“The Bill nullifies the rule of law such as the presumption that one is innocent until proved guilty,” he said. This is indeed a radical departure from the rights of Kenyans enshrined in their constitution. The bill will sure backfire before it is approved as law. The profilic columnist Jay Bookman wrote this in reference to a congressional report in 2002. To address the terrorism threat, the president's report lays out a newly aggressive military and foreign policy, embracing pre-emptive attack against perceived enemies. It speaks in blunt terms of what it calls "American internationalism," of ignoring international opinion if that suits U.S. interests. "The best defense is a good offense," the document asserts. It dismisses deterrence as a Cold War relic and instead talks of "convincing or compelling states to accept their sovereign responsibilities." In essence, it lays out a plan for permanent U.S. military and economic domination of every region on the globe, unfettered by international treaty or concern. And to make that plan a reality, it envisions a stark expansion of our global military presence. "The United States will require bases and stations within and beyond Western Europe and Northeast Asia," the document warns, "as well as temporary access arrangements for the long-distance deployment of U.S. troops." -
I doubt that the war in Sanaag has to do with terrorists but it is sure an attempt to open another war front in the north and risk the fragile peace of the region. The seperatist regime thinks that it has the best chance to reverse the course of events by showing the world that it is capable of reaching one fringe of the defunct colonial border with the possible support of Eritrea and other forces. Today, according to the news from the region, Mr. Riyale sent one official close to his family who accompanied the cretinoid Ahmed Yasin, to resuscitate a highly controversial topic with the elders of LasQorey in Ceerigabo that would ask the people of Lasqorey to close the border, inciting the elders into bitter resentment. His request was rebuffed by the elders and the peace accord signed earlier between the two clans appears to be null and void. Therefore, Riyaale and his stooges are now beating up the drums of war to make sure the continuation and escalation of conflict in Sool and Sanaag regions float on the surface all the time. As noted earlier, a number of important Somali actors promote peace and local rule of law but view a revived central state as a threat. State building repeatedly encounters resistance from groups and individuals who perceive that their economic and political interests are threatened by revival of a functional state. Some of these spoilers are situational—clans, factions, or leaders who feel they have not been adequately represented or rewarded in the government and who withdraw from the TFG in anger or disappointment at not getting their fair share. This category of spoilers—what Stedman terms the “greedy spoiler”—is potentially manageable with astute diplomacy, political bargaining, and external pressure.26 More problematic is a second category of spoilers who reject the state-building project because they believe it poses a fundamental threat to their political or economic interests. This can include so-called warlords for whom the return of rule of law could result in their marginalization or even arrest for war crimes, businesspeople whose activities are illicit, and whole clans that have benefited from armed occupation of valuable real estate during the war. This category of spoilers also includes many local actors who do not engage in illegal activities but who oppose state revival out of well-founded fear, especially fear that a revived central government will become a predatory, repressive force as was the case under Barre’s regime in the 1970s and 1980s. For businesspeople who have beneªted from state collapse, the return of a central government may carry too many risks—of high taxes, corruption, expropriation, and nationalization. Among clans and other social groups is the fear that the central government will again come under the control of a narrow coalition of clans that will use the state as an instrument of domination at their expense. Some civic groups and the media fear unwarranted restrictions on their activities by a revived state. Although the potential rewards of state revival are high, so too are the risks. Evidence from the failed TNG experiment in state building in 2000–03 suggests that many political and business leaders supported the declaration of a transitional government, but not the actual establishment of a functional state.27 Instead, they approached the TNG as an opportunity to create a “paper state”—one that would attract foreign aid, which they could then divert, but not one that could become powerful enough to enforce laws and regulations that might threaten their economic and political interests. State collapse may be unpalatable, inconvenient, and undesirable on any number of counts, but for some political and economic actors who have survived and thrived in a stateless setting, embracing a state-building agenda appears to constitute a leap of faith they were unwilling to take with the TNG in 2000 and the TFG in 2005. In the event that the Islamists assume control over the central government in Somalia, they are likely to face the same resistance to revived central government by some civic, political, and economic actors. Are you not aware of the so called ministers and president of the Somaliland political party hold foreign passports whenever they travel outside of their tribal enclaves. They had lived in the states and Europe before they become retired from the welfare system and were beckoned by this lucrative deal that preys on the exploitation of the innocent, its land, and the applicability of hate, and the war mongering tactics it cleverly undertakes to generate tribal support for their quest for more domain power and resources coupled by ingrained selfishness and corruption.

