Somalia: The Tough Part Is Ahead Africa Briefing N°45 26 janvier 2007 OVERVIEW Somalia’s Islamic Courts fell even more dramatically than they rose. In little more than a week in December 2006, Ethiopian and Somali Transitional Federal Government (TFG) forces killed hundreds of Islamist fighters and scattered the rest in a lightning offensive. On 27 December, the Council of Somali Islamic Courts in effect dissolved itself, surrendering political leadership to clan leaders. This was a major success for Ethiopia and the U.S. who feared emergence of a Taliban-style haven for al-Qaeda and other Islamist extremists, but it is too early to declare an end to Somalia’s woes. There is now a political vacuum across much of southern Somalia, which the ineffectual TFG is unable to fill. Elements of the Courts, including Shabaab militants and their al-Qaeda associates, are largely intact and threaten guerrilla war. Peace requires the TFG to be reconstituted as a genuine government of national unity but the signs of its willingness are discouraging. Sustained international pressure is needed. The Courts’ defeat signals the return of clan-based politics to southern Somalia. Whereas the Courts drew their support predominantly from the ****** clan, the TFG is widely perceived as dominated by ***** clan interests. TFG leaders reinforced this perception by pursuing policies that further alienated the ******, notably an appeal for foreign troops and the government’s relocation to Jowhar and then Baidoa, instead of Mogadishu. ****** alienation and TFG inadequacies left a vacuum into which the Courts expanded between June and December 2006, bringing a degree of peace and security unknown to the south for more than fifteen years. Mogadishu was reunited, weapons removed from the streets and the port and airport reopened. By December, the Courts had expanded from their Mogadishu base to control most of the territory between the Kenyan border and the autonomous region of Puntland in the north east, while the TFG was confined to Baidoa, protected by its Ethiopian backers. Communities seemed prepared to tolerate a strict interpretation of Sharia law in return for peace and security. Politically, Somalia has now been returned roughly to where it was when the TFG was formed in October 2004. The government is weak, unpopular and faction ridden, and the power vacuum in southern Somalia is rapidly being filled by the same faction leaders and warlords the Courts overthrew less than a year ago. Many Mogadishu residents resent the Courts’ defeat, feel threatened by the TFG and are dismayed by the presence of Ethiopian troops in the capital. Mogadishu is awash with weapons, and there have already been hit-and-run attacks on TFG and Ethiopian troops. The potential for serious violence is just below the surface. Ethiopia’s military victory has dismantled only the most visible part of the Courts: the regional administrative authority in south central Somalia (including Mogadishu), which served essentially as a political platform for ****** clan interests. Other elements, including the militant Shabaab leadership, remain largely intact and have dispersed throughout the country, threatening to wage a long war. A U.S. air strike on 8 January 2007 apparently wounded Aden Hashi ‘Ayro, a prominent Shabaab commander, and killed some of his guards but failed to destroy any top targets. A second U.S. airstrike was launched on 23 January, but information on the targets and impact was not immediately available. The grassroots network of mosques, schools and private enterprises that has underpinned the spread of Salafist teachings and their extremist variants remains in place and continues to expand thanks to generous contributions from Islamic charities and the private sector. Whether the Islamists, including their more extreme jihadi elements, can stage a comeback in some fashion depends largely on whether the TFG restores stability and wins public support across southern Somalia. Early steps such as declaring a state of emergency and deposing the speaker of the parliament, who had been prominent in efforts to engage the Courts in dialogue and compromise, have not been promising. It should: * rescind the state of emergency and reinstate the speaker of parliament; * reconstitute the cabinet as a genuine government of national unity, including credible leaders from the communities that backed the Courts; * establish at the same time representative authorities for key municipalities, including Mogadishu and Kismaayo, in order to provide political stability and manage local security over the short term; * give up the notion of forcible disarmament, especially in Mogadishu, and instead negotiate a plan for voluntary disarmament; and * take up the tasks for which it was originally formed: to advance the process of national reconciliation, complete the