SOMALIA: Somaliland minerals ministry about to strike deal with Range Resources, Ltd. Hargeysa, Somaliland, February 2, 2008 (SL Times) – The Somaliland Ministry of Water & Minerals is negotiating with Puntland’s chief foreign investor in oil exploration ‘Range Resources Ltd’ in the hope of issuing the Australian based company a license for commercial exploration and production of oil and gas. SL Times has learnt from undisclosed sources inside the Ministry of Water and Minerals (MWM) that company representatives from Range Resources and its Canadian based oil exploration partner company in Puntland, Africa oil Ltd (former name Canmex Minerals), flew in to Hargeysa sometime last June (07) to hold discussions with the ministry. In that meeting, the ministry was assured by Range and Africa oil that they have the full backing of the President of Puntland, Muse Ade, in becoming actively involved in Somaliland’s petroleum industry. “MWM could well face a barrage of criticism from the opposition, parliament and the public if it goes ahead and allots Range Resources a petroleum license to operate in the country”, said the source. According to information that has reached the SL Times, an important player in the contacts between the Ministry of Water & Minerals (MWM) and Range Resources, is Mr Liban Boqor, one of the company’s non-executive directors and major shareholders. Liban Boqor is currently Senior Economic and Political Advisor to the President of Puntland, Muse Ade, and was instrumental in finalising the deal between Range Resources and the State of Puntland. In addition, Muse Ade, the President of Puntland is the son of the brother of Liban Boqor (uncle to president Ade), and that explains why the Puntland president, who is officially at war with Somaliland, gave his full backing for Range Resources, wanting to do business with Somaliland. Puntland’s leaders earn substantial revenues from their deal with Range and African Oil companies. Some of this money goes towards Puntland’s war efforts against Somaliland and sustains the current hostilities that Puntland is fuelling in Sool region against Somaliland. Liban Boqor is viewed by the Warsengali clan, in Majayahan, eastern Sanag region in Somaliland, to have been the architect behind Puntland’s disastrous incursions into Majayahan district parts of Sanag region which led to fierce battles between the local Warsangali and Puntland’s ********** militias in March 2006. That incursion by about 300 Puntland/********** militia well-armed with 30 odd gun-mounted vehicles, was financed by Range Resources, and its purpose was to protect field and geological scientists belonging to Range Resources who wanted to collect rock and earth samples from Majahayan district in Sanag region. Some reports estimated the number of people from Sanag region who were killed in the Majahayan battles as high as 60. Range Resources cancelled the expedition after these military clashes. The MWM source, who asked not to be disclosed, said that, “the current political instability that is evolving in Puntland and its deteriorating insecurity has virtually made it impossible for Range Resources and Africa Oil to start their exploration and drilling activities scheduled for 2008, and as a result, Range is trying to get a foot in Somaliland’s stable and lucrative oil and gas block concessions.” The same MWM source added, “I don’t think it’s ethical, on the part of MWM, to even entertain the idea that we want to get these very same people who are deeply and politically part and parcel of the Puntland administration to be doing business with us.” SL Times failed in its attempts to verify these serious concerns with MWM. The ministry was not available to comment. MWM has a habit of refuting local media reports which often expose its dealings with notorious foreign individuals and broker firms posing as authentic companies with little or no capital, or experience in oil and gas industry. Up to now, the MWM has not presented to parliament the many, half a dozen or so, agreements it has signed with foreign individuals and companies, which by law the ministry is obliged to submit to parliament, in order for the parliament to either endorse or reject these agreements. Only last week, the Ethiopian ‘Addis Fortune’ Journal on 13 Jan 08 quoted the Swedish Lundin Petroleum AB company that it was active in the exploration of Somaliland’s oil and gas potential. Nonetheless, Somaliland’s MWM has not commented or refuted this claim made by the Swedish company, Lundin Petroleum to Addis Fortune. The MWM source confirmed to SL Times that Lundin has met and made contact with the ministry and that the ministry had at first been reluctant to talk to Lundin fearing that it was in some way connected to Range or Africa oil and requested Lundin for an official letter of confirmation declaring that it had nothing to do with Range or Africa Oil and which it did. “MWM had unconfirmed reports in the past that Lundin was associated with Range and Africa Oil and wanted confirmation from Lundin that this was not true. MWM does not want to assign the country’s natural resources to a foreign syndicate of companies,” said the source at MWM. However, SL Times has checked with ‘the Canadian securities regulatory authorities’ using the SEDAR filing system for company details on African Oil Corporation. According to SEDAR documents, Africa Oil (former name Canmex Minerials) was incorporated by Mr. Lukas Lundin in 1993 in Vancouver, Canada. Mr Lundin served as the company Director and President of Africa Oil from the time of the company’s formation right up to few days before Range Resources and Africa Oil (Canmex) signed a non-binding Memorandum of Understanding in relation to an 80% farm ( share of exploration expenditure) in Puntland’s Nogal Basin and Darin Basin Blocks in Oct 2 006. Mr Lundin continues to hold a major share of Africa Oil (Canmex) through another company. While compiling this report, SL Times has leant that Lundin Petroleum