  1. Miskiin, to answer your first question, This Link can help you rearrange or update the old info you had in mind. You have an old map and I am thinking it is similar to the one I have which also puts Sool under Nugaal region. Sool and Dhahar were both officiated as a region and a district respectively in the late 80s. You right the so called state is still in its embryonic stage, thus Maakhir can't automatically transform itself into a fully functioning adminstration. It needs time and financial support for its blue print planss to crystalize and comply with the general will. It took nearly 5 years for Puntland to become a fully functioning state. The need for more robust alternative became more pressing and it is a matter of time the Offices in Badhan and Dhahar would start extending the politico-adminstrative reach. I also understand that you don't endorse both Puntland and Somaliland but you at least agree with them for creating a replacement for the old order that was dissolved in 1991. At the same time, the corallary or natural consequence of such ideas spreading into the rest of the country is that they might create an integration gap due to that local mobilization outpaces national integration. Every thing has its own side effects but we should be willing to accept and support local agendas that is geared to implementing the building bloc programs of the International community as a way of resolving our differences and limiting the gap of possible infinite anarchy in Somalia. This so-called state, which seems to be all but on paper, claims to represent the entire Sanaag gobol, yet, I don't see or none answered on here, that it has yet reached Ceelafweyn or more importantly, Ceerigaabo, the gobol's xarun. That is two out of four. I don't know about your knowledge of Ceerigabo, but the city follows the same conflict resolution model as that of Galkayo. The clans residing in the city have agreed to cooperate and welcome whoever is bringing development to th city. For instance, A wealthy businessman from Dubbai built the high school in Ceerigabo and also funded the budget of several health facilities.   2. THE ASMARA MEETING ON SOMALIA: Merely to perpetuate the bombings and shelling in Mogadishu? Roughly a week after the culmination of the National Reconciliation Congress in Mogadishu, a hotchpotch of groups in adversity with the Federal Transitional Government (TFG) of Somalia commenced a meeting in Asmara, the Capital of Eritrea. The meeting is expected to last for 10 days, with the objective of establishing an umbrella organization between the various groups—including members from the ousted Union of Islamic Courts, the atrociously dissident former members of TFG parliament led by the deposed former House Speaker, Sharif Hassan Adan, and some disillusioned individuals living abroad who for reasons of their own are bent on adversity as their motto of the recent past. The meeting is hideously represented by individuals such as Hassan Dahir Aweys and Shariif Ahmed, among others, who made it their job to continue to cause a great suffering for the Somali people. However, it seems that their greatest promoters such as Ali Khalif Galaydh, the Samatar brothers and others have not had the stomach to join the club some of whom are accused of mongering terror by the powers that be in the world—particularly so, in Eritrea which the US State Department threatened to include in its list of States Sponsoring Terror, unless. But there are numerous others who happen to share sentiments with them—particularly those who participated in the Leister and London Meetings of the last six months. So it is not as if these are not represented in the Asmara Meeting. This floundering bunch of clerics and charlatans feigning political opposition hardly have any compassion for the people of Somalia nor do they have any principled cause or the popular following to seek political office at the national level. Their continued condoning of the shelling and the killings in Mogadishu attest to the fact. Their refusal to renounce violence and agree to reconciliation, despite the repeated offers of the TFG and continuing international pressure, has been another indication. Many of these are hardly literate and the majority of them hardly have the experience in government or political office. If and when they had the opportunity, most of these have only been underdogs in their short political lives at best, or had emerged as the losers in a shortly lived contention with others. So they collectively lack the education, experience and the leadership to seek political office. What is more; they are seeking these offices in a most absurd way—only repeating the old ways which brought Somalia to its knees and kept it the way it has remained for the last 17 years. Their latest pretension to oppose the TFG has been that they resent the fact that Ethiopia, an old enemy of Somalia, is occupying the country—a false claim, indeed. In fact, the TFG sought Ethiopia’s military assistance, not only because it was denied its seat in Mogadishu by these power mongers, but also because these clerics militarily