transition to a permanent government and work its way out of a job by 2009 when elections are supposed to be held. The rapid replacement of Ethiopian troops with a broader, multilateral peacekeeping mission is also essential to defuse public resentment towards what is considered a foreign occupation. This process is likely – at best – to take months, not weeks, however, making early moves by the TFG on the above agenda all the more essential if there is still to be a peace to keep. Ethiopia, whose conception of its security interests may leave it indifferent to the task, and the U.S., which must show a more sophisticated understanding of fighting the country’s terrorism potential than the narrow one it has mostly followed there for many years, now bear a significant responsibility to consolidate peace in Somalia. They must push the TFG to take the above steps to transform itself into a more inclusive national body. This message should also be carried by the broader international community, most immediately at the end-of-January African Union Summit, as well as through the International Contact Group on Somalia, the informal governmental coordination body scheduled to meet on 9 February. You all are funny. It is simple sxb, when Abiqasin had the chair, tried to get some help by calling for Peace keepers.. Abdullahi Yusuf was against Abdiqasin's goverment and if islamists revloution came from puntland Abdullahi was proabably gonna change his name to Sheikh Abdullahi ben yusuf and General duke would be rooting for Sheikh Abdullahi Ben-Yusuf. Now the tide is turned Abdullahi calling for his buddies and Sheikh Abdiqasin has emerged and is against that. The moral of the story is everyone on this site and unfortuanely I concluded all Somalis are high on something called Qabiil. They are very addicted I must add and forgot about what is good for Somali. If it is about power, come on we can take turns peacefully.. I call for yall to grow up and sober up and stop thinking while you are high on Qabiil. -
Mogadishu 05, Dec.06 ( Sh.M.Network) – Somalia’s parliament speaker Sharif Hassan Sheik Aden has set on a visiting trip to Sana, the capital city of Yemen. According to Yemen news agency, Aden said he reached Yemen to talk with president Ali Abdlla Salah over the developments in the war ravaged country, Somalia, indicating that president Salah had to take grate role in mediating Somalia’s challenging parties, Union of Islamic Courts and the transitional government based in Baidoa, southern Somalia. He praised Yemen for its role in trying to resolve Somalia’s internal conflicts. The news comes as Egyptian parliament has called on Somalia’s Union of Islamic Courts to halt expansion and negotiate with the federal government to prevent bloodshed in Somalia.The Egyptian parliament suggested that there should be fresh free democratic election, which international community and the African regional organizations should supervise to give the Somali population the chance to have their choice of government. Egypt recommends that the clan-based government should be transformed to a democratic government. Egypt called on the Arab League to fulfill their promise of solving the political crisis in Somalia, a country considered member of Arab states. It also urged the African Union to maintain the peace initiative in Somalia. Somalia’s Union of Islamic Courts took control of the capital early June this year after deadly battles with warlords who controlled the country in the past 15 years. The Islamists also seized most central and southern provinces of the country, while the transitional federal government only administers the small town of Baidoa with the help of thousands of Ethiopian military forces also based in Baidoa. Somalia has had no central government since 1991 when tribal warlords ousted President Siad Barre.

The special representative of the Untied Nations general secretary for Somalia François Lonsény Fall accompanied by delegation has today been welcomed by the Islamic Courts officials at the main Mogadishu airport. Fall held a closed door meeting with the Islamic courts, particularly with the leader of the consultative council of the Islamic courts, Sheikh Hassan Dahir Aweys. After their meeting, fall and Shiekh Hassan Dahir Aweys held a joint press conference inside the head quarter of the Islamic courts. “Our meeting with the Islamic courts was good and it raised our hope that they will continue their talks with transitional government,” said Mr. François Lonsény Fall Earlier, Mr. Fall expressed that he was hopeful that both Somalia rivals would resume talks in Sudan in mid December as scheduled. On Sunday, Eric Loraj, the UN humanitarian coordinator for Somalia reached in Mogadishu having talks with Islamic Courts officials over aid supplies allotted for delivering to flood hit areas in south of the country.