AB, Africa Oil and Range Resources are all in some way or another, tied up with each other and may have a common denominator, i.e, the Lundin family. Insightful article Why Republicans like Obama and what it means A startling contrast with animosity toward Clinton By PETER WEHNER Washington Post Barack Obama is not only popular among Democrats, he's also an appealing figure to many Republicans. Former GOP House member Joe Scarborough, now a host on MSNBC, reports that after every important Obama speech, he is inundated with e-mails praising the speech — with most of them coming from Republicans. William Bennett, an influential conservative intellectual, has said favorable things about Obama. So have Rich Lowry of National Review and Peggy Noonan. And so have I. A number of prominent Republicans I know, who would wage a pitched battle against Hillary Clinton, like Obama and would find it hard to generate much enthusiasm in opposing him. What is at the core of Obama's appeal? Part of it is the eloquence and uplift of his speeches, combined with his personal grace and dignity. He seems to be a well-grounded, decent, thoughtful man. He comes across, in his person and manner, as nonpartisan. He has an unsurpassed ability to (seemingly) transcend politics. Even when he disagrees with people, he doesn't seem disagreeable. "You know what charm is," Albert Camus wrote in The Fall, "a way of getting the answer yes without having asked any clear question." Obama has such charm, and its appeal is not restricted to Democrats. A second reason Republicans appreciate Obama is that he is pitted against a couple, the Clintons, whom many Republicans hold in contempt. Among the effects of the Obama-Clinton race is that it is forcing Democrats to come to grips with the mendacity and ruthlessness of the Clinton machine. Conservatives have long believed that the Clintons are an unprincipled pair who will destroy those who stand between them and power — whether they are political opponents, women from Bill Clinton's past or independent counsels. When the Clintons were doing this in the 1990s, it was viewed by many Democrats as perfectly acceptable. Some even applauded them for their brass-knuckle tactics. But now that the Clintons are roughing up an inspiring young man who appears to represent the hope and future of the Democratic Party, the liberal establishment is reacting with outrage. "I think we've reached an irrevocable turning point in liberal opinion of the Clintons," writes Jonathan Chait of the New Republic. Many conservatives respond: It's about time. A third reason for Obama's GOP appeal is that unlike Clinton and especially John Edwards, Obama has a message that, at its core, is about unity and hope rather than division and resentment. He stresses that "out of many we are one." And to his credit, Barack Obama is running a color-blind campaign. "I did not travel around this state over the last year and see a white South Carolina or a black South Carolina," Obama said in his victory speech last weekend. "I saw South Carolina." That evening, his crowd of supporters chanted as one, "Race doesn't matter." This was an electric moment. Obama's words are in the great tradition of Martin Luther King Jr. Obama, more than any figure in America, can help bind up the racial wounds of America. In addition, for the past eight years, one of the most prominent qualities of the American left has been anger, which has served it and the country very poorly. An Obama primary win would be a move away from the politics of rage. The one thing that will keep Obama's appeal from translating into widespread support among Republicans is that he is, on almost every issue, a conventional liberal. And while rhetoric and character matter a lot, politics is finally and fundamentally about ideas and philosophy. Whether we're talking about the Iraq war, monitoring terrorist communications, health care, taxes, education, abortion and the courts, the size of government, or almost anything else, Obama embodies the views of the special-interest groups on the left. In this respect, he should borrow from the Clinton strategy in 1992, when Bill Clinton ran as a "New Democrat," championed free trade, promised to "end welfare as we know it" and criticized, on hawkish grounds, the "butchers of Beijing." Bill Clinton ran an intellectually creative race whose ideas appealed to non-Democrats. Barack Obama has shown no such inclination so far (his speeches, while inspiring, mostly avoid a serious discussion of policies). If he wanted to demonstrate his independence from liberal orthodoxy, for example, he could come out in favor of school choice for low-income families, which would both help poor families and demonstrate support for some of the best faith-based institutions in America: urban parochial schools. If Obama becomes the Democratic nominee and fails to take steps such as this, his liberal views will be his greatest vulnerability. Obama will try to reject the liberal label — but based on his stands on the issues, at least so far, the label will fit, and it will stick. Barack Obama is among the most impressive political talents of our lifetime. If he defeats Hillary Clinton, the question for the general election is not whether he can transcend his race but whether he can reach beyond his ideology. The U.S. administration would have supported the African Union or at least redirected sufficient resources to the TFG's stated goals in building up its institutions. Ever since the intervention in favor of the TFG, the United States and EU placed national reconciliation and co-opting the moderate elements of the ICU as the overriding condition for receiving a direct aid. Even Zenawi complains of such political stand. It is what I stated in my first post that captures Frazier's visit to Hargeisa, Somalia, and I am sure in the upcoming weeks or months, I presume the contradictory speculation exchanged here on the direction of U.S. foreign policy towards Somalia will be proved wrong .