sequestered it in its temporary seat in Baidoa. Needless to mention that the so called free parliament who are currently seeking to coalesce with the UIC leadership had voted for the invitation of foreign troops under the leadership of Shariif Adan, himself an illiterate demagogue of the highest order. Now’ these former TFG members of parliament, ironically calling themselves the “Free Parliament”, have become guests (for life?) of Eritrea, in the hope that they may strike a deal with the Islamists—a most unlikely eventuality! When asked as to what they wish to achieve in their meeting by a BBC Somali reporter, these charlatans stated that they wish to form an umbrella organization for the various groups in order to unite the people of Somalia against the Ethiopians and the TFG. It is not surprising that these war mongers are decided on continuing the war even before they started their outrageous Meeting of sorts. The question is: for what? Is the goal to replace Eritrea with Ethiopia? Whatever the answer, the fact remains this bunch of charlatans seem to live in the seventies and eighties—at the height of the cold war, in the era of princes—when foreign sponsorship was on of the modus operandi for political change. They can hardly swallow the fact that the TFG may have been the last government to be installed by a foreign country in Somalia, and that the time may be over for Eritrea to export terror and weapons to anywhere in the world. Actually, their goal of uniting the Somali people against the so-called Ethiopian occupation amounts to no more than equipping underage kids with bombs and hand grenades to kill civilians, and provoke the TFG’s Security Forces to exchange fire with them so that civilian can be killed in the cross fire. For now, Somalia’s people have chosen peace and stability as denoted by the participation of approximately 2000 delegates, led by the traditional leaders of all the Somali clans, in the National Reconciliation Congress, held in Mogadishu during July and August 2007—in fact, an extreme replica of the Embagathi Meeting the result of which the Eritrea Meeting Club has disputed in favor of anarchy, chaos and perpetual absence of government in Somalia. And while the world is hoping that these charlatans and war mongers may organize themselves responsibly towards seeking peace and accepting talks with the TFG, I am sure all are disappointed that these war mongers have already vowed to continue their strife to fight the TFG. These charlatans are supported by some pseudo experts who internationally claim the knowledge of the Somali political arena and who spread false prophecies about the Somali situation. These false prophets lobby the power corridors of western governments and seek to let off the pressure of the international community against the falsely dissident groups to come to the table which is the only viable alternative to bring Somalia to peace and stability. Failing the international endeavor at peaceful dialogue, which these power mongering dissidents wish and want to fail, the future for Somalia is bleak. The TFG will crumble and the result may then be the following: Firstly, there may be an intra-clan civil war primarily in Mogadishu, and which may spread to other parts in Somalia—courtesy of the UIC and their sponsors elsewhere. Secondly, with the TFG out of place, Ethiopia will fend for itself to fight the UIC, which she already accuses of responsibility for the insecurity in its ****** region. Thirdly, Kenya also feeling the threat, will ensure that its borders remain closed to Somalia and perhaps begin to close them to the ****** part of Ethiopia. Fourthly, with the TFG out of place, and Ethiopia wildly chasing the geese in Somalia, Eritrea will intensify its support to the UIC in a stateless Somalia. Fifthly, instability may typically spread to the peaceful northern regions of Somalia, to the south west regions and to the neighboring countries—including Kenya, Ethiopia, Djibouti and even Afawarke’s Eritrea which has a large segment of Muslim population. These frivolous dissidents think that they will attain power in Somalia by chasing fireflies—gaaraabidhood in the Somali language. Given the above scenario, it may be cheaper in terms of lives lost and resources wasted, in the end, to pressure these spoilers to come to the table. Failing this pressure, indeed, the world might wish to take them for their vows and charge them for mongering war and terror in Somalia and bring them to justice which they deserve. By: Abdalla A.   3. Maakhir is for the people by the people and of the people. MMA, All you needed is to remember this little concept. People, power, and government are all interchangeable. Also, it is important to know the difference between state and government. Even if government collapses , the state remains and lives, so government comes from compact or agreement from the people to organize and rule their own affairs. According to former Somali government, Four out of the five districts in Sanaag are inhabited by Maakhir people, but the community also reside the western side of Bari including Bosaso.

