Mogadishu faction fighters regroup NAIROBI, April 19 (Reuters) - Two factions which recently clashed in Mogadishu are moving militias to strategic positions for a fresh round of fighting for control of the Somali capital, residents said on Wednesday. Up to 90 people died last month in Mogadishu's worst battles in years, between militias linked to the Islamic courts and those tied to the Mogadishu Anti-Terrorism Coalition, comprising most of the capital's powerful warlords. Fleeing residents said tension in the city was high as each side stockpiled weapons and ammunition, moved fighters into position and strengthened their 'technicals' -- flat-bed trucks mounted with anti-aircraft guns. "The city is on the brink of war," one weary resident, Abdifatah Abdulkadir, told Reuters by telephone. "I saw several technicals belonging to the coalition patrolling our Bula Hubay neighborhood while Islamic court militia are stationed in our backyard." Many Somalis believe the United States is funding the influential warlords as part of Washington's war on terrorism but the U.S. government denies it. The charge has given the Islamic courts, funded by prominent businessmen, another rallying cry against warlords vying for control of Mogadishu. The courts are the only authority in parts of northern Mogadishu and mete out justice under sharia law. "My immediate neighbours have already fled to Afgoye," Abdulkadir said. "I'm planning to take my kids to Bravo before the guns start blazing." Somalia has had no functioning central government since warlords ousted military dictator Mohamed Siad Barre in 1991, heralding 15 years of lawlessness. Neither the government nor the militia backers had any comment on the situation. "START SHOOTING" Ali Nur, a fighter allied to the warlord coalition, said his fellow militiamen were just waiting to pull the trigger. "There's nothing else remaining except to start shooting," he told Reuters, without elaborating. On the Islamist side, fighters were closely watching the coalition's movements, ready to hit back if attacked. "We will not attack them but if they try to attack us we will defend our positions," one source close to the Islamists said. One Somali analyst said there were signs a new round of fighting would be worse than the clashes in the barren outskirts of the capital last month. "We should expect a disaster because unlike the previous battles this time round they plan to engage each other in the city," said the analyst, who declined to be named. The recent violence in Mogadishu shows how little control Somalia's fledgling interim administration has over the nation of 10 million people. Formed in neighbouring Kenya in 2004, the government moved to Somalia last year, meeting in the southern city of Baidoa because of insecurity in Mogadishu. Somali students study to save their home country Somali-born Abdulfatah Issak sits at a wooden study table in Ohio State's Science and Engineering Library, reviewing microbiology and timing himself during practice exams for the Medical College Admissions Test. It is past 1 a.m. With a nervous, periodic bump of his knee against the table, he looks out the window, pondering a question. With the darkness outside, he can barely see the building next door, still under construction. Though the MCAT deadline looms near, Issak pushes away his worries about the date. He knows exactly why he is pressuring himself to take the test and graduate with research honors in OSU's competitive microbiology program: Since the age of 10, Issak has longed to be a doctor. Issak's Somali roommate, Nasir Hassan, who graduated from OSU last winter with a degree in pharmacy, also sits at a desk preparing for the MCAT. Beyond the red brick walls of the library, their Somali friend, Bishare Gardad, is at her home studying for an organic chemistry exam. In all, two-thirds of OSU's 90 Somali students are training to be doctors, nurses, nutritionists and research scientists, Issak said. Somali students even joke about their being pre-med. "We call it pre-Somali," Issak said. But he does not joke about why Somalis want to become doctors. In 1999, Issak came to Columbus from central Somalia because his mother had grown anxious about his future education and safety. After civil war broke out in 1991, "children simply stopped going to school," Issak said. His family had heard about the men and boys slaughtered in Mogadishu and in villages throughout Somalia. His mother understood what education could mean for him. "She arranged for me to leave the country with my older brother," he said. The two brothers came to live with relatives in Columbus' Somali community, about five miles north of OSU's campus. At the time, Abdulfatah was 16. Back in Somalia, the civil war had entered its eighth year. Looters raided hospitals and clinics; armed mercenaries squatted in Mogadishu General, once one of the most advanced hospitals in the Horn of Africa. The country's only medical training program shut down and doctors and nurses fled the country or were killed. Outside the capital of Mogadishu, rural and nomadic people of the Somali countryside fared far worse: with the overthrow of the Siad Barre government, the war's trigger point, the once free public health system crashed.