As 24 States Vote, a Grab for Delegates, and an Edge By ADAM NAGOURNEY Published: February 5, 2008 Forty-three presidential nominating contests in 24 states. Channel upon channel of the commentators talking about exit polls. The biggest prize of the night — California — being decided well after most viewers have headed for bed. A total of 3,156 delegates allocated under arcane rules on what could be the most significant night of the 2008 campaign to date. This is a guide of things to look for on Tuesday night— key states, trends, interesting demographic developments, campaign-ending or campaign-extending developments — starting from when the first polls close (Georgia at 7 p.m.) to when the voting is completed in California at 11 p.m. Eastern time. The Big Picture There are two ways to approach the results. The first is old-fashioned: which candidates rack up the most states. But this is about more than popular vote totals; the point of these contests is to allocate delegates to the national conventions. Thus, the big question is how much attention to pay to the results map on television — lighted up with, say, states that have swung to Senator John McCain’s column — and how much attention to pay to the delegate counter. The answer is pay attention to both, though put somewhat more focus on states for the Republicans and put somewhat more on delegates for the Democrats. The delegate count might matter more officially, but the state results could count more politically, and that will be the central tension of the night. Democrats allocate most of their delegates proportionately; candidates are awarded a cut of the delegate pie based on their percentage of the vote. It is possible to lose a state and still get a majority of the delegates, and it is likely that the losing candidate will still get a substantial share of the delegates. Senators Barack Obama and Hillary Rodham Clinton will no doubt start claiming state victories as soon they can — with the goal of trying to get on television and grab the front-runner spotlight — but those results will probably remain largely symbolic. Assuming the race remains close, what matters going forward is who gets the most pledged delegates. The Republicans’ delegate selection rules are different. In 8 of the 21 Republican contests, the winner gets the delegates — no dividing up the spoils. What that means is that it is going to be easy for a candidate to build up a big delegate lead on Tuesday night and, combined with winning some big states, credibly declare himself the party’s presumptive nominee. That is precisely what Mr. McCain is looking to do. Keep in mind that the winner of the states is probably going to become known well before the delegate counts are finished, and that is going to color the way the results are reported on television and in newspapers. The outcome in California, a major factor in either way of judging the night, is not going to be known until the wee hours. “Don’t be rushed into making an early judgment without California,” said Robert Shrum, a Democratic political analyst. “You have to resist the pre-California spin unless someone is winning like 16 of the 22 states.” The States For Republicans, two states could end up determining whether the race goes on from here: California and Massachusetts, and this has nothing to do with delegates. Mitt Romney headed out to California on a last-minute trip on Monday, drawn by polls suggesting the race was narrowing, despite Mr. McCain’s collection of high-profile endorsements like Gov. Arnold Schwarzenegger. If Mr. Romney pulls out a win in the nation’s largest state, no matter what happens anyplace else, he is unlikely to leave the stage soon. By contrast, Mr. McCain — in a poke-in-the-eye moment — campaigned in Massachusetts, Mr. Romney’s home state. Should Mr. McCain win in Massachusetts and hold on to California, that would probably be the lights-out moment at the Romney headquarters. No wonder that Mr. McCain sneaked a last-minute trip to California onto his schedule for Tuesday morning. For Democrats, watch California, Massachusetts, New York, Missouri, Arizona and New Mexico. If Mr. Obama wins California, that is a real momentum blocker for Mrs. Clinton: There are few states in the country that are more identified with the Clinton presidency than this one. But Mr. Obama has suffered one of those external political problems that often madden campaigns: a last-minute California poll that showed him closing in on Mrs. Clinton — in the process, raising expectations that he will win. No wonder Mr. Obama’s advisers are suddenly talking about the big surge of early voting in California before Mr. Obama began to break through there. If Mr. Obama wins Massachusetts, that will be testimony to the power of Senator Edward M. Kennedy, and a real sting for Mrs. Clinton, who once thought she had a comfortable lead there. If Mr. Obama comes close in New York, or in neighboring New Jersey, watch for a tough round of questions about Mrs. Clinton’s electability. Finally, think of Missouri, Arizona and New Mexico as the swing states in this contest: Mr. Obama and Mrs. Clinton are pretty evenly matched there. Missouri is a swing state in the general election, and might be one in this one as well. The Voting Groups Mr. Obama has been trying — with the use of surrogates like Oprah Winfrey — to cut into the advantage Mrs. Clinton enjoys among women. The vote should also offer a