grass. As for the advantages and disadvantages of a potentially prolonged war, Puntland has to mobilise its forces and bring its troops in Mogadishu to Sanaag, leaving Ethiopian troops to the control without any interruptions. Puntlanders have done the job of leading Ethiopians to Mogadish so now they can step down, as far as Ethiopia is concerned. This war would exhaust both Puntland and Somaliland's strengths and would prove a major catastrophy for the locals. When both Puntland and Somaliland are exhausted, it would be time for Ethiopia to simply take control of the weak Puntland and Somaliland. Well said, both SL and PL have learned their lessons long time ago. It is not wise to ignore the past and beat the drums of war. The reaction of Riyale to fire his defense chief is a good note.

The SL times reported that the president rebuffed budgetary amendment by the parliament, which determined a premium of 5% over the MOP allowed budget (Salary of riyale). The committee slashed the premium and allocated to the education and health as well as other essentials. However, Riyale denied the amendment and said he had the right to do that. I am glad you realized this instead of flaming fire into the region that you are from.

In the Baki valley in Awdal region production of watermelon to supply the Djibouti market is a recent profitable farming venture." Sanaag residents heavily benefits from revenues on fisheries sector, aromatic gum harvesting as supplementary income, and rich livestock. These regions are rich, yet their homegrown peace and stability have been threatend and endangered by "Somaliland".

April 13 , 2007. Text of report by Kenyan television NTV on 13 April [Presenter] The IGAD Council of Ministers is tonight calling for a speedy deployment of the remaining AU peacekeepers to Somalia. A joint communique released by the Council is also calling on the international community to offer financial and logistical support to the Somali peacekeeping mission, and as Abdi Osman reports the discussions were not all that rosy. [Reporter] Sixteen years since the fall of Siyad Barre's regime, there seems to be no respite to the Somali problem. Fierce fighting between pro and anti-government forces in the capital, Mogadishu, has left hundreds dead and displaced tens of thousands more. At the Grand Regency Hotel [in Nairobi], the IGAD council of ministers met to discuss, among other things the unfolding situation in Somalia and the implementation of the Sudanese comprehensive peace agreement. They later released a joint communique, that among other things expressed IGAD concern about mounting insecurity in Mogadishu, but there was a near diplomatic stand off when Eritrea objected the inclusion in the communique of a clause, paying tribute to Ethiopia's role in Somalia [Tuju] Well, the rest of the members of IGAD were unanimous in support of the position, Eritrea did expressed reservations specifically on two items. [Reporter] Tuju said the Somali problem needs the support of locals there. [Tuju] The deployment of troops will not solve the problem if the Somalis themselves don't want to agree to live together in peace. [Reporter] IGAD wants countries that pledged to contribute troops to Amisom, the AU peacekeeping mission in Somalia, to honour their side of the bargain. [Tuju] You find a country like Nigeria which is a very important contributor in terms of troops and they have got a lot of experience, international training and so forth to do this kind of work, they are in midst of an election, the same is with respect to Benin. [Reporter] The AU has confirmed that not all is well with Amisom. The African Union's chairperson, Said Djinnit, says the mission has been hard hit by cash crunch and logistical hiccups. The joint IGAD communique also called on Sweden and Italy to urgently convene an international conference that will seek funds for the rehabilitation and reconstruction of Somalia. IGAD Expresses Appreciation to Gov't for Ensuring Horn, Somali Peace April 14, 2007 The Inter-governmental Authority on Development (IGAD) Ministerial Meeting expressed appreciation to the sacrifices paid by the Ethiopian Government to help the Transitional Federal Government (TFG) of Somalia attain its objectives and ensure peace and stability in the Horn of Africa, the Ministry of Foreign Affairs said. The 26th IGAD Foreign Ministers Session held in Nairobi on April 13, 2007 renewed their confidence in the TFG while condemning the subversive activities bent on weakening TFG, the Ministry said in its statement sent to ENA yesterday. The ministers had confirmed that the instability that prevailed recently was due to the subversive activities perpetrated by terrorists and extremists, the statement said. The session also praised the Ugandan government for its contribution made toward ensuring peace in Somalia and urged other nations to contribute their share.
