But the recent article published on Washington post, on the several American military officials who made unofficial comments with political overtones infringing the national unity and territorial integrity of Somalia, it was the press that overplayed the rhetoric of these officials. The statement drew a caricature-like form of Somalia's border integrity and gave an anonymous status for the officials. Unearthing the threadbare of the news report and the subsequent rejoinders for and against the “partition” of Somalia, one finds it imperative to revisit those comments and reinterpret to the best of his or her ability. There is no doubt that the Washington post advances the dismemberment of Somalia. It has a number of featured articles in support of this endeavor. Bashir Goth, a secessionist, and an editor of Awdal-news, is an affiliated columnist of Washington post. Bashir has never shied away from his commitment to this conflict-ridden goal of impairing and dismembering Somalia, a goal that would bring unthinkable consequences if the minority secessionist faction of Northwestern Somalia succeeds in their tireless endeavor. But the reason why these officials undertook to air their views that are at variance with the powerful political structures of Somalia/TFG begs a serious and legitimate answer. Mr. Roble is hunting for such an answer.

Puntland prepares to take the lone path Barry Morgan Upstream December 21, 2007 Vulnerability of Somalia's Transitional Federal Government exposed as four new Cabinet members quit and interim president rushed to hospital prior to key summit SOMALI interim President Abdullahi Yusuf was rushed to hospital in the Kenyan capital of Nairobi last week, just hours before he was due to attend a summit in nearby Addis Ababa of sub-regional leaders in the presence of US Secretary of State Condoleezza Rice. The septuagenarian former warlord of Punt, a semi-autonomous northern region of the fledgling Somali state dominated by ***** and ***** clans, has come under criticism at home for inviting Ethiopian troops to assist in quelling an Islamist insurgency in the southern part of the war-torn country. Over the past week, four newly appointed Baidoa-based Cabinet members from the southern Rahanwein clans have resigned. The walkout is a political setback for Prime Minister Nur Hassan Hussein, himself freshly appointed by Yusuf following protracted discord with the pre-vious premier Ali Mohamed Gedi over oil policy. Claiming to have recovered from minor respiratory problems, Yusuf cautioned local media against misreporting his death. This echoed rather more ribald sentiments expressed by the late great Nnamdi Azikiwe, one of Nigeria's founding fathers, who famously responded to the publication of his obituary by proclaiming that "news of my death has been highly exaggerated". Despite upbeat reports, Yusuf's medical health is deteriorating rapidly according to local sources. He was admitted to hospital because of a worsening liver condition. Aware of the opportunity, several advisors among the Puntland group, which serves Somalia's Transitional Federal Government, seized the chance to quit last week. The resignations point towards regrouping ahead of the 2009 presidential polls. It is unlikely that what remains of the Transitional Federal Government parliamentary consensus in Baidoa will be able to reconstruct and pass the required constitution, a petroleum law and hold a referendum before the electioneering kicks off in late 2008. It more likely that Puntland clans will opt to go it alone, as the wider Somali polity weakens around them and the Transitional Federal Government experiment in sovereignty restoration heads for collapse. Adding to the drama over the past week was the US Pentagon admission that it favoured recognising the breakaway Republic of Somaliland against the more conservative instincts of the State Department. This is a move that could encourage other component parts of the Somali nation to agitate for greater autonomy. © 2007, Upstream.