Geographically, it is not all of Sanaag as Somaliland can't claim all over British Somaliland as Reer Sool can't claim all over Sool, but majority counts, and government derive its authority from the will of the people. It is the people that matters. Majority of Maakhirites in Erigavo, Badhan, Laas Qorey, Dhahar, and other major cities in Sanaag fully support the idea to end fictional border disputes and thus reverse the old and unfair policies of U.N zoning arrangement provided that legitimate adminstration is in place. Once again reread the questions esp the 2nd one and ease on the monkey wrench. Asha's interview also transcends my views more clearly.

Could you elucidate the platform at which Puntland and Somaliland was built on. Is it economic, political or self-determination as SL claims, ? 2.In what legalized form the United Nations recognizes these two entities? 3. And how Maakhir state can not be in par with Somaliland and Puntland, considering the federalist template of the TFG? Reviewing these three questions and doing some research can help you grasp the platform at which Maakhir was built on and as MP Asha Abdalla said the idea is building your home first.

Gun battle between Puntland Supported Militia and Maakhiri Forces in Southern Sanaag Dhahar- Sept 09, 07(LaasqorayNet) Another gun battle took place today in Sarmanyo area of Southern Sanaag between the Maakhiri Forces and charcoal traders militia supported by Puntland technical and battlewagons. This is the 4th major gun fight between the charcoal traders and Maakhir Security Forces since the declaration of Maakhir State of Somalia in Sanaag and Western Bari. The town of Sarmanyo is in Southern Sanaag and are inhabited mainly by [the local tribes] of Sanaag. Initial reports are suggesting that there are casualties between the warring factions and the Maakhir Security Forces suffered 3 injured soldiers while the Charcoal traders Militias suffered 1 casualty, 1 injured and more importantly 10 captured individuals and one battle wagon. The Maakhiri Security forces have bases outside the city of Dhahar, the second capital of the new State. Maakhir banned charcoal production due to the desertification it causes to the fragile Somali environment. Puntland has ignored the ban and sent several expeditions into Maakhir, with Puntland militia protecting the charcoal traders The biggest market for illegal produced charcoal from Maakhir and Somalia as a whole, are the Arab states. MOGADISHU, Somalia Sep 5 - Lawmakers in Somalia's interim parliament spoke publicly for the first time about ' Maakhir State,' a new regional administration etched between Somaliland and Puntland sub-states in northern Somalia. MP Asha Abdalla, who represents Sanaag region in the Somali parliament, said she supports the newly-created Maakhir self-government, which falls under the authority of the federal government in Mogadishu. "I very much support Maakhir [state] and the idea that you build your house first," MP Abdalla told SBS Somali-language program Wednesday. The new region's rulers claim that they have massive local support in Sanaag and part of Bari, two major regions along the Somaliland-Puntland divide. MP Abdalla said the people of the region became tired of leaders in both Somaliland and Puntland. She argued that these two well-known regional entities had vied for control of Sanaag in recent years, but that neither Somaliland nor Puntland brought development to the locals. Instead, Abdalla said these regions halted efforts by international aid agencies to bring humanitarian assistance to Sanaag and its residents. The Somali legislator, who spoke from Mogadishu, said the elders and politicians of Sanaag region placed much effort towards the creation of Puntland, but that Puntland leaders failed miserably in their duties. Abdalla said Sanaag elders supported the establishment of Puntland, in 1998, in an attempt to "block" Somaliland's bid for independence. Leaders in the breakaway Somaliland republic and those in self-governing Puntland do not recognize a 'Maakhir State' next door, nor do they recognize each other's claims of ownership to Sanaag region. The Pentagon acknowledged shutting down part of a computer system serving the office ofRobert Gates, defence secretary, but declined to say who it believed was behind the attack. Current and former officials have told the Financial Times that an internal investigation has revealed that the incursion came from the People's Liberation Army. One senior US official said the Pentagon had pinpointed the exact origins of the attack. Another person familiar with the event said there was a "very high level of confidence . . . trending towards total certainty" that the PLA was responsible. The defence ministry in Beijing declined to comment yesterday. Angela Merkel, Germany's chancellor, raised reports ofChinese infiltration of German government computers with Wen Jiabao, China's premier, in a visit to Beijing, after which the Chinese foreign ministry said the government opposed and forbade "any criminal acts undermining computer systems, including hacking". The PLA regularly probes US military networks - and thePentagon is