The profilic columnist Jay Bookman wrote this in reference to a congressional report in 2002. To address the terrorism threat, the president's report lays out a newly aggressive military and foreign policy, embracing pre-emptive attack against perceived enemies. It speaks in blunt terms of what it calls "American internationalism," of ignoring international opinion if that suits U.S. interests. "The best defense is a good offense," the document asserts. It dismisses deterrence as a Cold War relic and instead talks of "convincing or compelling states to accept their sovereign responsibilities." This category of spoilers also includes many local actors who do not engage in illegal activities but who oppose state revival out of well-founded fear, especially fear that a revived central government will become a predatory, repressive force as was the case under Barre’s regime in the 1970s and 1980s. For businesspeople who have beneªted from state collapse, the return of a central government may carry too many risks—of high taxes, corruption, expropriation, and nationalization. Among clans and other social groups is the fear that the central government will again come under the control of a narrow coalition of clans that will use the state as an instrument of domination at their expense. Some civic groups and the media fear unwarranted restrictions on their activities by a revived state. Although the potential rewards of state revival are high, so too are the risks. Evidence from the failed TNG experiment in state building in 2000–03 suggests that many political and business leaders supported the declaration of a transitional government, but not the actual establishment of a functional state.27 Instead, they approached the TNG as an opportunity to create a “paper state”—one that would attract foreign aid, which they could then divert, but not one that could become powerful enough to enforce laws and regulations that might threaten their economic and political interests. State collapse may be unpalatable, inconvenient, and undesirable on any number of counts, but for some political and economic actors who have survived and thrived in a stateless setting, embracing a state-building agenda appears to constitute a leap of faith they were unwilling to take with the TNG in 2000 and the TFG in 2005. In the event that the Islamists assume control over the central government in Somalia, they are likely to face the same resistance to revived central government by some civic, political, and economic actors. Eritrea exits African bloc over Somalia dispute ASMARA, April 22 (Reuters) - Eritrea said on Sunday it had suspended its membership in an east African regional body after a rift with arch-foe Ethiopia at a meeting on Somalia this month threatened to divide the region. The withdrawal from the seven-member Inter-Governmental Authority on Development (IGAD) is the latest sign of deteriorating relations between Asmara and regional countries over Somalia where hundreds died in fighting this week. "The Government of Eritrea was compelled to take the move due to the fact that a number of repeated and irresponsible resolutions that undermine regional peace and security have been adopted in the guise of IGAD," said a statement on the government Web site, shabait.com. A meeting of IGAD foreign ministers two weeks ago in Kenya became a forum for the festering feud between Ethiopia and Eritrea, still bitter over their 1998-2000 border war and locked in what many see as a proxy war in Somalia. Somalia and ally Ethiopia accuse Eritrea of undermining the interim government by giving aid to insurgents involved in some of the worst fighting in Mogadishu in 15 years. Eritrea blames the United States and Ethiopia for "irresponsible" interference in Somali affairs after Addis Ababa and Somali government troops ousted Islamists in a war over the New year. Kenya, Uganda, Djibouti, Ethiopia, Sudan, Somalia and Eritrea are the countries who make up the east African bloc. The announcement came from the Eritrean foreign ministry, which was given a new chief last week after its former head died of a heart attack in 2005, according to the Web site.

The question that begs for answer is whho are we going to held responsible for this reprehensible crime against the victims because the warlords in Hargeisa seem to have innate inability to accept blame or learn from experience and their selfish motivations despite outwardly appearing honest and human. They are also in the thick of the conspiracy to involve the North in the civil war and, to please their hosts; they have already made pronouncements agreeing to the dismemberment of the country. The renewal of hostilities by “Somaliland” and Puntland is likely to suck Ethiopia into the conflict, Eritrea being already in it. Once the conflict in Southern Somalia is allowed to spread to the hitherto peaceful North there will be clear justification to deploy international peacekeepers along the borders between Sool and “Somaliland” on the one hand and Eastern Sanaag and “Somaliland” on the other. In order to thwart these warmongering efforts the Coalition of Sool, Sanaag, Cayn and Highland Communities In the Diaspora calls for the immediate intervention of the African Union, IGAD, the Arab League, the OIC, the EU, the UN and the United States by exerting pressure on the secessionist Administration in Hargeisa so that it will desist from its preparations for war and opt for peace. Equally important is how the article critiques intelligently the antithesis of their ideal state as an illusive state that is a threat to Somalia's unity and brotherhood. "International efforts to stabilize the country" Xogsade, There is a partial international effort that is geared towards the stabalization of Somalia but you can't infer all that is international as an enemy to Somalia and hence, if their inference to stabalize Somalia by the article makes you suspicious of the NSPU organization , I would say that notion is simply wrong. International effort can't be interchanged with Ethiopia and its TFG in such a way as to construe asymmetrical relationships in order to give the illusion of both a fairness to the ongoing exploitation and destruction of Somalia.