Efforts to shore up the multi-national peacekeeping contingent have stalled, leaving Ethiopian Prime Minister Meles Zenawi hard pressed to agree a credible timetable for the withdrawal of his troops following disquiet from the US over alleged human rights abuses. The continuing unrest has largely focused on the southern clans, prompting the regional government of Puntland to consider going it alone. Unlike the breakaway Republic of Somaliland, which intends to retain its as-yet unrecognised sovereignty, Puntland has always stressed a desire to fully participate in a Somali state once an effective and democratic administration is established and the Transitional Federal Government approves a long-awaited constitution. Based in his capital Garowe, Puntland head of state Mohammed Hirsi claims the right under the Puntland Constitution to grant exploration and production concessions, and seeks to encourage oil and gas development as soon as practicable. The *********i sub-clan of the *****-***** clan predominate in Puntland. Related groups, such as the Warsengeli and the Dhulbuhante, live in the hydrocarbon-prospective areas of Sool and Sanaag. Inspired by clan rivalries and dreams of oil riches, it is here that splinter factions, mainly the Warsengeli, led by Jibril Ali Salad, set up a breakaway autonomous state of Maakhir that comprises four districts of Sanaag. Neighbouring Sool has witnessed several clan leaders at battle with each other, which Garowe blames on external forces trying to provoke trouble with Somaliland. The *********** clan in Sool has declared an autonomous state around Las Anod, known as Daraawiish. However, only a few observers appear to take either claim seriously. The real area in dispute with Somaliland is just a few square kilometres, according to Hirsi. He claimed that Puntland had been autonomous for 10 years and in full control of its borders. Hirsi said: "We have no desire to disturb the Isak or ****** clans to the south." Elder Bogor Abdullahi Muse Yusuf, a lawyer who previously represented ConocoPhillips in Somalia, said he was happy with Hirsi's intensive level of consultation. "The process strengthens the Puntland government and country, even though it weakens our traditional tribal system, but that's ok," he claimed. French journalist held in Somalia asks for help Bosasso, Dec 20, 2007- A French journalist abducted by Somali gunmen wants international media watchdogs to press for his release, a Somali journalist related to the kidnappers said on Thursday. The group that seized Gwen Le Gouil is demanding $80 000 for his release. It is holding him in the mountainous village of Mareero, 30km east of Putland's Bosasso port. "I saw him and he is fine. He told me that he was worried about his family," Awale Jama Salad, a local journalist who belongs to the same clan as the kidnappers, told Reuters. "He said his abductors were treating him humanely and he asked the international organisations that advocate for journalists to do something for his release." Somali kidnappers are known to treat their captives well, considering them assets on which they expect a return in the form of ransom. Puntland's Trade and Industries Minister Abdisamad Yusuf Abwan said French embassy delegations were in the country to negotiate for the release of Le Gouil, who was seized on Sunday. "They [delegations] will be here as long as the negotiations are underway and we are hopeful the French journalist will be released without conditions very soon," the minister said. Another official said Le Gouil had entered the semi-autonomous Puntland region illegally. "He arrived in Bosasso illegally. He did not contact the authorities but rather had made a direct deal with the gunmen," said Yusuf Mumin Bidde, deputy governor of Bari province in Puntland, while addressing a gathering on Wednesday. Puntland President Mohamud "Adde" Muse made the comment Wednesday while addressing thousands of people in the town of Qardho who had gathered to pray and celebrate the Muslim festival of Eid-ul-Adha. President Muse claimed the journalist, Gwen Le Gouil, was kidnapped by the same group of human traffickers he had links with. The journalist was kidnapped earlier this week by Somali gunmen who have demanded an $US80,000 ransom payment. French embassy officials arrived in the port city of Bossaso on Thursday to help negotiate for the journalist's release. In recent years, Puntland has become the hub for would-be migrants who plan to take the dangerous journey across the Red Sea to Yemen, where they hope to move on to wealthier nations. The Puntland leader also spoke about Sool region, which was taken from Puntland by separatist troops from Somaliland enclave. President Muse vowed to get Sool back soon, saying that the region was attacked because of the lucrative oil deals he had signed with foreign companies. For the first time, the Puntland president said he will run for a second term in office when presidential elections come in January 2009. He indicated that a multi-party political system will be introduced in Puntland soon, but did not elaborate.

If you read the book by the Peru-born Hernando De Soto, The Mystery of Capital, you will find (and I agree with him) that the problem in third world countries is the absence of the system of representation or identity. Inside Gaza: The Challenge of Clans and Families,* the latest report from the International Crisis Group, examines the role of Gaza’s traditional alternative power centres and how Hamas has responded during the past six months. Influential families, along with political movements and militias, filled the void left by the Palestinian Authority’s collapse over recent years. They are now one of the most significant obstacles for Hamas, and although they probably lack the unity or motivation to form an effective opposition, this could change should popular dissatisfaction in Gaza grow. There are as yet inconclusive indications that Hamas understands this and is moderating its approach. “Clans and families provide sustenance, protection, power and patronage and have shown the capacity to resist central authority whenever cornered and seek revenge when nursing grievances”, says Nicolas Pelham, Crisis Group’s Senior Analyst in Jerusalem. Six months after its takeover, Hamas wants to show it can govern and restore order despite Israel’s siege and continued conflict with the Ramallah-based government. The role of clans and families is essential in this, as their growing influence has both prevented Gaza’s total collapse and fuelled its mounting disorder. Some powerful families have furthered their own interests, forming militias and turning their leaders into warlords, establishing near autonomous zones with informal justice and welfare systems. After a period of tremendous chaos, Hamas dramatically reduced Gaza’s internal turmoil. While the Islamists have cracked down on the most unruly clans and those most strongly affiliated with their Fatah rivals, they risk blowback by pushing core constituencies to the sidelines. As the struggle for diminishing resources intensifies, powerful clans and families could emerge as magnets for dissent, which on repeated occasions has turned violent. Hamas retains strong support in Gaza but its popularity has diminished due to the dire economic situation and often brutal methods which have alienated important segments of the population. There are signs, early and insufficient, that it recognises this and has begun to acknowledge that families, with manpower, loyalty and arms, are there to stay. “Ultimately, effective governance and a resolution of the crisis in Gaza necessitate political reconciliation between Fatah and Hamas and territorial unity with the West Bank, as well as a ceasefire with Israel and an end to its siege”, says Robert Malley, Crisis Group’s Middle East Program Director. “In the meantime, Hamas could help preserve order and improve prospects for stability by taking steps to cease brutal measures, broaden participation in its rule and reach a workable arrangement with Gaza’s families”.