widely assumed to scan Chinese networks - but US officials said the penetration in June raised concerns to a new level because of fears that China had shown it could disruptsystems at critical times. "The PLA has demonstrated the ability to conduct attacks that disable our system . . . and the ability in a conflict situation to re-enter and disrupt on a very large scale," said a former official, who said the PLA had penetrated the networks of US defence companies and think-tanks. Hackers from numerous locations in China spent several months probing the Pentagon system before overcoming its defences, according to people familiar with the matter. The Pentagon took down the network for more than a week while the attacks continued, and is to conduct a comprehensive diagnosis. "These are multiple wake-up calls stirring us to levels of more aggressive vigilance," said Richard Lawless, the Pentagon's top Asia official at the time of the attacks. Garyaqaan and Emperor, knowing something or knowledge in general is based on sensations as it emanates from things in both external and internal settings, therefore, one can never know things as they really are unless he pays attention to the ugly reality that is before us. By being attentive to what is happening in Sanaag, one can avoid the illusions that form the basis of his points in the strictest sense. We are all community of politically aware citizens. Maakhir people know how to deal with Somaliland whenever they pursue policies both futile and fraught with risks, but I don't get the hypocricy behind labeling the community as "Somaliland" after you have attacked their own territory. Denial of recognition of Puntland's destructive actions is a harbinger for more choas and instability in the region. Also, the biologically given primordialist ideaology that Puntland pursues won't work any more since the people have already declared their intention to pursue and meet the challenging needs of peace and development. Therfore, Puntland has to refrain from its double political standards and give the community its respect, peace and choice. What the community of Maakhir State is doing and intends to attain is a noble thing that underlines the importance of preserving our nature, a concern of our ecological security. It has nothing to do with what Puntland paradoxically purports as the true nature of the conflict between Puntland and Somaliland states. Even so, Puntland does not concern such issues. There is a major organization that deals with such issues known as NSPU, which has the expertise and lobbying capability to speak out against the dismemberment of our beloved country. Ps. Mohamed Jibrell September 1, 2007 The BBC Somali which has great responsibility as one of the very few respected international media has slipped into a routine of quoting Islamic Courts in Eretria, sometimes citing the group as a government in exile. It is time that the BBC questions its thoughtless parroting of Islamic Courts propaganda and their talking points. They should spend more time covering the actual crisis that has held Mogadishu in a quagmire for the last 17 years. Instead of Mr.Yusuf Garad’s vision of virtually looking at everything with distorted lens of his support to certain factions. Mr. Garad has become so reckless in his spin of the news that he seems to think that he can get away with anything. His blunt support for the Islamic courts included when he cancelled to air many unflattering comments about the Islamic courts. In his continuing quest for supporting the criteria based on Islamic courts Yusuf Garad habitually invites a claque- a group of fawning supporters for a seemingly candid view about clashes in Mogadishu. BBC Somali does not report on the catalytic effect of Eretria on the violence in Mogadishu. BBC was renowned for objective reporting and informing listeners, who often do not have access to the same materials and sources. It has gotten bogged down in partisan politics that serve only to distract it from its real mission. BBC Somali lost credibility with the average Somali listeners, thanks to alternative VOA and the internet. Suddenly, I had an epiphany: what if some of the BBC Somali crew is part of an Osama bin laden plot! Are we simply being distracted while fundamentalists try to take over Somalia? Are we dealing here with a subtle plan to dupe the Somali people while we don’t even notice? It is a sad state of affairs indeed, to finally understand that our efforts are being derailed by BBC Somali, even as we begin to regain momentum through TFG uphill struggle to stabilize and secure our place in the community of nations. We need a broadcasting media that does objective reporting and unbiased news analysis. A media that transcends our past turbulent environment. Let us keep our eye on the ball for the betterment of the needs of the Somali people for a stable and democratic government that labors toward bringing security and democratic institutions. But we must recognize that this effort will succeed only if our means for changing the status quo are as honorable as our ends. It is plausible that long after we are gone, we could be remembered for having taught the