Somalia: From Clan Fighting to Ideological Battleground UN Integrated Regional Information Networks May 11, 2006 Posted to the web May 11, 2006 Nairobi Though the latest fighting in the Somali capital Mogadishu started on 7 May, the violence goes back to as far as 18 February, when Mogadishu-based faction leaders and their business associates formed an alliance to fight Islamic courts. Many people in Mogadishu that IRIN spoke with said they believe the new conflict is different from the past. Previous violence has based on rivalries between Somalia's various clans, Abdullahi Shirwa, a member of Civil Society in Action, an umbrella organisation made up of over 12 groups in Mogadishu, told IRIN. "This time it is not between clans but between two groups with different ideologies." The two heavily armed militias are the Union of Islamic courts and the Alliance for Peace and the Fight Against International Terrorism, which calls itself "the alliance". Members of the alliance include warlords and government ministers. Shirwa said the perception among Somalis is that "foreign powers are supporting the faction leaders to reduce the perceived power and influence of the Islamic courts." This, he said, is backfiring, "and if anything the courts are more popular today than in February." The courts have earned some popular praise for bringing a semblance of order in areas under their control, something the faction leaders have been unable or unwilling to do. According to Mogadishu residents, the past three months of violence in the Somali capital has been the worst they have seen for over 10 years. More than 201 people have died and 1070 wounded according to hospital sources. The majority of these victims are civilian, with militiamen accounting for less than half of the total deaths and a third of the injured. "Some of the injuries we are seeing are even worse than what we saw in 1992," said a doctor working in a Mogadishu hospital who also worked there at height of Somalia's civil war. "We are seeing children of six months and less with parts of their bodies missing." He said he so far knew of 35 children and 44 women who have been killed in the current fighting. Speaking to IRIN from the Medina Hospital, Muhubo Salad said she was keeping vigil over her five-year-old daughter who was injured in the crossfire. She said that it was too dangerous to leave the hospital. "We need help but instead [the faction leaders] have been feeding us bullets for the last 16 years," she said of Mogadishu's faction leaders. "It is our children they are killing. Their children are in safe countries." The Islamic courts, say some residents, have recently gained support. "At least the courts don't loot or steal from us and they have been able to arrest some criminals," Muhubo said. Many observers say they believe that faction leaders feel threatened by the emerging power of the courts, and some also maintain that outside forces are influencing the faction leaders. Elders and civil-society groups trying to intervene in the conflict have so far been unsuccessful. Mediation efforts have been complicated by the fact that clan elders are not sure "how to deal with this new type of war", said Shaykhdon Ilmi a doctor at Medina Hospital. "The clan elders do not have road map to resolve it," he said. "It was a lot easier when it was between clans." Many people think that for now the areas in the city under the control of warlords is shrinking. "If I were to put a percentage on the area under the influence and control of the courts I would say 60 percent. The rest is controlled by faction leaders and business people," said one observer. The alliance also includes relatively well-known faction leaders, such as Muhammad Qanyare Afrah, Muse Sudi Yalahow, Omar Finnish, Bashir Raghe and Abdirashid Shire Ilqeyte. The United States administration says it is concerned that Mogadishu's Islamic Courts could help harbour Islamic militants. Rightly or wrongly, many people in Mogadishu believe that the warlords are receiving support from the outside. Speaking in Washington last week, a US state department spokesman, Sean McCormack, said, "Our other operating principle is to work with responsible individuals, and certainly members of the transitional [somali] government, in fighting terror. It's a real concern of ours, terror taking root in the Horn of Africa. We don't want to see another safe haven for terrorists created." AllAfrica

Security Council ignored recommendations for targeted sanctions and a tighter existing arms embargo in Somalia, despite a spike in violence and fears that Islamic fundamentalists have gained strength in the chaotic nation. The recommendations Wednesday had come from one of the council's own committees, which warned that warlords in Somalia routinely violate the current arms embargo and have enriched themselves by selling fishing licenses and exporting charcoal. The council committee said in a report that the influence of the Islamic fundamentalists was great now that they are a "third force" on par with the transitional government and an alliance of groups in the capital, Mogadishu. Those fundamentalists have gained the "backing and military capability to be a credible contender for power in Somalia," the committee said. The report came as secular warlords and Islamic extremists clashed for a fourth day in Mogadishu. At least 96 people have been killed in the escalating violence. The fighting has intensified steadily since Sunday, when the Islamic militants, who have alleged ties to al-Qaida, and the warlords took up strategic positions in Mogadishu. Most victims in the recent fighting have been civilians caught in the crossfire. Nearly 200 people have been wounded in the violence, doctors say. The Security Council passed a resolution Wednesday urging all nations to adhere to the existing arms embargo in Somalia and asked U.N. Secretary-General Kofi Annan to re-establish a monitoring group to investigate violators and make recommendations on how to improve compliance. The resolution ignored recommendations from the committee that the council impose