Somalia warns against oil deals Aug 28 2005 05:18:10:747PM Nairobi - Somalia's prime minister on Sunday warned foreign firms against signing oil exploration contracts with local officials in the lawless country, saying such agreements were invalid. Ali Mohamed Gedi said such deals would not be recognised by the war-torn nation's transitional government and that self-proclaimed local administrations could not legally negotiate contracts over natural resources. Gedi said: "Until the government puts in place specific legislation for natural resources management, such as a national hydrocarbon law, it will be categorically impossible to give concessions. "In this respect, foreign companies should desist in attempts to deal with local authorities ... without prior written authority from the Transitional Federal Government of the Republic of Somalia. "Any violation of this will result in negative consequences and the responsibility will lie with the culprits," Gedi warned, adding that his government would take measures to protect Somali natural resources. His comments came after an oil exploration contract was signed last week between an Australian company and the regional administration of Somalia's northeastern Puntland region. Gedi said that deal was "illegal and unacceptable." The Horn of Africa nation, which has had no functioning central government since strongman Mohamed Siad Barre was ousted in 1991, has attracted several foreign oil companies that have been prospecting for possible oil exploration.