Eritrea exits African bloc over Somalia dispute ASMARA, April 22 (Reuters) - Eritrea said on Sunday it had suspended its membership in an east African regional body after a rift with arch-foe Ethiopia at a meeting on Somalia this month threatened to divide the region. The withdrawal from the seven-member Inter-Governmental Authority on Development (IGAD) is the latest sign of deteriorating relations between Asmara and regional countries over Somalia where hundreds died in fighting this week. "The Government of Eritrea was compelled to take the move due to the fact that a number of repeated and irresponsible resolutions that undermine regional peace and security have been adopted in the guise of IGAD," said a statement on the government Web site, shabait.com. A meeting of IGAD foreign ministers two weeks ago in Kenya became a forum for the festering feud between Ethiopia and Eritrea, still bitter over their 1998-2000 border war and locked in what many see as a proxy war in Somalia. Somalia and ally Ethiopia accuse Eritrea of undermining the interim government by giving aid to insurgents involved in some of the worst fighting in Mogadishu in 15 years. Eritrea blames the United States and Ethiopia for "irresponsible" interference in Somali affairs after Addis Ababa and Somali government troops ousted Islamists in a war over the New year. Kenya, Uganda, Djibouti, Ethiopia, Sudan, Somalia and Eritrea are the countries who make up the east African bloc. The announcement came from the Eritrean foreign ministry, which was given a new chief last week after its former head died of a heart attack in 2005, according to the Web site.

We daily witness the troubling saga unfolding in the North west. The Hargeisa kangaroo court, with a sense of marketability, sentenced two innocent persons to death. The victims are from the regions of Sool and Sanaag, particularly, Badhan and Buuhoodle. They were accused of terrorist acts without competent evidence, but insiders of the politics of the secessionists believe that the sentence is an orchestrated ruse in part to gain not only a diplomatic support from United States and its allies but to nearly peg the time of the sentence by the Kangaroo court to the recent conflict in Dhahar so as to revenge the humiliating defeat and outcome of their adventure into deep Sanaag. The question that begs for answer is whho are we going to held responsible for this reprehensible crime against the victims because the warlords in Hargeisa seem to have innate inability to accept blame or learn from experience and their selfish motivations despite outwardly appearing honest and human. There are confirmed reports also that some southern clan politicians who were leading the insurgency against the TFG in Mogadishu have sought refuge in Hargeisa. They are also in the thick of the conspiracy to involve the North in the civil war and, to please their hosts; they have already made pronouncements agreeing to the dismemberment of the country. The renewal of hostilities by “Somaliland” and Puntland is likely to suck Ethiopia into the conflict, Eritrea being already in it. Once the conflict in Southern Somalia is allowed to spread to the hitherto peaceful North there will be clear justification to deploy international peacekeepers along the borders between Sool and “Somaliland” on the one hand and Eastern Sanaag and “Somaliland” on the other. In order to thwart these warmongering efforts the Coalition of Sool, Sanaag, Cayn and Highland Communities In the Diaspora calls for the immediate intervention of the African Union, IGAD, the Arab League, the OIC, the EU, the UN and the United States by exerting pressure on the secessionist Administration in Hargeisa so that it will desist from its preparations for war and opt for peace. We implore the international community not to allow the civil war which devastated the South to escalate and spread to our peaceful North. We hope and pray that sense will prevail. Why is it so bothersome to dissect and analyze their claim and reasons. Somalia's unity is sacred and sealed. The SL entity and their determination to draw a new border by taking over Sool and Sanaag regions will never ever occur no matter how irreconcilably different the seperatists are.

The author actually thinks that there is an 'effort' to stablize the country when in reality the world turned against those who would stabalize the country, UIC. If my understanding is correct, they believe that the TFG is legit and are making the effort to stablize somalia, if that is case, then shred this piece and recycle it. I have already explained that inference. The world is not equal to U.S.A and its allies. On the other hand, the article delves into what is right or wrong about the long-term goal of the seperatists and their continual pattern of failure. Equally important is how the article critiques intelligently the antithesis of their ideal state as an illusive state that is a threat to Somalia's unity and brotherhood. They systematically draft articles to negate and dissect the designs and belligerent policies of Hargeisa in pursuing a clan state in the 21 century. I will conclude my thougts with the words of Mwalimu K. Bomani Baruti, "We can not get around this because we are dealing with the human mind, a mind subject to the conditions and biases of its upbringing and the evolved demands of its survival".

"International efforts to stabilize the country" Xogsade, There is a partial international effort that is geared towards the stabalization of Somalia but you can't infer all that is international as an enemy to Somalia and hence, if their inference to stabalize Somalia by the article makes you suspicious of the NSPU organization , I would say that notion is simply wrong. International effort can't be interchanged with Ethiopia and its TFG in such a way as to construe asymmetrical relationships in order to give the illusion of both a fairness to the ongoing exploitation and destruction of Somalia.