travel bans and asset freezes against some Somali warlords. Some ambassadors said they would keep up pressure for sanctions. "The situation is deteriorating so I think it's important that we continue to press the sanctions, and we're trying to target them and have an effect on a place that has no functioning government," Deputy U.S. Ambassador Jackie Sanders said. The resolution also refused to address calls for two economic embargoes: one on Somali charcoal, which is environmentally destructive and enriching the warlords; and another to ban the export of fish from Somali waters, which are caught by foreign vessels that pay the warlords expensive licenses. "In our discussions we called upon everybody to observe arms embargo, and if things continue that way maybe tougher measures will need to be taken," Russian Ambassador Vitaly Churkin said. Somalia has had no effective central government since 1991, when warlords ousted longtime dictator Mohamed Siad Barre and then turned on each other - carving this nation of an estimated 8 million people into a patchwork of anarchic, clan-based fiefdoms. Islamic fundamentalists have portrayed themselves as an alternative capable of bringing order and peace, but they have not hesitated to use force and have allegedly linked up with al-Qaida terrorists. US support for Somali warlords may violate UN arms embargo By Matthew Lee NAIROBI (AFP) - Covert United States support for an alliance of Somali warlords now fighting Islamic militias for control of Mogadishu may violate a 14-year-old United Nations arms embargo, diplomats said. As the two factions clashed for a fifth straight day on the streets of the capital, provoking international concern about rising violence, the diplomats said Washington's backing of the warlord alliance was legally questionable. The comments came a day after a panel of experts monitoring the 1992 arms embargo on Somalia told the UN Security Council it was investigating clandestine "financial support" to the alliance from an unnamed country. Washington has not publicly confirmed its support for the Alliance for the Restoration of Peace and Counter-Terrorism (ARPCT) but US officials and informed Somali sources have told AFP the group has received US money. The cash, amounting to several hundred thousand dollars, was delivered by former US military and intelligence officials on at least two occasions to Mogadishu warlords in January and February, sources in Somalia told AFP. The ARPCT was formed shortly after the second injection of US funds, in a bid to curb the growing influence of Mogadishu's 11 Islamic courts. Some believe the courts are protecting Muslim extremists, including Al-Qaeda operatives. Although US officials say Washington has not supplied the warlord alliance with weapons or military equipment, diplomats said the money could be a breach of the embargo. "Money is fungible (mutually interchangeable)," one Nairobi-based diplomat told AFP. "It may not be weapons coming in by ship or truck but if the cash is going to buy military equipment that would be a violation." "It's all about how the money is used and the intent of the donor," said a second. "Funding the alliance was always a risk for stability but it may have been illegal." The US program is controversial -- not least because of Washington's disastrous military intervention in Somalia in the early 1990s -- and Somalia's fledgling and largely powerless transition government has complained about it. The government, which argues the US support is fuelling divisions, has long sought the lifting of the arms embargo. But it wants it removed so it can build up its own security forces. The Security Council has several times rejected the government's request. The embargo was imposed shortly after Somalia descended into anarchy with the 1991 ousting of strongman Mohamed Siad Barre. But it has been widely ignored by many countries seeking to back competing warlords in the country. In its report to the Security Council, the UN monitoring group said "a widening circle of states are providing arms and military-related support to Somalia in violation of the arms embargo". The panel identified six nations -- Djibouti, Eritrea, Ethiopia, Italy, Saudi Arabia and Yemen -- believed to have violated the embargo since December 2005 but made pointed reference to "clandestine" involvement by another country. "The Monitoring Group was informed that during January and February 2006, and at other times not specified ... financial support was being provided to help organize and structure a militia force created to counter the threat posed by the growing militant fundamentalist movement in central and southern Somalia," it said. "The Monitoring Group did not specify third-country involvement because at the time of the writing of the present report it had not completed its investigation," it said. Although the panel did not name the country, the timing of the support detailed in the report coincides with the deliveries of US funds mentioned to AFP by Somali sources. The US embassy in Nairobi, which US officials say is coordinating the covert support for the warlord alliance, declined to comment and referred questions to Washington. Russia, China, and various other nations challenging and increasingly stepping up to the United States just really marks the beginning of not only a new century but also a new World Order. That one that started with the disintegration of the Soviet Union is ending. This new one has been rising for some years or so but has only gotten momentum with the U.S's disregard for the United Nations in the months leading up to the Iraqi invasion. Truly we are in a changing world.

After the September 11th attacks, he was the senator that spear-headed a sub-committe hearing on whether or not the United States should engage in direct intereference in Somalia. He has also previously called for American recognition of the defunt Carta government. It is said he has quite a number of friends among former members of the Siad Barre government living in and around Washington D.C and the greater Virginia/Maryland area.