Somali clans fear all-out war in Mogadishu April 20 2006 at 01:55AM Mogadishu - Rival militiamen are gearing up for new clashes to win control of the Somali capital, sending thousands of terrified people fleeing from their homes, Mogadishu residents said on Wednesday. Gunmen loyal to Islamic courts and the Alliance for the Restoration of Peace and Counter-Terrorism (ARPCT) who fought pitched battles in the city last month have re-armed themselves for what residents fear may be all-out war, they said. "Some people are very much terrified and they are leaving their houses since most are sure violence will erupt," said Daudi Yakubu Mohamed, a taxi driver who has so far ferried 23 fleeing families from enclaves in southern Mogadishu. Businessman Ahmed Ismail Abukar said dozens of terrified families have fled the volatile Daynile district in southern Mogadishu to the Hamerwein district in the central part of the city, which is inhabited by less belligerent clans. "People are leaving their homes and taking refuge in relatively peaceful neighbourhoods that are not dominated by Islamic courts or the alliance," Abukar told reporters. Several hundred extended families, accounting for more than 2 000 people, have left their homes seeking safety as militiamen have deployed in various parts of the city, residents said. Arms dealers in Mogadishu's Bakara and Argentine markets said their stocks have been emptied in recent days as the two sides boost weapons and ammunition supplies in anticipation of major clashes. "The market is dry and demand is high," said one trader, who spoke to reporters on condition of anonymity. At least 52 people were killed and hundreds displaced in Mohgadishu in March when the two sides squared off in the bloodiest clashes since the country collapsed into anarchy with the 1991 ousting of strongman Mohammed Siad Barre. The ARPCT, seen by many here as a US-backed anti-Muslim instrument, was formed in February with the stated goal of battling the threat of terrorism posed by the alleged growing influence of Islamic extremists around Mogadishu. The city's powerful Islamic courts, which provide a semblance of stability in the parts of the city they control, deny US and alliance allegations that they are harboring al-Qaeda operatives and training foreign fighters. Washington has refused to comment on claims of its direct involvement in Somalia but on Wednesday issued a statement through the US embassy in Nairobi appealing for calm in Mogadishu. "The United States calls upon all Somalis to work together to encourage restraint and calm in the city," the embassy said in its first public comments about Somalia in several months. "Provocations and fresh outbreaks of violence in Mogadishu can serve only the interests of extremist elements," it said, urging that all differences be resolved through dialogue and the support of Somalia's transitional government. On Tuesday, the prime minister of that government, Ali Mohamed Gedi, said he had struck a deal with the United States to patrol Somali territorial waters to curb rampant piracy and stem terrorist threats.   8. Some critics have taken this as legitimization, from the most vocal camp, of Barre's leadership over Kismaayo. They are saying that this is a precedent that will be brought up in the future in favor of Barre. From my understanding, the American connection has only been uttered by various, as always untrustworthy, Somali news mediums. I haven't verified it yet. Perhaps Hiiraale's invitation to the U.S. Embassy has do with Xasan Turki, another alleged "terrorist" whose base is miles from Kismaayo. Barre Hiiraale has long given amnesty to Hassan Turki and his Islamic base in Ras Kambooni. I do not believe he would have left Kismaayo on-call to "snitch" on Turki when he has made it plain in that past that anyone who such intrudes on Turki's affairs has intruded on Hiiraale's.

  19. Watchdog seeks lost Africa wealth By Genc Lamani BBC News An anti-corruption campaign group has urged governments in the West to help Africa recover part of the wealth lost through corruption. Transparency International made the appeal in the Kenyan capital, Nairobi. The group estimated the amount of illegally appropriated money invested outside Africa to be $140bn (£80.4bn). It called on western governments to change their banking laws to make it easier for illegally acquired wealth to be repatriated to Africa. Transparency International, or TI, which leads a campaign against corruption worldwide, says the phenomenon is seriously undermining Africa's fragile democracies and hindering efforts to achieve sustainable development. Representatives of TI from seven African countries, including Zambia, Zimbabwe and Uganda, said that if Africa was to reverse the trend, it was imperative that African governments demonstrated the political will to fight corruption in a meaningful way. But the organisation says that without active cooperation from western governments, the process could take 100 years to complete. Although difficult to quantify, analysts estimate that Africa has lost over $140bn due to corruption both by its own governments and western companies in the post-colonial period. In a declaration adopted at their meeting in Kenya, Transparency International representatives said that it was not only illegal, but blatantly immoral that so much wealth stolen from Africa was allowed to circulate freely in the world's wealthiest nations. Last year, a United Nations treaty against corruption came into effect. It enables illegally acquired assets to be seized and eliminates banking secrecy protection for those under investigation. The measures to tackle corruption are there, say campaigners. What is needed to make it happen is more political will.

For the first time, students were joined in protests in the capital by workers, professionals and business owners — a sign, the opposition said, of growing momentum against the monarch in the Himalayan kingdom of 27 million people. The second day of a four-day strike called by opposition parties_ and supported by the guerrillas — shut down public transport, shops and schools in the capital, Katmandu. Hundreds of students emerged from the capital's alleyways, throwing bricks and stones. They burned a post office and forced police to retreat. Other students ransacked the dean's office at Tribhuwan University. Across Katmandu, police battled protesters in rallies organized by the alliance of seven political parties that called the strike to force the king to restore parliamentary rule. Home Minister Kamal Thapa said 751 people were arrested the past three days and warned that authorities would declare emergency rule or impose curfews if needed. Gyanendra took total power Feb. 1, 2005, by dismissing the government of interim Prime Minister Sher Bahadur Deuba, saying it was unable to quell a Maoist insurgency that had killed 13,000 since 1996. But the insurgency has worsened and the economy has faltered since.