world that we can overcome our fears, talk out our differences, reject Islamic radicalism, accept the rule of law, and achieve justice without vengeance. Security Council and the International Atomic Energy Agency have found Iran in breach of its obligations under the nuclear Non-Proliferation Treaty. The IAEA reports that Iran ignored the Security Council's February deadline to stop enriching uranium and has even expanded its nuclear program. As Iran's Atomic Energy Organization moves toward its announced goal of operating 50,000 uranium enrichment centrifuges in Natanz, the World Bank is funding nine government projects in Iran totaling $1.35 billion -- one of which operates in Isfahan, where Iran's nuclear program is headquartered. While the World Bank is part of the U.N. family, the bank's board is disconnected from the policies of key U.N. agencies -- especially the Security Council and the IAEA. The United States remains the top investor in the World Bank, contributing $950 million in 2006 and $940 million this year. In June the House of Representatives approved another $950 million. Meanwhile, the bank will disburse $220 million to Iran this year, with more than $870 million in the pipeline for 2008, 2009 and 2010. Presidents Carter, Reagan, Bush, Clinton and Bush all certified that Iran is a state sponsor of terrorism. The Treasury Department's Office of Terrorism and Financial Intelligence spends considerable effort locating Iranian assets to freeze. Yet published World Bank documents reflect a worldview toward Iran that is backward, uneducated and outdated. All current projects in Iran are based on a 2001 Interim Assistance Strategy, in which the bank wrote: "There is a relatively animated and active political competition in Iran through which people express their views, choice of society, economic aspirations and political representation. . . . Since the 1979 Revolution, Iran has given strong and special emphasis to human development, social protection, and 'social justice,' with significant progress to date." Freedom House, the global leader in assessing personal and political freedoms, had a different perspective in its 2006 Freedom in the World report: "Iranians cannot change their government democratically. . . . Corruption is pervasive. . . . Freedom of expression is limited. . . . Religious freedom is limited. . . . Academic freedom in Iran is limited. . . . Although the constitution prohibits arbitrary arrest and detention, these practices are very common and increasingly routine." The 2001 bank document notes that Iran has begun "an era of détente and greater openness to the outside world." The Security Council and the IAEA appear to disagree with that assessment. One has to wonder why a country that exports 2.6 million barrels of oil a day needs World Bank development assistance. Iran's oil export revenue nearly doubled between 2003 and 2005, from $23.7 billion to $46.6 billion. That number grew to $50 billion last year. Iran's real gross domestic product grew 4.8 percent in 2004 and 5.6 percent in 2005. Why does Iran need World Bank aid? Furthermore, the bank's investment in Iran stands in stark contrast to its work in Iraq. Iraq was a founding member of the World Bank in 1945, yet it took the bank 2 1/2 years after the fall of Saddam Hussein to approve one development project. To date, the board has approved only four projects, totaling $399 million, for the new Iraqi government -- and little of that money has been spent. The World Bank's board is not only disconnected from the Security Council's policies but is also at odds with the Iran policies of British Prime Minister Gordon Brown, French President Nicolas Sarkozy and German Chancellor Angela Merkel. As the Treasury acts to dry up funding for Tehran, the World Bank is providing support to the Iranian government through 2010. As President Mahmoud Ahmadinejad pledges the destruction of Israel, funds Hezbollah and Hamas, and defies Security Council resolutions, the bank's board will approve further Iran disbursements. U.S. law requires the American executive director at the bank to vote against any project for the Iranian government. However, since the United States has no veto power on the bank's board, this policy is largely symbolic. We need to do better. This summer the bank has gotten a president who works well with allies -- former deputy secretary of state Robert Zoellick. It would be prudent for Zoellick to realign the bank's policies with Security Council resolutions on Iran. As long as the Security Council condemns the actions of Ahmadinejad, the World Bank should suspend funding for his government. Multilateral organizations represent the best and greatest potential for U.S. and allied diplomacy. MMA, I can swear to God that I am one of those people who will never support his qabiil on Gardaro, but on collective basis, it is incumbent on me to speak out against misdeeds while I am willing to discount which misdeed better serves in the general health of our society. We ought to undertake obligations to protect our society from evil doers with no concrete and definable alternative to the changes their strive to effect on us.