During yesterday's brief appearance of the US Ambassador to the UN, an Islamist insider and confident said that Sheikh Sharif Sheikh Ahmed, the leader of the Islamic Courts Union (ICU) asked him to check secretly Prime Minister Ali Mohamed Gedi's position on the possibility of face-to-face meeting between them in Baidabo. The goal is to end the hostility between the two groups and relocate the government of Interim Prime Minister Ali Gedi to Mogadishu. Although one of the most widely accepted myths is that Interim Prime Minister Ali Mohamed Gedi is Addis Ababa puppet and the Islamic Courts Union (ICU) are against the Ethiopian Interference, yet the prospect of such meeting between the Leader of the internationally recognized Government and the chairman of the Union of the Islamic Courts, a moderate face of Islamist and leading figure who controls most of the country will be enormous task to be achieved. As the news is widely believed to be the fruits of intensive negotiation between the speaker of the Parliament Mr. Hassan Sh. Adan and the President of Djibouti Mr. Omar Gelle during his recent visit to Djibouti City. Many consider President Omar Gelle the force behind this new initiative. Although the new proposed UN resolution draft that tabled by the US may not be successful, yet it my lead to intense diplomatic efforts to achieve a permanent peace in Somalia particular and the whole region in general. The New UN draft would lift a 1992 arms embargo against Somalia so that troops in the "protection and training mission" could be militarily equipped and it would ban Somalia's neighbors (Including Ethiopia) from sending soldiers - a key point for the Islamist -. It will be the breakthrough that the people of Somalia are waiting if both leaders who came from same Sub-Clan capitalize their adventure and suppress the hardliners from their groups in order to reach a peaceful solution to the current crisis. Somali speaker says Ethiopian troops must leave By Daniel Wallis Sunday, December 03, 2006 NAIROBI, Dec 3 (Reuters) - Ethiopia has a massive military force of 15,000 men in Somalia and will be to blame for any war in the chaotic Horn of Africa state, the speaker of parliament in Somalia's interim government said on Sunday Sharif Hassan Sheikh Adan rejected a U.S. draft resolution before the United Nations that would relax an arms embargo in order to let regional peacekeeping forces enter Somalia, saying it could jeopardise talks between his government and rival Islamists. Adan, one of the top leaders of the weak Western-backed Somali administration, has been making efforts to reconcile it with the newly powerful Somalia Islamic Courts Council (SICC). He was scathing about Ethiopian Prime Minister Meles Zenawi, who he said was destabilising the country by sending in a "massive military force" of men and equipment. "Estimates by experts say there are around 15,000 (Ethiopian) troops now in Somalia," Adan told Reuters in an interview. "They are not just sending a fighting force but the families of these fighters as well ... If war takes place now, it will be the responsibility of Ethiopia and its prime minister." Addis Ababa is the main backer of Adan's fragile government, which has been confined to the provincial town of Baidoa by the rapid territorial gains of the Mogadishu-based Islamic courts. Ethiopia denies sending any troops over the border, and says it only has several hundred armed military trainers in Somalia. On Thursday, parliament in Addis Ababa voted to let Meles' government take "all necessary" steps to any Islamist invasion. "ETHIOPIA MUST WITHDRAW" Adan said Ethiopia had a free hand in Somalia for years, selling weapons to warlords whose militias carved up the country following the fall of former dictator Siad Barre in 1991. "To avert war, Ethiopia must withdraw its troops without conditions and support the ongoing negotiations between the Somali sides to create peace," Adan said through a translator. He flew to Mogadishu last month to meet the Islamists to try to restart Arab League-sponsored talks between them and his government that collapsed on Nov. 1 in Sudan's capital Khartoum. But the deal he agreed with the SICC -- to resume discussions on political and security issues and power-sharing -- was rejected the next day by his own cabinet, which said it saw his meetings with the Islamists as a "personal" affair. Adan, whose good relations with the SICC and some of their businessmen backers has put him at odds with President Abdullahi Yusuf and Prime Minister Ali Mohamed Gedi, said his position allowed him to negotiate in the "best interest" of all Somalis. At the time, diplomats hailed the speaker's backchannel initiative as the best chance Somalia had of avoiding war, which experts fear could suck in the armies of neighbouring states. Adan said he was hopeful negotiations between the two sides would resume in Sudan in mid-December. But he echoed the concerns of European experts that a draft proposal by the United States at the U.N. Security Council to let east African peacekeepers enter Somalia put that at risk. Talks about the arms embargo should come later, he said. "The timing of this proposal is not right ... It is not possible to solve Somalia's crisis by military means," he said, adding that if the U.N. adopted the resolution, it would be seen as legitimising the Ethiopian military presence in Somalia. This is a throwback interview with Shariif Xasan. 