test of whether Mr. Obama has succeeded in cementing what has appeared to be an exodus of African-American voters from the Clinton camp to Mr. Obama’s, as began happening in South Carolina two weeks ago. Georgia, with an electorate with a heavy African-American representation, and New York should offer a good and relatively early measure of that. And whether or not Mr. Obama wins Alabama, that would be a good state to look and see if he can win Southern white voters. And the final big question for Democrats: Will Mrs. Clinton maintain the edge among Latino voters that she showed in Florida and Nevada? New York and California should offer an interesting test, as well as of whether blacks and Latinos, uneasy political allies in many circumstances, break for different candidates. The extent to which Republicans are coalescing around Mr. McCain, of Arizona, will be measured by how well he does in contests open only to members of his party, depriving him of the support of independents, who helped him so much in New Hampshire, where they could vote in party primaries. Again, California is the place to watch. To judge his potential strength as a general election nominee, watch to see if conservatives put aside their qualms about him and vote for him. Among Mr. McCain’s Republican rivals, one key is evangelical voters. Mr. Romney is not going to be very happy should they continue to rally behind the campaign of Mike Huckabee, the former Baptist minister. The Issues With the economy having emerged in the last few months as the dominant issue, and with the race moving to a national stage, one development to watch is whether Republican voters will continue to focus as much on a subject that has divided their party, illegal immigration. The answer could be of particular importance to Mr. McCain, who was unable to compete in Iowa in part because many Republicans there saw him as too soft on the issue. On the Democratic side, Mr. Obama has again started criticizing Mrs. Clinton for voting to authorize the war in Iraq. After her apparent success earlier in this campaign in putting the war vote behind her among Democratic voters, it would be problematic for her now to be forced back on the defensive. Somalia: Australia Police Inquiry of Mining Firms Should Extend Garowe Online (Garowe) EDITORIAL 3 February 2008 Posted to the web 4 February 2008 A cozy relationship between Puntland administration officials and the Australian company's executives has given local officials unsurpassed political power. It is with genuine interest that one reads a recent article by major Australian newspaper, The Age, which publicly disclosed an ongoing Australian Federal Police (AFP) investigation into "alleged misconduct and dubious practices in the developing world" by Australian mining firms. According to The Age, political parties and Oxfam Australia have openly called for the Australian government to create a "mining watchdog" to oversee the activities of these firms in developing countries. The article reveals that corrupt practices on the part of Western firms aiming to exploit poor regions of the world over natural resources is so rampant as to warrant an official investigation by the AFP. Although the article did not specifically name companies in the AFP's three ongoing investigations, the mere fact that mining firm corruption is getting the attention of Australia's largest law-enforcement organization is a welcome feat. It is also a wonder if Somalia, that troubled Horn of Africa country, is on the AFP radar at all. Since 2005, a resources debate has raged across Somalia following a controversial agreement between a feeble regional administration, Puntland State, and an Australia-based mining company. That agreement, which drags to this day, has led to bloodshed, political scandal and a deteriorating security situation in one of Somalia's more-stable regions. A cozy relationship between Puntland administration officials and the Australian company's executives has given local officials unsurpassed political power, which has in turn led to local clans to take up arms. Although the Puntland Constitution does not allow the region's leaders to sell off chunks of Somali territory, regional President Mohamud "Adde" Muse presses on with his unilateral exploration agenda. Local clans in some of Puntland's regions, including Sanaag and Bari regions, have organized clan fighters to take up arms against Puntland security forces, whose aim is to bring foreign explorers to the region by military force. For example, in March and April 2006, at least ten people were killed in violent clashes between Puntland troops and local clan fighters from Sanaag region. The Australian firm's relationship with Puntland has led to the appropriation of hundreds of thousands of dollars to Puntland officials. Yet, Puntland civil servants and security forces have not been paid in months and concerned ministries are barely operational. Local sources say that donated money never makes it to Puntland government faults, part of a region-wide financial scandal that has turned Puntland, once strong and stable, as a land of the verge of disorder. Furthermore, the leading characters behind the exploration push, including President Muse's close relatives, are also board members with the Australian firm in question. This not only creates a conflict-of-interest, but it also reinforces the local clans' entrenched belief that the Puntland