Somali Islamist leader pledges commitment to new peace plan by Ali Musa Abdi Wed Apr 2, 12:50 PM ET NAIROBI (AFP) - Somalia's top exiled Islamist leader on Wednesday pledged his camp's commitment to a new peace drive but warned the movement would keep up its struggle against what it calls Ethiopian occupation. "Members of the international community are trying to help Somalis overcome their differences and we will do all we can to be flexible and achieve a lasting peace," Sheikh Sharif Sheikh Ahmed told AFP in an interview following talks in Nairobi. Sheikh Sharif, 44, is the chairman of the executive council of the Alliance for the Re-liberation of Somalia (ARS), an opposition umbrella group dominated by Islamists and based in the Eritrean capital of Asmara. "The ARS met UN officials and other members of the international community in Nairobi, our engagement with them is encouraging," he said. Somali President Abdullahi Yusuf Ahmed and Prime Minister Nur Hassan Hussein were also in the Kenyan capital, but, according to Somali officials, the ARS leader did not meet directly with either of them. Sheikh Sharif was the head of the Islamic Courts Union, a militia which ousted US-backed warlords from Mogadishu in 2006 and briefly ruled large parts of the country before being defeated by Ethiopian forces last year. Ethiopian-backed Somali government troops are still battling the movement's military wing and allied clans, in a year-old guerrilla war which has left thousands dead and displaced hundreds of thousands. The impoverished Horn of Africa country has seen more than 14 peace initiatives fail since the 1991 ouster of former president Mohamed Siad Barre. Sheikh Sharif warned that his movement remained committed to its struggle against Ethiopia, which it accuses of conducting a Christian crusade in Muslim Somalia. "Somalis are fighting a legitimate war, in order to gain their independence," the cleric said. "The fighting will continue until we achieve the result of a free Somalia. Our people are currently being colonised and are experiencing the worst living conditions in the world." Sheikh Sharif and his allies were not involved in the latest peace initiative, which took place in 2007 in Mogadishu in the form of a clanic reconciliation conference. The Islamist opposition had demanded such talks be held outside of Somalia and after an Ethiopian pullout. The Somali transitional government's latest prime minister has adopted a more inclusive approach to the national reconciliation process than his predecessor Ali Mohamed Gedi. The UN's top envoy for Somalia, Ahmedou Ould Abdallah, said Tuesday he had been encouraged by his latest consultations with government officials and leading members of the opposition. "These are very encouraging new developments and a positive sign of a commitment by the Somalis to rebuild their country and start again," the envoy was quoted as saying in a statement. Sharif Hassan Sheikh Aden, a former Somali parliament speaker and the chairman of the ARS' central committee, also sounded a hopeful note following several days of consultations in Nairobi. "The avenue for peace is open, we are here to explore better ways to end the violence," he told AFP. Sheikh Sharif and Sheikh Aden are both seen as relatively moderate within the exiled opposition. Somalia: Angry Puntland troops leave Somaliland front 2 Apr 2, 2008 - 4:13:55 PM GAROWE, Somalia Apr 2 (Garowe Online) - Angry soldiers loyal to Somalia's Puntland State government left the military frontlines where they have been facing off rival troops from the breakaway region of Somaliland, Radio Garowe reported. The commanding officers leading the soldiers who were backed by more than 10 armed trucks said they left the frontline town of Tukaraq, in Sool region, after the government of Puntland neglected its own troops. Col. Jama Muse Omar, one of the troop commanders, told Radio Garowe that the soldiers came to speak with traditional elders in the Puntland capital of Garowe. The commander complained that Puntland troops at the frontlines have not been paid in months, adding that they will address their grievances with the elders and intellectuals. Garowe residents said this group of soldiers is the largest contingent to arrive in the capital city. The soldiers entered Garowe Wednesday night, with commanders saying they will speak with local elders tomorrow. Somaliland and Puntland have been fighting over control of Sool region since 2002. Last October, Somaliland troops took control of the Sool regional capital Las Anod for the first time. In a related development, reliable sources said soldiers driving the personal car of Puntland army commander Col. Ali Badiye surrendered over to Somaliland troops in Las Anod. Col. Badiye's personal driver and two soldiers were warmly received by Somaliland military commanders, the sources added. Defections are normal between the two sides, but this is the first time a senior military commander's personal guards surrendered over to the opposing side. Both Puntland President Adde Muse and Col. Badiye are in neighboring Ethiopia, where they are holding talks on security and economic relations with Ethiopian government officials. Conflicting reports have emerged regarding the Puntland leader's trip to Addis Ababa, with unconfirmed reports stating that Muse plans to ask the Ethiopian government to deploy troops in Puntland. According to the report, President Muse's intention is to use Ethiopian troops as a security force to protect exploration sites, where foreign companies plan to explore for the region's unproven oil reserves. Other reports tell Garowe Online that Ethiopian leaders invited Muse and senior security officials, including Col. Badiye, to Addis Ababa to discuss rumors that ****** National Liberation Front (ONLF) rebels are using the Puntland coast to land weapons. Insurgents Briefly Capture Key Town in Show of Defiance By Stephanie McCrummen Washington Post Foreign Service Thursday, March 27, 2008; A12 NAIROBI, March 26 -- Islamist insurgents battling for control of Somalia briefly seized a strategic town Wednesday, the latest sign of how feeble the country's internationally backed transitional government has become. The takeover of Jowhar, about 55 miles north of Somalia 's capital, Mogadishu, was the most recent in a series of advances by a radical Islamist faction of a broader insurgency against the transitional government and the Ethiopian military that installed it more than a year ago. In the past month, the faction -- known as al-Shabab and recently designated a terrorist organization by the United States -- has briefly asserted control of at least six towns in southern Somalia , a show of force underlining the fact that the Somali government has little control over the Horn of Africa nation. "They go in and expel whatever rudimentary authorities are there, then go back to the bush and go to another unassuming village or town," said Abdirizak Adam Hassan, an adviser to Somali President Abdullahi Yusuf. "To my mind, they are saying: 'Although you defeated u s, we are still a formidable force. We are undiminished, and we are here to stay.' " Since late 2006, when the Ethiopians intervened to oust an Islamist movement, the political and humanitarian crisis in Somalia has deteriorated. On Tuesday, 40 aid groups delivered a statement to the U.N. Security Council, which is discussing Somalia this week, warning of an "impending humanitarian catastrophe." An estimated 20,000 people a month are being chased from their homes by continued fighting, mostly in Mogadishu, which has lost half its population. In all, nearly 1 million Somalis are displaced, the statement says. Somalia 's national army, which began last year with about 20,000 troops, has dwindled to about 2,000, many of whom spend much of their time looting the homes and businesses of ordinary Somalis. Soldiers who have not been paid in months are deserting, weapons in hand, and returning to their clans or joining the insurgency. "It's a revolving door," Hassan said. The situation has left the United Nations and foreign diplomats searching for ways to reach a settlement between the Somali government and a growing political opposition composed of Islamist leaders, intellectuals, businessmen and others united in their belief that Yusuf's Ethiopian backers must go. "What is important in my mind is a new approach," said Ahmedou Ould-Abdallah, the U.N. secretary general's Somalia envoy. "We have abandoned Somalia for the last 15 years. This cannot last." So far, however, the United Nations has been reluctant to become too deeply involved in Somalia . The Security Council is considering the deployment of a 27,000-member peacekeeping force after a power-sharing agreement is reached. Many analysts say, however, that the United Nations, already struggling to muster a force to deal with the crisis in Sudan's western Darfur region, would have trouble gathering that many troops. Critics of the idea also say a neutral military force is needed before political negotiations in order to establish security and replace the Ethiopian troops, thus creating the conditions for peace ahead of a peacekeeping force. "It's impossible now to wait for peace," said a Somali doctor who has been treating the wounded in Mogadishu, speaking on condition of anonymity for security reasons. "The United Nations needs to contemplate making the peace." A second proposal for such a force -- an 8,000-member coalition -- has not garnered much support, either. Even a proposal to provide U.N. security for Ould-Abdallah during his visits to Somalia has not gained much traction. The United States, meanwhile, has remained focused mostly on counterterrorism goals, which critics say is working against the longer-term project of nation-building because it provides a cause for more radical elements in the Somali opposition. The United States this month conducted its fourth airstrike inside Somalia aimed at al-Qaeda associates whom U.S. intelligence officials blame for the 1998 U.S. embassy bombings in Kenya and Tanzania. The strikes have failed to hit any of their intended targets, however, and have increased resentment toward the United States among Somalia 's moderate Muslims. Pentagon and State Department officials are debating whether to shift U.S. support from the transitional government to the relatively stable region of Somaliland , which declared independence from Somalia in 1991 but has yet to receive international recognition. In recent weeks, the State Department dispatched a team of contractors to Somaliland to explore the idea of establishing a military presence at an old airstrip there, according to members of the team interviewed in the Ethiopian capital of Addis Ababa. Somaliland 's government, eager for recognition, welcomed the possibility. "If the U.S. wishes to have a military presence in Somaliland territory, we will welcome them and accept them," said Somaliland President Dahir Rayale Kahin. "There are discussions, and we agreed to work together toward mutual ends. But things have not materialized so far." Somalis eager to resolve the conflict are not optimistic that any of the plans on the table will amount to much. A peace activist who shares a name with the Somali president, Abdullahi Yusuf, said international support for the transitional government -- and, by extension, the Ethiopian troops backing it -- is making the situation worse. "The occupation is coming not only from Ethiopia but from the international superpowers, and that is making everything difficult," he said from Mogadishu.
