The acting prime minister of the Transitional Federal Government of Somalia [TFG], Salim Aliyow Ibrow, has said that his government would engage in negotiations with opposition factions in Somalia and welcomed the suggestion by the US government to give the prime minister's post to the opposition groups in order to achieve peace and security in the war-torn country. Addressing the press in Baydhabo, the prime minister pointed out that there was an opportunity now to terminate the long-standing chaos and the lack of a functioning central government in Somalia. "We are hoping to hold a political dialogue with the opposition groups regarding the prime minister's post and we are optimistic that we will bring to an end the 17 years of violence in the country," Salim Aliyow Ibrow stated in Baydhabo. The speech by the interim prime minister of Somalia comes after the US government suggested to the TFG to open a dialogue with the opposition groups regarding the prime ministe's post. Meanwhile, it should be recalled that the chairman of the Asmara-based opposition group, Shaykh Sharif Shaykh Ahmad, had earlier stated that they would not hold any talks with the government as long as Ethiopian troops were still in the country. However, President Abdullahi Yusuf is holding crucial consultations regarding the appointment of a new prime minister following the unexpected resignation of Ali Muhammad Gedi a few days ago. ACT Rapid Response Payment for Assistance to IDPs in Puntland, Somalia Emergency: Assistance to IDPs in Puntland, Somalia Date of Emergency: 1 November 2007 Implementing member: Norwegian Church Aid (NCA) Details of the Emergency: Increased tension between the self-declared republic of Somaliland and the neighbouring self-declared autonomous region of Puntland has led to the displacement of thousands of people from the area. The dispute was at its peak on 17 October 2007 when forces loyal to the Somaliland administration took control of the Sool regional capital Las Anod, which was previously controlled by Puntland. Due to the high tension and insecurity in the affected area, assessments of damages could only be conducted recently. A preliminary assessment estimates about 9,000 families (roughly 54,000 people) who have been displaced from Las Anod and its surrounding areas. Many of them fled to different directions seeking refuge in the adjoining remote districts. According to the Puntland based Humanitarian Affairs and Disaster Management Agency (HADMA) Rapid Assessment Report, those affected are living in the open air without food, shelter and adequate drinking water. The HADMA report concluded that a serious humanitarian crisis will inevitably develop should immediate assistance fail to reach the affected population. HADMA identified food and non-food items, water supply, healthcare and shelter as the immediate needs of the affected population: The agency made three recommendations, that: - All humanitarian actors working in Puntland take immediate action to prevent the outbreak of a humanitarian crisis - Take urgent action to supply of food and non-food items to the affects population - Parallel with the emergency intervention, undertake thorough assessment of the situation and aim to contribute towards its durable solution. Purpose of Response: ACT member in Somalia the Norwegian Church Aid (NCA) plans to supply non-food items and supply of drinking water. Beneficiary information and location of response: The location of the response are the remote areas within the Sool Region. This includes villages such as Sarmayo, Gorofley, Awr Bogays, Holhol and Lafweyne. Proposed Assistance: This RRF is to complement NCA's efforts in Puntland. The NCA intervention (with a budget of US$50,000) aims to supply the standard NCA survival kit to 500 IDP families. In addition, the current proposal will also aim to supply drinking water to the target population for a period of 10 days. Implementation Period: The implementation period will be one month from 1 November 2007. TOTAL BUDGET: US$ 50,000

  14. This is the outcome of the weak long conference in Bosaso on the issues of the boys the Puntland police mercilessly shelled in their house. The two sides of the conflict agreed in principle to free those arrested and the return of their weapons. Also, it was agreed upon the reconstruction of the demolished house. I do agree with you that lack of democratic reforms are hindering progress and economic growth in Africa I think there is an inherent risk in the delegation of responsibility. I mean leaders would be predisposed to looking after their own interest, so one of the prerequisites of ensuring transperancy and accountability is to compensate managers/leaders for their work and to raise their prestige. I also do think seperation of power is a necessary step toward the minimization of corruption and abuse of power.
  16. Let me say this, O-G-A-D-E-N corresponds to an internationally recognized territory. It is has unique, seperate history, different colonial legacy as it was part of the British colony. Simply, it was non-self-governing territory(colony) that has distinct international status. So in international legal parlance, O-GADen has the right to self-determination since it had seperate colonial legacy and history. Unfortunately, the destiny of this territory's political independence was decided by Britain mainly, observing secret treaties it had entered with the Ethiopian kingdom. Another aspect of this struggle is that O-Gaden shares similar status with the Eriteria prior to its independence. For instance, After Italy was defeated and the four powers could not agree on the destiny of Eritrea, Britain recommended that Eritrea be eliminated. The Highland Christian would be incorporated with Ethiopia and the Lowland Muslims would be incorporated with Sudan. But the Eritreans were so lucky by the fact that the four powers could NOT decide on the future of Eritrea. The Eritrea question was thus transfered to United Nation Trusteeship, which then federated it with Ethiopia. I think we have to understand the O-G-A-D-E-N question from this historical perspective, not view it from the prism of clan.

It is time for milk and honey, time to sing and dance, time to wed and mate, throughout good old Sanag, the mythical mother of the Somali nation. It is the sacred land of proud Sanag with its tradition in the east, vibrant energy in the center, pluck and grit in the west, coming together in harmony and a prefect blend. And the clock ticks away to mark the hour when the guns begin to roar.