leader is attempting to invade and control the resources of other clans by force. Thus far, the Australian firm and its foreign partners have not succeeded in their scheme to explore Somalia, by silencing the opposition through the implementation of military force. All Somalis know that military force, in its most brutal form, cannot silence whole clans. We only have to look towards Somalia's capital, Mogadishu, where disgruntled clans have ascertained that the mighty Ethiopian army did not spend a single peaceful night on Somali soil. The euphoria reflects when some zealots from the Northwestern corner of Somalia post here the official visitation of Somaliland by World Bank and UNDP officials as though it was an exclusive/seperate case or a radical departure from the holistic dealings of Somalia's discrete, political units and their need for economic development and democratic institutions. The ecstasy melts as the high-profile officials arrive in Garowe the next day and proceed with their regular business. Though this has been an unfair policy to Sool and Sanaag folks as it places them at the mercy of these two entities in an extremely vulnerable situation, that is how the international community and institutions dealt with Somalia in a holistic approach to resolving our differences and saving the country from continuing to be a sanctuary for terrorists, drug traffickers and warlords.

PUNTLAND: Weekly Cabinet Meeting Saturday, 02-Feb 2008 Garowe, Puntland: The weekly cabinet meeting was chaired by the President H.E. Mohamud Musse Hersi. The Vice President, Hon. Hassan Dahir Mohamud and members of the Council of Ministers were also present. The Minister of Security, Gen. Abdullahi Said Samatar addressed the meeting regarding the current security in the State. Minister Samatar stated that the main concern regarding State security is in the area of human resource development (especially in the State’s police force). Minister Samatar stated that many of the highly qualified police officers have either retired, died during the conflict in Somalia or have left the State since the collapse of the Somali Government. This has seriously drained the knowledge base of the police force. The Minister Stated that the recruitment of new police officers from the State’s secondary school graduates needs to be a priority. The Minister Samatar also stated that the illegal printing of counterfeit Somali Shillings (which has caused inflation), human trafficking, pirating and the recent incidents of kidnappings are the State’s main security concerns. Minister Samatar added in the area of the kidnapping many of the main criminal elements involved have either been captured or killed during the recent police operations in the city of Bossaso. The Minister concluded by stating that while Puntland continues to a peaceful place, his Ministry has now developed a plan to immediately address the security risks that have been identified. Minister of Livestock, Agriculture and the Environment Hon. Ali Jama Farah spoke about his recent visit to the United Arab Emirates. The Minister stated the purpose of the visit was to promote and market the Puntland livestock sector. Minister Jama also added, the Puntland Delegation was able establish relationships with the Dubai Government and the Government of Ras Al Khamiah regarding assistance in the marketing of Puntland Livestock and in the area of animal health. Minister of the Interior Hon. Abirshid Jama also addressed the meeting. The Minister stated he has met with all the regional governors of the State and the Minister is also planning to visit each region to further assess the needs of each region. The Ministry of the Interior will then develop an action plan to address these needs During the meeting it was also decided that a committee will be established via a Presidential Decree to address the problems concerning the printing of money within State and inflation. In a final declaration adopted at the end of the meeting organized by the UN Political Office for Somalia (UNPOS), business people from Africa and the Middle East, personalities from Europe and the United States and members of the Somali business community acknowledged economic stagnation in the country, which has not had a functioning government since the fall of Siad Barre's regime in 1991 and where fighting has intensified in recent months. But they said Somalia's economy could be boosted through livestock and livestock products, agriculture, money transfer, telecommunications, infrastructure, oil and gas, mining, transport and even tourism, according to a news release from UNPOS. The non-Somali participants “expressed their readiness to consider ways and means to encourage the Somalis to follow a 'critical path' that will lead to the stability necessary for political, economic and social development,” the Office said. Remittances indeed have had negative corollary effect on the people as they turn indolent, but the allegation that this money fuel the crisis in Somalia does hold water. We in the Diaspora intervene on behalf of our tribal land's defense and enhance the offensive capability of our warlords for twisted ideological reasons that we are made to believe as sacrosanct, for instance, secession in the North and occupation in the south. On the other hand, remittances have helped some of our people back home stay resilient and productive in their entrepreneurship initiatives.
