Soldiers should be used to kill the enemy(unless reer Muqdisho are the enemy.) You need a force to keep the peace. Send in a paramilitaries police force with the right civil training. This whole peacekeeping concept needs an overhaul. How is this any different then what had happened in Congo? Sex abuse commited none other then the so called "Peacekeeping troops."