06 October 2005 Exclusive: Interview with Sharif Hassan Sheikh Aden, Speaker of Parliament, Transitional Federal Parliament of the Somali Republic By Richard Evans, Editor of Jane’s Terrorism and Insurgency Centre After 14 years without a functioning government, Somalia now has a Parliament, a cabinet, and a President. However many Parliamentarians are concerned that neighbouring Ethiopia is trying to stifle development of the new institutions. They further claim that Addis Ababa is arming various factions in a bid to maintain instability. What do you believe is really occurring here? In my view, Ethiopia does not want a functioning government in Somalia and I want to see that the world knows this. Even if Ethiopia does want a government here, it wants a fiefdom government - multiple governments which are all weak. Some people believe Ethiopia is supporting specific groups, but really it’s not supporting anyone [specifically]; you can supply weapons to one group, but you know that often they don’t even have, for example, fuel for themselves - so they sell some of their guns to other groups. Then everyone has them. They [Ethiopia] know the weapons are going to the other groups and producing instability. So all sides are arming themselves. This is my personal view regarding the behaviour of Ethiopia. The Somali parliament is now installed in Mogadishu, yet the President and the Executive have yet to take their places there, citing security concerns. What is the security situation in the capital at present? There are four main groups holding weapons in Mogadishu; warlords, businessmen, Islamic courts, and freelance individual clans. If the business community and the warlords give up their arms then no-one who is left will be able to keep theirs. The warlords, businessman, half the Islamic courts and the freelancers will be willing to go wherever they might be paid. The other Islamic courts are saying that they want to see other parties give up their guns first. I can’t say that Mogadishu is secure - it’s somewhere that for the last 14 years has had no functioning police or security service. But no-one seems to be reflecting the current reality there. In February I visited Mogadishu and met with all sections of the community there - they told me that the wanted peace and security. They also told me they were willing to have peace [keeping] troops - but not if they were from front-line states. I visited again in May and we reached an agreement to remove many of the militias and military technicals [flat-bed trucks fitted with crew-served weapons]. By the end of May, they [warlords and businessmen in Mogadishu] said they had moved more than 2,500 militia and 140 technicals [outside the city]. They have removed a lot of the illegal roadblocks. This was done with no assistance from the international community. So do you feel that conditions now exist for the President and the Executive to relocate to the capital? The parliament is now seated in Mogadishu to face the challenges ahead and to try to implement some reform in the country. But unless they [the President and Executive] are present we cannot do anything. If they return, the people of Somalia can start to trust them. If the current political crisis cannot be resolved, do you believe there is a risk of a return to civil war? I think something can be done to avoid bloodshed. I see that the mandate of the UN Special Representative Francois Fall is something which we should support. If he is given support for his mission then something can be done to avoid it. Somalia is fed up of war; we need a peace plan, not a war plan. What is the situation regarding the Somali economy? The situation remains serious. All our financial institutions have collapsed. We have appealed to the international community for assistance, but they need to know where the money is going. We need Parliament to be independent of the Government and for it [Parliament] to provide oversight of the accounts. We need a proper system of remittance for Members of Parliament. Every member of Parliament needs to be able to operate independently and be able to take [financial] decisions themselves. The Parliament has been established for more than a year now and they [Parliamentarians] have not received any pay. How would you respond to the fears expressed by some in the international community that a country like Somalia is providing a haven for international Jihadist groups? I do believe that a lot of this [discussion of the harbouring or terrorists] is propaganda put about by some elements with a political agenda. But it’s difficult for us to provide some clarity on this - we have been without security or intelligence services for a very long time. I think that they [international jihadist groups] are not in Somalia for the time being - but if they are there, then the only way we can trace them is when there is a functioning intelligence system, instead of us just thinking about whether or not such groups might be present. The international community must focus on helping us to establish a fully functioning government if we are to effectively deal with this sort of danger, especially in Mogadishu. The International Maritime Bureau has again expressed concern about the rise in piracy off the coast of Somalia. What are your views on this problem and how it should be addressed? This situation is unacceptable and I hope that something can be done about it. It is the Somali people who are suffering. There is also a problem with heavy shipping dumping toxic waste [off Somalia] and we are facing serious environmental damage. Our coastline is being used as a dumping ground ….and we don’t have the ability to control out own coastline. When The honorable Shariifka made peace with the Ethiopian stooge your uncle Yeey and his Ethiopian masters, he was suddenly a good and honest man in your book. Now when they didn't win in buying the honorable Shariifka like they bought all others in Baidoa, you guys are trying to taint this Great man's Image. Wallahi, we should all pray that we got more men like Shariifka to lead us from this long dark tunnel.
